Establishes a state youth commission to advise the governor on youth issues in the state of New York, including juvenile crime prevention, job opportunities for youth, recreational activities for teenagers, opportunities for effective participation by youth in the governmental process, and changes in city and county regulations that are necessary to improve the social, economic, educational, and recreational advantages of children and youth.

Establishes the youth in progress advisory board and regional teams for adolescents in foster care to provide mentorship of youths in foster care; requires reporting.
Establishes a youth mental health advisory board consisting of youths aged 16-20 to examine and make recommendations for legislation and initiatives regarding issues of youth mental health including social media, bullying, substance use, trauma, poverty and access to services.

Directs the commissioner of the office of children and family services, in consultation with the commissioner of education, to develop educational materials regarding resources and programs available to foster care youth who are preparing to attend or are attending institutions of higher education including information on funding opportunities that are available for such youth.
Enacts the "New York state YouthBuild act"; sets program requirements; authorizes grants to eligible YouthBuild participants; establishes application requirements.
