Establishes a farm-to-school food service reimbursement program for school districts which have purchased at least thirty percent of their total food products, including both dairy and non-dairy products, for their food service programs from New York state farmers, growers, producers or processors, based upon the number of federally reimbursable meals served to students under such program agreements entered into by the commissioner and such districts.
Requires certain municipal planning boards and zoning boards of appeals to receive at least one hour of environmentally conscious planning training annually.
Relates to the payment of shelter and rent arrears; provides that all shelter arrears payments authorized for applicants to receive an emergency grant to pay for rent, property taxes or mortgage arrears shall be limited to once every year unless the district determines at its discretion that additional shelter arrears payments are necessary based on the individual circumstances.
Prohibits the recording of conveyances suspected of being fraudulent; requires the clerk or registrar to report transactions believed to be or suspected of being fraudulent to the office of the attorney general and to local law enforcement or sheriff's office.
Establishes the "Not on our dime!: Ending New York funding of Israeli settler violence act" to prohibit not-for-profit corporations from engaging in unauthorized support of Israeli settlement activity; allows for recovery of a civil penalty by the state attorney general; creates a private right of action for violations.
Requires the New York state thruway authority to submit biannual reports to the legislature of all fiscal transactions, receipts and expenditures, with each report covering activity from the prior six months.
Relates to the registration of new curricula or programs of study offered by a not-for-profit college or university; provides for the procedures to have such curricula or programs of study approved by the department of education.
Requires the appointment of an independent fiduciary upon the closing of a charter school to develop and implement the dissolution plan of such charter school, including the distribution of assets.
Requires police departments and agencies to provide district attorneys' offices access to such departments' and agencies' electronic record systems for discovery purposes.
