Requires an annual statement of wage parity hours and expenses to be accompanied by an independent accountant's report on applying agreed upon procedures on the annual compliance statement of wage parity, hours and expenses prior to payments for home care services by government agencies.
Prohibits the transportation of dogs in the back of a motor vehicle intended for any load unless such space is enclosed or has side and tail racks to a height of not less than forty-six inches extending vertically from the floor; the motor vehicle has installed means of preventing the dog from being ejected; or the dog is cross-tethered to the vehicle or is protected by a secured container or cage, in a manner which will prevent the dog from being ejected from the motor vehicle; imposes fines for violations.
Regulates the purchase and sale of catalytic converters; permits only licensed or regulated scrap metal dealers, vehicle dealers, vehicle dismantlers or repair shops to possess, purchase or sell catalytic converters; makes unlawful possession an E felony; requires restitution.
Requires the commissioner of education to develop and adopt instruction in financial and insurance literacy for students in grades nine through twelve.
Provides that where the total number of commercial food fish license, commercial crab permits, commercial whelk and conch licenses, and marine and coastal district party and charter boat license applications from persons who were not issued such license in the previous year exceeds the number of licenses that are available, the department of environmental conservation shall randomly select recipients of the available licenses from among those applications received by the first business day of the applicable license year; provides for a temporary authorization where in the event of a temporary emergency, a licensee or permittee may provide written authorization for a person to temporarily undertake any licensed activities on the licensee's or permittee's behalf; makes related provisions.
Establishes the affordable housing broadband assistance grant program within the division of broadband access to support no-cost and/or discounted subscriptions for households receiving federal, state, or local housing assistance or residing in housing units designated for low-income and/or vulnerable populations.
Provides that any system for warning populations who are or may be endangered and for rapid and effective communication for any New York emergency alert notification shall occur within thirty minutes, or as soon as practicable thereafter.
Increases the penalties for stopping, standing, or parking in handicapped spaces without a handicapped permit to not less than one hundred fifty dollars nor more than three hundred dollars for the first offense and three hundred to five hundred fifty dollars for the second offense occurring within a period of five years within the state.
Authorizes a holder of a license to perform limited-scope radiography to practice radiography at urgent care centers under the supervision of a licensed practitioner or licensed registered radiologic technologist; defines limited-scope radiographer as a person licensed to practice radiography limited to chest, extremities, skull/sinus, and spine/sacrum at urgent care centers; makes related provisions.
Establishes the transitional pathway program for students in higher education at SUNY and CUNY schools with autism spectrum disorder to encourage accessibility and inclusivity in higher education for students with autism spectrum disorder; makes related provisions.
Amends the real property tax exemption for surviving spouses of volunteer firefighters or volunteer ambulance workers killed in the line of duty to permit continuation of such exemption for volunteer members with service between two and five years.
