Relates to the establishment of a single computerized state DNA identification index; requires municipalities to expunge any DNA record stored in a municipal DNA identification index.
Provides that a voter may register to vote at any residence to which the voter maintains a continuous connection with an intent to remain, including a second home or a vacation home or a home where a student lives while attending a college or university.
Relates to the unlawful discharge of a loaded firearm toward any police officer, firefighter, corrections officer, peace officer, or emergency medical services personnel.

Requires that the state university of New York's board of trustees shall adopt a policy requiring all state university of New York, city university of New York, college, and community college campuses that offer membership programs to the general public for the use of fitness and aquatic facilities, to permit disabled veterans to obtain a membership for the use of fitness and aquatic facilities upon the same terms and conditions as apply to the general public, but without payment of any fees or other charges; defines "disabled veteran".
Amends provisions involving the arrest, prosecution, sentencing and penalties for offenses involving vehicular assault, manslaughter and homicide; removes certain barriers to prosecution for operating a vehicle under the influence of drugs or alcohol.
Enacts the "prison privilege limitation act"; restricts prison privileges, including the wearing of civilian clothing, for certain incarcerated individuals.
Prohibits a person convicted of "Buster's Law" from owning or possessing a companion animal unless authorized by court order, after appropriate psychiatric or psychological testing.
Makes the failure to provide food, water or appropriate shelter to a companion animal (dogs and cats) left outside a felony punishable by a fine of not more than $5,000, or imprisonment for not more than 2 years, or by both such fine and imprisonment.
Requires the commissioner of education to make recommendations to the board of regents relating to the adoption of age-appropriate instruction on dating violence prevention and healthy relationships for students in grades seven through twelve.
Directs the New York state energy research and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.
Requires public agencies to establish preliminary license application procedures to determine whether an applicant for a license would be ineligible for such license based on criminal history; establishes time frames for public agencies to respond to such applications; requires public agencies to report information regarding granting licenses annually.
