Requires schools that have a Muslim or Jewish population greater than or equal to ten percent of the student body to offer Halal food options and/or Kosher food options during lunch.

Limits the department of environmental conservation's ability to fix special open seasons for taking wild deer to ending no later than the 3rd Sunday of December of each year; allows the department to issue regulations for special seasons for particular counties or designated wildlife management units after consultation with local governments and stakeholders.
Eliminates the ability of judicial candidates for office who are enrolled in a particular party to automatically be allowed to run as a candidate in another party's primary election.
Establishes the New York state cooperative watershed management program within the department of environmental conservation under which watershed networks may apply for grants for watershed network development and watershed network professionalization, subject to appropriation of funds from the legislature.
Enacts the consumer litigation funding act to promote consumer protections related to consumer litigation funding transactions; provides for contract requirements, including that the contract contain a no penalty provision for the prepayment of the funded amount prior to the settlement of their case; makes related provisions.
