Relates to providing transportation for children with a disability; removes the requirement that a child attends the school the district is providing transportation to for the purpose of receiving services or programs similar to special educational programs recommended for such child by the local committee on special education.
Requires the division of housing and community renewal, in collaboration with the New York state office for the aging, to establish a publicly accessible online database of available senior housing units; requires the New York state office for the aging to maintain the senior housing unit database.
Establishes the interagency elder justice task force consisting of representatives of state agencies whose work involves elder justice to create greater collaboration and develop overarching strategies, systems, and programs with a goal of protecting older adults from abuse and mistreatment.
Repeals the Columbia University Education Mixed-Use Development Land Use Improvement and Civic Project Modified General Project Plan adopted by the empire state development corporation on December 18, 2008.
Directs the metropolitan transportation authority and the New York city transit authority to rename the 110th Street - Central Park North subway station to the 110th Street - Malcolm X Plaza station.
Increases certain penalties for violating the prohibition of animal fighting and for aggravated cruelty to animals; requires a psychiatric evaluation for defendants convicted of aggravated cruelty to animals.
Ensures privacy protections for all emergency personnel present at a crime scene including ambulance services or advanced life support first response services, certified first responders, firefighters, emergency medical technicians or advanced emergency medical technicians, who are employed by or enrolled members of any such service.
Establishes a New York state prison labor board to ensure that all labor programs comply with the requirements of the labor law and are for the purpose of promoting successful rehabilitation, reentry and reintegration into the community and not for the purpose of earnings or cost-savings which inure to the benefit the state or any private individual or corporation; prohibits the department of corrections and community supervision from unfairly attaching, garnishing or disbursing the funds of incarcerated individuals where such individuals have not requested disbursement; requires that all interest accumulated on incarcerated individuals' funds be credited to such individual's accounts; eliminates the preferred status of the department of corrections and community supervision regarding commodities and services furnished by the correctional industries program; repeals certain provisions of the state finance law relating to such preferred status.
Requires the commissioner of education, in consultation with any appropriate agency, to develop and implement an expanded curriculum or instruction for school districts on the history of organized and unorganized labor in the United States.
Enacts the "New York open water data act"; directs certain agencies, under the leadership of conveners, to identify and integrate key water data sets; provides duties and an annual plan for data to be researched and reported.
Creates a middle income home ownership subsidy program to assist persons with an income below the current median income for the city of New York with the purchase of a residence in an urban area.
Relates to the definition of "direct relationship" for the purposes of article 23-A of the correction law regarding licensures and employment of persons previously convicted of one or more criminal offenses.
