Establishes a tax credit for farmers who maximize carbon sequestration potential through a "carbon farming" land management strategy; directs DEC to develop regulations related to certifying the amount of carbon sequestered or emissions reduced.
Authorizes the department of public service to develop, implement, administer and operate a temporary middle income home energy assistance program; makes an appropriation therefor.
Creates the New York electronic communications privacy act; requires government agents and agencies to obtain a search warrant for physical or electronic access to electronic device information.
Establishes a sea level rise mitigation and adaptation plan for cities with a population of one million or more to be implemented by the department of environmental conservation; requires a sea level rise vulnerability and adaptation report to be submitted.
Requires the commissioner of environmental conservation to establish standards for and a program of inspection and certification of green roofs prior to and after installation, including standards for environmentally acceptable chemical fertilizers and the testing of runoff water for evidence of such fertilizers; establishes a green roof installation tax credit in the amount of fifty-five percent of qualified expenditures with a credit maximum of five thousand dollars.
Allows large volume dealers to collect bottle redemption deposits from distributors upon pick up in the same manner as such bottle redemptions are purchased.
Relates to establishing requirements and penalties for combination utility companies during service outages; provides that a penalty for failure to reasonably comply with requirements that protect the overall reliability and continuity of combination utility company services shall be up to one hundred dollars per violation or for a pattern or practice of such violations up to one thousand dollars per violation.
Directs the New York state energy research and development authority to conduct a study of the technical and economic feasibility and ratepayer impact of a zero-emission electrical system and a reduction in greenhouse gas emissions.

Relates to hearing procedures for certain public employees; provides that the recommendation of a hearing officer in relation to designated managerial and confidential employees shall be considered final and not subject to change or modification.
Requires bicycles advertised for sale or resale in New York state to have an identifying serial number in legible boldfaced figures in one of certain specified areas on the bicycle; requires advertisements for bicycles to clearly and conspicuously include a photograph of such bicycles; exempts online marketplaces from placing identifying serial numbers on bicycles.
Expands the definition of mental health care provider to include licensed psychoanalysts, creative arts therapists and behavior analysts for purposes of certain sex offenses committed during a treatment session, consultation, interview, or examination.
