Provides practical support for access to abortion care including, but not limited to, reimbursement for ground and air transportation, lodging, meals, childcare, translation services, and doula support.

Enacts "Lorraine's Law"; increases from twenty-four to sixty months, the time for which reconsideration for parole for a violent felony offense shall be determined.
Establishes a coordinated law enforcement adult rescue "teal alert" for missing adults; provides that local law enforcement agencies notify the division of criminal justice services about missing adults; provides that such division shall issue an alert about such missing adult.
Prohibits courts from ordering an evaluation of a party or child or allowing into evidence a forensic report created by a forensic evaluator on a party or child to assist such court in a child custody or visitation determination.
Relates to 1,4-Dioxane levels; requires the department of health and department of environmental conservation to establish a maximum contaminant level of 0.35 parts per billion for the presence of 1,4-Dioxane in public supplies of potable water, ground water and runoff water from a wastewater treatment plant or water supply treatment plant.
