AS INTRODUCED 
 
An Act relating to schools; requiring certain schools 
to include certain information on pupil 
identification cards; stating intent of the 
Legislature to require institutions of higher 
education to include certain information on student 
identification cards; allowing schools and 
institutions of higher education to issue unused 
pupil and student identification cards; providing 
applicability; providin g for codification; and 
providing an effective date. 
 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1210.200A of Title 70, unles s 
there is created a duplication in numbering, reads as follows: 
A.  Beginning July 1, 2022 , a public school, including a charter 
school, that serves any pupils in seventh grade to twelfth grade and 
issues pupil identification cards, shall have printed on either side 
of the pupil identification cards the telephone number described in 
paragraph 1 of this subsection and may have printed on either side

of the pupil identification cards the telephone number described in 
paragraph 2 of this subsection: 
1.  The telephone number for the National Suicide Prevention 
Lifeline; and 
2.  The Crisis Text Line, which can be accessed by texting HOME 
to 741741. 
B.  It is the intent of the Legislat ure that, beginning July 1, 
2022, a public or private institution of higher edu cation that 
issues student identification cards may have printed on either side 
of the student identification cards the telephone number described 
in paragraph 1 of this subsection and may have printed on either 
side of the student identification cards the telephone numbers 
described in paragraphs 2 and 3 of this subsection: 
1.  The telephone number for the National Suicide Prevention 
Lifeline; 
2.  The Crisis Text Line, which can be accessed by texting HOME 
to 741741; and 
3.  The campus police or security t elephone number or, if the 
campus does not have a campus police or security telephone number, 
the local nonemergency telephone number. 
C.  As of January 1, 2022 , if a school subject to the 
requirements of subsection A of this section, or a public or privat e 
institution of higher education subject to the requirements of 
subsection B of this section, has a supply of unissued pupil or

student identification cards that do not comply with the 
requirements of subsections A and B of this section, as applicable, 
the school or the public or private institution of higher education 
shall issue those pupil or student identification cards until that 
supply is depleted. 
D.  Subsections A and B of this section shall apply to a pupil 
or student identification card issued fo r the first time to a pupil 
or student, and to a pupil or student identification card issued to 
replace a damaged or lost pupil or student identification card. 
SECTION 2.  This act shall become effective November 1, 2021 .
