47110 SECTION 1. NEW LAW A new section of law to be codi fied
48111 in the Oklahoma Statutes as Section 24 -157 of Title 70, unless there
49112 is created a duplication in numbering, reads as follows:

51113 A. 1. No enrolled student of an institution of higher
52114 education within The Oklahoma State System of Higher Education shall
53115 be required to engage in any form of mandatory gender or sexual
54116 diversity training or counseling; provided, voluntary counseling
55117 shall not be prohibited. Any orientation or requirement that
56118 presents any form of race or sex stereotyping or a bias on the ba sis
57119 of race or sex shall be prohibited.

59120 2. Pursuant to the provisions of the Administrative Procedures
60121 Act, the Oklahoma State Regents for Higher Education shall
61122 promulgate rules, subject to approval by the Legislature, to
62123 implement the provisions of this subsection.

64124 B. The provisions of this subsection shall not prohibit the
65125 teaching of concepts that align to the Oklahoma Academic Standards.

67126 1. No teacher, administrator or other employee of a school

101203 2. The State Board of Education shall promulgate rules, subject
102204 to approval by the Legislature, to implement the provisions of this

105206 SECTION 2. This act shall become effective July 1, 2021.

278+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
279+SECTION 4. AMENDATORY Section 1, Chapter 141, O.S.L.
280+2020 (70 O.S. Supp. 2020, Section 27 -104), is amended to read as
281+follows:
282+Section 27-104. A. This act shall be known a nd may be cited as
283+the "Riley Boatwright Act" "Riley's Rule".
284+B. Prior to the beginning of the 2020-2021 2021-2022 school
285+year, each school district board of education shall coordinate with
286+the emergency medical services provider providers that serves serve
287+the area in which the school district is located to develop a plan
288+an Emergency Action Plan for the provision of emergency medical

315+services at each facility and athletic practices, events or
316+activities held at school district facilities.
317+C. The plan developed pursuant to subsection B of this section
318+Emergency Action Plan shall:
319+1. Include maps and directions with appropriate contact
320+information for emergency medical services;
321+2. Assign a medical administrator who is a current school
322+employee such as a coach, administrator or athletic director;
323+3. Define responsibilities and personnel on -site, both medical
324+and school officials;
325+4. Include a list of medical equipment available and location
326+of the nearest automated external defibrillator, if available;
327+5. Be posted in each facility;
328+6. Be distributed to all school officials involved in athletic
329+practices, events or activities held at school district facilities;
330+and
331+7. Specify documentation actions after any emergency to
332+evaluate for debriefing purpose s and to determine if there are
333+necessary changes to the Emergency Action Plan.
334+D. The Emergency Action Plan shall be reviewed and, updated and
335+rehearsed annually as appropriate, prior to the start of season
336+practices, with school officials and local emer gency medical
337+services providers, and placed on file with the school district and
338+the emergency medical services provider .

365+E. Prior to each athletic event or activity where there are
366+athletes participating from visiting schools, the Emergency Action
367+Plan shall be digitally transmitted to the visiting school
368+administrator or coach .
369+SECTION 5. This act shall become effective November 1, 2021.
