40	45		An Act relating to elections; amending 26 O.S. 2011,
41	46		Section 14-113.2, which relates to absentee voting;
42	47		modifying marking and returning of ballots for
43	48		certain persons; and providing an effective date .

48	51		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
49	52		SECTION 1. AMENDATORY 26 O.S. 2011, Section 14 -113.2, is
50	53		amended to read as follows:
51	54		Section 14-113.2 A. The 1. A voter who receives an absentee
52	55		ballot pursuant to Section 14-110.1 of this title shall be
53	56		responsible for marking the ballots ballot or directing a person

89	93		4. The signature to of the voter shall be witnessed by two
90	94		persons, who did not sign the affidavit on behalf of the voter ,
91	95		whose printed name, signature and address of residence shall appear
92	96		on the affidavit;.
93	97		5. The voter shall seal the plain opaque envelope inside the
94	98		envelope bearing the affidavit and return both en velopes, sealed
95	99		inside the return envelope, by United States mail or by a private
96	100		mail service, provided such service has delivery documentation, to
97	101		the county election board in the same manner described in S ection
98	102		14-108 of this title.
99	103		B. No person, except members of absentee voting boards, shall
100	104		witness the signature of more than five affidavits of persons who
101	105		swear they are physically incapacitated and unable to vote in person
102	106		at their precinct on election day. No person who is a candidate for
103	107		an office on the ballot or who is related within the third degree of
104	108		consanguinity or affinity to a candidate on the ballot may witness
105	109		any absentee ballot affidavit.
106	110		SECTION 2. This act shall become effective November 1, 2021.
