3362 SECTION 1. AMENDATORY 70 O.S. 2011, Sectio n 626.4, is

56108 approved or accredited by the Oklahoma State Regents for Higher
57109 Education or appropriate postsecondary agency in accordance with the

60111 1. Eligibility. Each full -time or part-time resident student
61112 will be eligible to receive a grant in an amount as pro vided in
62113 paragraph 2 of this section. The Oklahoma State Regents fo r Higher
63114 Education shall determine by rules and regulations the maximum
64115 number of semesters a student may be eligible for grants. No
65116 student shall be eligible for grants unless the studen t maintains
66117 such minimum standards of academic performance as are re quired by
67118 the institution in which the student is enrolled.

69146 In the event a student for any reason ceases to continue to be
70147 enrolled during the course of an academic year, the student shall
71148 cease to be eligible for tuition aid.

73149 2. Amount of grant. The amo unt of tuition aid grant to any
74150 student under this act for any semester shall represent a percentage
75151 not greater than seventy -five percent (75%) of the tuition and
76152 enrollment fees normally charged to residents of the State of
77153 Oklahoma by the institution of attendance. The Oklahoma State
78154 Regents for Higher Education shall determine by rules the annual
79155 maximum award amount based on an annual assessment of funds
80156 availability. The State Regents shall not increase the annual
81157 maximum award amount unless funding is sufficient to serve at least
82158 the same number of students as the previous academic year.

84159 For the 2000-2001 academic year and each academic year
85160 thereafter, the percentage of aid shall b e based on a need analysis
86161 system that is consistent with federal st udent financial aid
87162 regulations. The Oklahoma State Regents for Higher Education shall
88163 set an annual award payment schedule based upon a maximum grant of
89164 seventy-five percent (75%) of tui tion and fees with grants based on
90165 lower percentages of tuition and fees being awarded to students who

93167 Any student who receives an award for the 1999 -2000 academic
94168 year shall not be denied additional awards because of inab ility to

96197 other eligibility criteria continue to be met and as long as the
97198 award status of the student is renewed on an annual basis. The
98199 Oklahoma State Regents for Higher Education are author ized to
99200 establish procedures to determine the financial need of the student
100201 under the standards used during the 1999 -2000 academic year until
101202 the initial degree requirements are met by the student.

103203 Financial assistance received under this act will be consi dered
104204 as part of a student's financial aid package.

106205 SECTION 3. AMENDATORY 70 O.S. 2011, Section 626.8, is

116213 authorized to determine priorities for participation in this tuition
117214 aid program by based upon factors including , but not limited to,
118215 full-time, or part-time enrollment status, undergraduate and or
119216 graduate students enrollment status, unmet financial need,
120217 continuous enrollment, nearness to com pletion of a degree or
121218 certificate, state employment needs, eligibility for other state and
122219 institutional student financial aid and based on available state
123220 funding.
