98+Section 11-103.6. A. 1. The State Board of Education shall
4799 adopt subject matter standards for instruct ion of students in the
48100 public schools of this state that are necessary to ensure there is
49101 attainment of desired levels of competencies in a variety of areas
50102 to include language, mathematics, sci ence, social studies and
51103 communication.

53104 2. School districts s hall develop and implement curriculum,
54105 courses and instruction in order to ensure that students meet the
55106 skills and competencies as set forth in this section and in the
56107 subject matter standards adopted by the State Board of Education.

58108 3. All students shal l gain literacy at the elementary and
59109 secondary levels. Students shall develop skills in reading,
60110 writing, speaking, computing and critical thinking. For purposes of
61111 this section, critical thi nking means a manner of analytical
62112 thinking which is logical a nd uses linear factual analysis to reach
63113 a conclusion. They also shall learn about cultures and environments
64114 - their own and those of others with whom they share the earth.
65115 Students, therefore, shall study social studies, literature,
66116 languages, the arts, mathematics and science. Such curricula shall
67117 provide for the teaching of a hands -on career exploration program in
68118 cooperation with technology center schools.

70119 4. The subject matter standards shall be designed to teach the
71120 competencies for which students shall be tested as provided in
72121 Section 1210.508 of this title, and shall be designed to prepare all

77152 5. The subject matter standards shall be designed with rigor as

81155 give Classic Literature and nonfiction literature equa l

83157 given to the study of complete works of literature.

93165 documents, including the United States Constitution, Declaration of
94166 Independence, Emancipation Proclamation, Federalist Papers and other

96168 States, and the content of the United Sta tes naturalization test,
97169 with an emphasis on the specific content of the test and the ideas
98170 and concepts it references. The Beginning with the 2022 -2023 school
99171 year, the United States naturaliz ation test shall be made available

104202 9. The subject matter standards for United States Government
105203 shall include an emphasis on civics, the structure and relationship
106204 between the national, state, county and local governments and
107205 simulations of the democratic process . For the purposes of this
108206 section, "civics" means the study of the rights and duties of
109207 Oklahoma and United States citizens and of how those governments
110208 work.

158302 7. One unit or set of competencies of fine arts, such as music,
159303 art, or drama, or one unit or set of competencies of speech.

161304 C. In lieu of the requirements of subsection B of this section
162305 which requires a college preparatory/work read y curriculum, a
163306 student may enroll in the core curriculum as provided in subsection
164307 D of this section upon written approval of the parent or legal
165308 guardian of the student. For students under the age of eighteen
166309 (18) school districts shall require a parent or legal guardian of
167310 the student to meet with a designee of the school prior to
168311 enrollment in the core curriculum. The State Department of
169312 Education shall develop and dis tribute to school districts a form
170313 suitable for this purpose, which shall include information on the
171314 benefits to students of completing the college preparatory/work
172315 ready curriculum as provided for in subsection B of this section.

349576 literacy passport as set forth in the Passport to Financial Literacy
350577 Act and any additional course requirements or recommended elective
351578 courses as may be established by the State Board of Education a nd
352579 the district school board. School districts shall strongly

357610 2. No student shall receive credit for high school graduation
358611 more than once for completion of t he same unit or set of
359612 competencies to satisfy the curriculum requirements of this section.

361613 3. A school district shall not be required to offer every
362614 course listed in subsections B and D of thi s section, but shall
363615 offer sufficient courses to allow a stude nt to meet the graduation
364616 requirements during the secondary grade years of the student.

366617 F. 1. In addition to the curriculum requirements of either
367618 subsection B or D of this section, beginning with ninth graders in
368619 the 2021-22 school year, in order to graduate from a public high
369620 school accredited by the State Board of Education, students shall
370621 pass the United States naturalization test pursuant to the
371622 provisions of this subsection.

373623 2. School districts shall offer the United States
374624 naturalization test to s tudents at least once per school year ,
375625 beginning as early as eighth grade at the discretion of the school
376626 district; provided, any student may retake the exam upon request,
377627 and as often as desire d, until earning a passing score. For
378628 purposes of this subsection, a passing score shall be 60 out of 100
379629 questions.

381630 3. School districts shall exempt students with disabilities
382631 whose individualized education program (IEP), consistent with state

387662 G. For purposes of this section:

389663 1. "Contextual methodology" means academic content and skills
390664 taught by utilizing rea l-world problems and projects in a way that
391665 helps students understand the application of that knowledge;
392-
393666 2. "Qualified agricultural education courses" means courses
394667 that have been determined by the State Board of Education to offer
395668 the sets of competencie s for one or more science content areas and
396669 which correspond to academic science courses. Qualified
397670 agricultural education courses shall include, but are not limited
398671 to, Horticulture, Plant and Soil Science, Natural Resources and
399672 Environmental Science, an d Animal Science. The courses shall be
400-taught by teachers certified in agricultural education and comply ENR. H. B. NO. 2030 Page 10
673+taught by teachers cer tified in agricultural education and comply
401674 with all rules of the Oklahoma Department of Career and Technology
402675 Education;

404676 3. "Rigor" means a level of difficulty that is thorough,
405677 exhaustive and accurate and is appropriate for the grade level;

407678 4. "Sets of competencies" means instruction in those skills and
408679 competencies that are specified in the subject matter standards
409680 adopted by the State Board of Education and other skills and
410681 competencies adopted by the Board, without regard to specified
411682 instructional time; and

413710 5. "Unit" means a Carnegie Unit as defined by the North Central
414711 Association's Commission on Schools.

416712 G. H. 1. The State Board of Education shall adopt a plan to
417713 ensure that rigor is maintained in the content, teaching
418714 methodology, level of expe ctations for student achievement, and
419715 application of learning in all the courses taught to meet the
420716 graduation requirements as specified in this section.

422717 2. The State Board of Education shall a llow as much flexibility
423718 at the district level as is possible without diminishing the rigor
424719 or undermining the intent of providing these courses. To accomplish
425720 this purpose, the State Department of Education shall work with
426721 school districts in reviewing a nd approving courses taught by
427722 districts that are not specific ally listed in subsections B and D of
428723 this section. Options may include, but shall not be limited to,
429724 courses taken by concurrent enrollment, advanced placement, or
430725 correspondence, or courses b earing different titles.

432726 3. The State Board of Education shal l approve an advanced
433727 placement computer science course to meet the requirements of course
434728 competencies listed in paragraph 2 of subsection B of this section
435729 if the course is taken in a student' s senior year and the student is
436730 concurrently enrolled in or h as successfully completed Algebra II.

438731 4. Technology center school districts may offer programs
439732 designed in cooperation with institutions of higher education which
440733 have an emphasis on a focused field of career study upon approval of

442762 education. Students in the tenth grade may be allowed to attend
443763 these programs for up to one -half (1/2) of a school day and credit
444764 for the units or sets of competencies required in paragraphs 2, 3
445-and 6 of subsection B or D of this section shall be given if the ENR. H. B. NO. 2030 Page 11
765+and 6 of subsection B or D of this section shall be given if the
446766 courses are taught by a teacher certified in the secondary subject
447767 area; provided, credit for units or sets of competencies pursuant to
448768 subsection B of this section shall be approved for college admission
449769 requirements.

451770 5. If a student enrolls in a concurrent course, the school
452771 district shall not be responsible for any costs incurred for that
453772 course, unless the school district does not offer enou gh course
454773 selection during the student's secondary grade years to allow the
455774 student to receive the courses needed to meet the graduation
456775 requirements of this section. If the school district does not offer
457776 the necessary course selection during the student' s secondary grade
458777 years, it shall be responsible for the cost of resident tuition at
459778 an institution in The Oklahoma State System of Higher Education,
460779 fees, and books for the concurrent enrollment course, and providing
461780 for transportation to and from the ins titution to the school site.

463781 It is the intent of the Legislatu re that for students enrolled
464782 in a concurrent enrollment course which is paid for by the school
465783 district pursuant to this paragraph, the institution charge only the
466784 supplementary and special ser vice fees that are directly related to

560973 the International Baccalaurea te Diploma Program shall be awarded a
