HOUSE BILL 2112 By: Turner
AS INTRODUCED
An Act relating to the Corporation Commission;
requiring promulgation of certain rules and
procedures; requiring electric utility compani es to
bury certain lines underground; allowing for
application for rate adjustment to recover costs and
expenditures; providing for codification; and
providing an effective date .
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 294 of Title 17, unless there is
created a duplication in numbering, reads as follows:
The Corporation Commission shall promulgate rules and procedures
requiring electric utilities operating in this state to replace all
existing distribution and transmission overhead wires, power poles
and associated overhead structures with subterranean power lines.
The rules and procedures shall require all future projects
necessitate the installation of subterranean power lines. The rules
and procedures shall contain provisions allowing the electric
utility, subject to rate regulation by the Corporation Commission ,

to file an application seeking Commission authorizatio n to make
capital expenditures for necessary equipment or facilities and to
adjust its rates to recover the costs of expenditures to comply with
the requirements of this section.
SECTION 2. This act shall become effective November 1, 2021.
