42	47		Supp. 2020, Section 103.8), which relates to location
43	48		of company headquarters; requiring certain
44	49		information for acceptance of contract; and providing

50	57		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
51	58		SECTION 1. AMENDATORY Section 3, Chapter 472,
52	59		O.S.L. 2019 (61 O.S. Supp. 2020, Section 103.8), is amended
53	60		to read as follows:
54	61		Section 103.8 When a state agency accepts any type of contract,
55	62		whether bid or no-bid, it shall list the city, state and country in
56	63		which the company address of the company that is seeking or awarded
57	64		work is headquartered. If the company is an Oklahoma entity of
58	65		which over fifty percent (50%) is owned by an out -of-state entity or
59	66		individual, then, for the purposes of this section, the location of
60		-	the company's headquarters shal l be considered to be in the city,
61		-	state and country of the majority owner and the reason for being
62		-	awarded the contract . Any work the state awards that is not

	94	+	the company's headquarters shall be considered to be in the city,

	96	+	awarded the contract . Any work the state awa rds that is not
89	97		strictly awarded by the lowest price and that is awarded to a
90	98		company not headquartered in Oklahoma shall require the awarding
91	99		agency's director to provide reasons why the out-of-state company
92	100		was chosen over an Oklahoma company .
93	101		SECTION 2. This act shall become effective November 1, 2021.
