No. 6642 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 STATE OF OKLAHOMA 1st Session of the 58th Legislature (2021) HOUSE BILL 2396 By: Russ AS INTRODUCED An Act relating to schools; authorizing school district boards to adopt policies regarding sex trafficking and exploitation prevention and awareness education programs for students; allowing school districts to offer certain students education programs; directing school districts to partner with nonprofit organizations that will provide programs and literature without cost to school districts ; providing list of topics included in programs; providing program materials to school district and participating students at no cost; allowing certain nonprofit organizations to present sex trafficking and exploitation prevention and education programs at institutions of higher education; directing institutions of higher education to provide freshmen students the opportunity to attend sex trafficking and exploitation prevention and education programs during freshmen orientation; providing list of topics included in programs; providing program materials to students at no cost; requiring program provider to incur costs of implementing prevention and education programs and program materials; providing for codification; and providing an effective date. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 100.9 of Title 70, unless there is created a duplication in numbering, reads as follows: A. The board of education of each school district in this state may adopt a policy regarding sex trafficking and exploitation prevention and education programs for students. B. The board of education of each school district i n this state may provide schoolwide education programs to all students in grades six through twelve and staff addressing sex trafficking and exploitation prevention and awareness. The board of education of each school district in this state shall , if offered by nonprofit organizations that specialize in outreach and education programs on sex trafficking and exploitation, partner with such organizations and make available to school districts such literature which addresses sex trafficking and exploitation . Such literature and services shall be at no cost to the school districts. Beginning with the 2022-2023 school year, every school district may provide a two-hour sex trafficking and exploitation prevention and awareness training program for students in the seventh through th e twelfth grade which specifically includes the following: 1. Definitions and nature of sex trafficking and exploitation; 2. Current laws of sex trafficking and exploitation in Oklahoma; Req. How sex traffickers profile victims; 5. The role of online computer activity; 6. How demand is created and the industries that influence sex trafficking and exploitation; 7. How to identify a potential victim and what to do when a person identifies a victim; 8. Understanding force, fraud and coercion; 9. Understanding how traffickers groom a victim; 10. The differences between prostitution and sex trafficking and exploitation; 11. The role that pornograph y plays in sex trafficking and exploitation; 12. Understanding the complexities of abuse, indoctrination and manipulation; 13. Understanding the physiological makeup of a sex trafficking victim; 14. Rescuing victims of sex trafficking and exploitation; and 15. How to engage in the fight against sex trafficking and exploitation. C. Program materials related to the sex trafficking and exploitation prevention and education program shall be provided at no cost to the school distr icts or participating stude nts. Req. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 3250 of Title 70, unless there is created a duplication in numbering, reads as follows: A. Upon the effective date of this act, the Okl ahoma State Regents for Higher Education shall allow , if offered by nonprofit organizations that specialize in outreach and education programs on sex trafficking and exploitation, a series of in-depth prevention and education programs regarding sex traffic king and exploitation to all freshmen students enrolled at institutions of higher education that are members of The Oklahoma State System of Higher Education. B. Institutions of higher education shall provide all freshmen students the opportunity to atten d one of three on-campus, voluntary sex trafficking and exploitation prevention and education programs at any time including during freshmen orientation activities , if offered by nonprofit organizations that specialize in outreach and education programs on sex trafficking and exploitation . The sex trafficking and exploitation prevention and education program shall specifically provide students the following: 1. Definitions and nature of sex trafficking and exploitation; 2. Current laws of sex trafficking and exploitation in Oklahoma; 3. Facts and statistics of sex trafficking and exploitation in Oklahoma and throughout the United States; 4. The role that pornography plays in sex trafficking and exploitation; 12. Understanding the complexities of abuse, indoctrination and manipulation; 13. Understanding the physiological makeup of a sex trafficking victim; 14. Rescuing victims of sex trafficking and exploitation; and 15. How to engage in the fight against sex trafficking and exploitation. C. Program materials related to sex trafficking and exploitation prevention and ed ucation programs shall be provided at no cost to participating students. The program provider shall be solely responsible for incurring all costs associated with implementing prevention and education programs and related program materials. Req.
