37108 SECTION 1. NEW LAW A new section of law to be codified
38109 in the Oklahoma Statutes as Section 3250 of Tit le 70, unless there
39110 is created a duplication in numbering, reads as follows:

41111 A. Upon the effective date of this act, the Oklahoma State
42112 Regents for Higher Education shall allow, if offered by nonprofit
43113 organizations that specialize in outreach and educati on programs on
44114 sex trafficking and exploitation, a series of in -depth prevention
45-and education programs regarding sex trafficking and exploitation to ENR. H. B. NO. 2396 Page 2
115+and education programs regarding sex trafficking and exploitation to
46116 all freshman students enrolled at institutions of higher education
47117 within The Oklahoma State System of Hig her Education.

49118 B. Institutions of higher education shall provide all freshman
50119 students the opportunity to attend one of three on -campus, voluntary
51120 sex trafficking and exploitation prevention and education programs
52-at any time, including during freshman orientati on activities, if

321+SECTION 3. NEW LAW A new section of law to be codified
322+in the Oklahoma Statutes as Section 24 -100.9 of Title 70, unless
323+there is created a duplication in numbering, reads as follows:
324+A. The board of education of each school district in this state
325+may adopt a policy regarding sex trafficking and exploitation
326+prevention and awareness education programs for students.
327+B. The board of education of each school district in this state
328+may provide schoolwide education programs to all students in grades
329+seven through twelve and staff addressing sex trafficking and
330+exploitation prevention and awareness. The board of education of
331+each school district in this state may, if offered by nonprofit
332+organizations that specialize in outreach and educati on programs on
333+sex trafficking and exploitation, partner with such organizations
334+and make available to school districts such literature which
335+addresses sex trafficking and exploitation. Such literature and
336+services shall be at no cost to the school distri cts. Beginning
337+with the 2022-2023 school year, every school district may provide a
338+two-hour sex trafficking and exploitation prevention and awareness
339+training program for students in grades seven through twelve which
340+specifically includes the following:
341+1. Definitions and nature of sex trafficking and exploitation;
