5656 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5757 SECTION 1. NEW LAW A new section of law not to be
5858 codified in the Oklahoma Statutes reads as follows:
5959 A. There is hereby created until December 31, 202 4, the
6060 "Oklahoma Community Policing Standards Task Force ". The purpose of
6161 the Task Force shall be to conduct a study on community policing
6262 standards, laws, best practices and training programs regarding the
6363 use of deadly force in Oklahoma.
6464 B. The Oklahoma Community Policing Standards Task Force shall
6565 consist of seventeen (17) members as follows:

9292 1. The Governor, or a designee;
9393 2. Three members of the Oklahoma House of Representatives, two
9494 of which shall be appointed by the Speaker of the Ok lahoma House of
9595 Representatives and one member to be appointed by the minority
9696 leader of the Oklahoma House of Representatives;
9797 3. Three members of the Oklahoma State Senate, two of which
9898 shall be appointed by the President Pro Tempo re of the Oklahoma
9999 State Senate and one member to be appointe d by the minority leader
100100 of Oklahoma State Senate;
101101 4. The Attorney General, or a designee;
102102 5. The Executive Coordinator of the District Attorneys Council,
103103 or a designee;
104104 6. One member representing the law enforcement community who
105105 shall be a member of the Oklahoma Sheriffs ' Association and who
106106 shall be appointed by the Speaker of the Okl ahoma House of
107107 Representatives;
108108 7. One member representing the law enforcement community who
109109 shall be a member of the Oklahoma Association of Chiefs of Police
110110 and who shall be appointed by the President Pro Tempore of the
111111 Oklahoma State Senate; and
112112 8. Six (6) members from impacted communities:
113113 a. two of which shall be appointed by the Speaker of the

142142 Tempore of the Oklahoma State Senate,
143143 c. one member to be appointed by the minority leader of
144144 the Oklahoma House of Representatives, and
145145 d. one member to be appointed by the m inority leader of
146146 the Oklahoma State Senate.
147147 C. Appointment to the Oklahoma Community Poli cing Standards
148148 Task Force shall be made by November 1, 202 1. The chair shall be
149149 appointed by the Speaker of the Oklahoma House of Representatives on
150150 or before December 1, 202 1. The vice-chair shall be appointed by
151151 the President Pro Tempore of the Oklahom a State Senate on or before
152152 December 1, 2021. The Task Force shall conduct an organizational
153153 meeting not later than December 31, 202 1.
154154 D. The Oklahoma Community Policing Standards Task Force shall:
155155 1. Review laws, practices and training programs regardi ng the
156156 use of deadly force in Oklahoma;
157157 2. Review current policies, practices and tools used by or
158158 otherwise available to law enforcement as an alternative to lethal
159159 uses of force, including electroshock weapons and other nonlethal
160160 weapons; and
161161 3. Recommend best practices to reduce the number of violent
162162 interactions between law enforcement officers and members of the
163163 public.

190190 The Task Force may review literature and reports on the use of
191191 deadly force and may consult with persons, organizations and
192192 entities with interest or experience in community policing
193193 including, but not limited to, state and local law enforcement
194194 agencies, local governments, professional associations, community
195195 organizations, advocacy groups and faith -based organizations.
196196 E. The Oklahoma Community Policing Standards Task Force shall
197197 be subject to the Oklahoma Open Meeting Act and the Oklahoma Open
198198 Records Act.
199199 F. The Oklahoma Community Policing Standards Task Force shall
200200 be authorized to meet at such times as may be required in order t o
201201 fulfill the duties imposed upon the Task Force by law. Members of
202202 the Task Force shall be reimbursed for their necessary travel
203203 expenses incurred in the performance of their duties as follows:
204204 1. Members who are state employees shall be reimbursed for
205205 travel expenses in accordance with the State Travel Reimbursement
206206 Act;
207207 2. Legislative members shall be reimbursed in accordance with
208208 Section 456 of Title 74 of the Oklahoma Statutes; and
209209 3. All other members shall be reimbursed in accordance with the
210210 State Travel Reimbursement Act.
211211 G. Staff assistance for the Oklahoma Community Policing
212212 Standards Task Force shall be provided by the Oklahoma House of
213213 Representatives and the Oklahoma State Senate.
