56	56	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	57	SECTION 1. NEW LAW A new section of law not to be
58	58	codified in the Oklahoma Statutes reads as follows:
59	59	A. There is hereby created until December 31, 202 4, the
60	60	"Oklahoma Community Policing Standards Task Force ". The purpose of
61	61	the Task Force shall be to conduct a study on community policing
62	62	standards, laws, best practices and training programs regarding the
63	63	use of deadly force in Oklahoma.
64	64	B. The Oklahoma Community Policing Standards Task Force shall
65	65	consist of seventeen (17) members as follows:

93	93	2. Three members of the Oklahoma House of Representatives, two
94	94	of which shall be appointed by the Speaker of the Ok lahoma House of
95	95	Representatives and one member to be appointed by the minority
96	96	leader of the Oklahoma House of Representatives;
97	97	3. Three members of the Oklahoma State Senate, two of which
98	98	shall be appointed by the President Pro Tempo re of the Oklahoma
99	99	State Senate and one member to be appointe d by the minority leader
100	100	of Oklahoma State Senate;
101	101	4. The Attorney General, or a designee;
102	102	5. The Executive Coordinator of the District Attorneys Council,
103	103	or a designee;
104	104	6. One member representing the law enforcement community who
105	105	shall be a member of the Oklahoma Sheriffs ' Association and who
106	106	shall be appointed by the Speaker of the Okl ahoma House of
107	107	Representatives;
108	108	7. One member representing the law enforcement community who
109	109	shall be a member of the Oklahoma Association of Chiefs of Police
110	110	and who shall be appointed by the President Pro Tempore of the
111	111	Oklahoma State Senate; and
112	112	8. Six (6) members from impacted communities:
113	113	a. two of which shall be appointed by the Speaker of the
114	114	Oklahoma House of Representatives,

144	144	the Oklahoma House of Representatives, and

146	146	the Oklahoma State Senate.
147	147	C. Appointment to the Oklahoma Community Poli cing Standards
148	148	Task Force shall be made by November 1, 202 1. The chair shall be
149	149	appointed by the Speaker of the Oklahoma House of Representatives on
150	150	or before December 1, 202 1. The vice-chair shall be appointed by
151	151	the President Pro Tempore of the Oklahom a State Senate on or before
152	152	December 1, 2021. The Task Force shall conduct an organizational
153	153	meeting not later than December 31, 202 1.
154	154	D. The Oklahoma Community Policing Standards Task Force shall:
155	155	1. Review laws, practices and training programs regardi ng the
156	156	use of deadly force in Oklahoma;
157	157	2. Review current policies, practices and tools used by or
158	158	otherwise available to law enforcement as an alternative to lethal
159	159	uses of force, including electroshock weapons and other nonlethal
160	160	weapons; and
161	161	3. Recommend best practices to reduce the number of violent
162	162	interactions between law enforcement officers and members of the
163	163	public.

190	190	The Task Force may review literature and reports on the use of
191	191	deadly force and may consult with persons, organizations and
192	192	entities with interest or experience in community policing
193	193	including, but not limited to, state and local law enforcement
194	194	agencies, local governments, professional associations, community
195	195	organizations, advocacy groups and faith -based organizations.
196	196	E. The Oklahoma Community Policing Standards Task Force shall
197	197	be subject to the Oklahoma Open Meeting Act and the Oklahoma Open
198	198	Records Act.
199	199	F. The Oklahoma Community Policing Standards Task Force shall
200	200	be authorized to meet at such times as may be required in order t o
201	201	fulfill the duties imposed upon the Task Force by law. Members of
202	202	the Task Force shall be reimbursed for their necessary travel
203	203	expenses incurred in the performance of their duties as follows:
204	204	1. Members who are state employees shall be reimbursed for
205	205	travel expenses in accordance with the State Travel Reimbursement
206	206	Act;
207	207	2. Legislative members shall be reimbursed in accordance with
208	208	Section 456 of Title 74 of the Oklahoma Statutes; and
209	209	3. All other members shall be reimbursed in accordance with the
210	210	State Travel Reimbursement Act.
211	211	G. Staff assistance for the Oklahoma Community Policing
212	212	Standards Task Force shall be provided by the Oklahoma House of
213	213	Representatives and the Oklahoma State Senate.
