AS INTRODUCED 
 
An Act relating to community policing standards; 
creating the Oklahoma Community Policing Standards 
Task Force; providing termination da te; stating 
purpose of the Task Force; providing for membership; 
providing date for appointments and organizational 
meeting; providing for selection of officers; stating 
duties; directing Task Force to comply with Oklahoma 
Open Meeting Act and Open Records Act; providing for 
meetings; providing reimbursement for travel 
expenses; providing staff assistance; requiring 
completion of study by date certain; providing for 
noncodification; and providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law not to be 
codified in the Oklahoma Statutes reads as follows: 
A.  There is hereby created until December 31, 202 4, the 
"Oklahoma Community Policing Standards Task Force ".  The purpose of 
the Task Force shall be to conduct a study on community policing 
standards, laws, best practices and training programs regarding the 
use of deadly force in Oklahoma. 
B.  The Oklahoma Community Policing Standards Task Force shall 
consist of seventeen (17) members as follows:

1.  The Governor, or a designee; 
2.  Three members of the Oklahoma House of Representatives, two 
of which shall be appointed by the Speaker of the Ok lahoma House of 
Representatives and one member to be appointed by the minority 
leader of the Oklahoma House of Representatives; 
3.  Three members of the Oklahoma State Senate, two of which 
shall be appointed by the President Pro Tempo re of the Oklahoma 
State Senate and one member to be appointe d by the minority leader 
of Oklahoma State Senate; 
4.  The Attorney General, or a designee; 
5.  The Executive Coordinator of the District Attorneys Council, 
or a designee; 
6.  One member representing the law enforcement community who 
shall be a member of the Oklahoma Sheriffs ' Association and who 
shall be appointed by the Speaker of the Okl ahoma House of 
Representatives; 
7.  One member representing the law enforcement community who 
shall be a member of the Oklahoma Association of Chiefs of Police 
and who shall be appointed by the President Pro Tempore of the 
Oklahoma State Senate; and 
8.  Six (6) members from impacted communities: 
a. two of which shall be appointed by the Speaker of the 
Oklahoma House of Representatives,

b. two of which shall be appointed by the President Pro  
Tempore of the Oklahoma State Senate, 
c. one member to be appointed by the minority leader of 
the Oklahoma House of Representatives, and 
d. one member to be appointed by the m inority leader of 
the Oklahoma State Senate. 
C.  Appointment to the Oklahoma Community Poli cing Standards 
Task Force shall be made by November 1, 202 1.  The chair shall be 
appointed by the Speaker of the Oklahoma House of Representatives on 
or before December 1, 202 1.  The vice-chair shall be appointed by 
the President Pro Tempore of the Oklahom a State Senate on or before 
December 1, 2021.  The Task Force shall conduct an organizational 
meeting not later than December 31, 202 1. 
D.  The Oklahoma Community Policing Standards Task Force shall: 
1.  Review laws, practices and training programs regardi ng the 
use of deadly force in Oklahoma; 
2.  Review current policies, practices and tools used by or 
otherwise available to law enforcement as an alternative to lethal 
uses of force, including electroshock weapons and other nonlethal 
weapons; and 
3.  Recommend best practices to reduce the number of violent 
interactions between law enforcement officers and members of the 
public.

The Task Force may review literature and reports on the use of 
deadly force and may consult with persons, organizations and 
entities with interest or experience in community policing 
including, but not limited to, state and local law enforcement 
agencies, local governments, professional associations, community 
organizations, advocacy groups and faith -based organizations. 
E.  The Oklahoma Community Policing Standards Task Force shall 
be subject to the Oklahoma Open Meeting Act and the Oklahoma Open 
Records Act. 
F.  The Oklahoma Community Policing Standards Task Force shall 
be authorized to meet at such times as may be required in order t o 
fulfill the duties imposed upon the Task Force by law.  Members of 
the Task Force shall be reimbursed for their necessary travel 
expenses incurred in the performance of their duties as follows: 
1.  Members who are state employees shall be reimbursed for 
travel expenses in accordance with the State Travel Reimbursement 
Act; 
2.  Legislative members shall be reimbursed in accordance with 
Section 456 of Title 74 of the Oklahoma Statutes; and 
3.  All other members shall be reimbursed in accordance with the 
State Travel Reimbursement Act. 
G.  Staff assistance for the Oklahoma Community Policing 
Standards Task Force shall be provided by the Oklahoma House of 
Representatives and the Oklahoma State Senate.

H.  The Oklahoma Community Policing Standards Task Force sh all 
complete its study not later than December 31, 202 4. 
SECTION 2.  This act shall become effective September 1, 202 1.
