44	72		SECTION 1. AMENDATORY 51 O.S. 2011, Section 253, is
45	73		amended to read as follows:

47	101		Section 253. A. Except as provided in subsection B of this
48	102		section, no governmental entity shall substantially burden a
49	103		person's free exercise of religion even if the burden results from a
50	104		rule of general applicability.

52	105		B. No governmental entity shall substantially burden a person 's
53	106		free exercise of religion unless it demo nstrates that application of
54	107		the burden to the person is:

56	108		1. Essential to further a compelling governmental interest; and
57		-
58	109		2. The least restrictive means of furthering that compelling
59	110		governmental interest.

61	111		C. Any order or rule issued by any governmental entity pursuant
62	112		to an emergency that requires closure of any place of worship
63	113		entitled to the religious exemption found in Section 501(c)(3) of
64	114		Title 26 of the United States C ode shall be considered a substantial
65	115		burden even if the order or rule is one of general applicability.

67	116		SECTION 2. This act shall become ef fective November 1, 2021.
