4957 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OK LAHOMA:
5058 SECTION 1. AMENDATORY 47 O.S. 2021, Section 11-1103, is
5159 amended to read as follows :
5260 Section 11-1103. A. No person under the age of sixteen (16)
5361 years shall drive a motorcycle, motor -driven cycle, motorized
5462 scooter, or motorized bicycle on any hig hway of this state while
5563 transporting any other person.
5664 B. The operator of a motorcycle, motor -driven cycle, motorized
5765 scooter, or motorized bicycle who has attai ned the age of sixteen
5866 (16) years or older may carry a passenger if the vehicle has a wheel
59-diameter of twelve (12) inches or greater and is factory -designed
60-and equipped with either:

94+diameter of twelve (12) inches or greater and is factory -designed
95+and equipped with either:
8796 1. A double seating device with double foot rests; or
8897 2. A sidecar attachment providing a separate seat space within
8998 such sidecar attachm ent for each person riding therein so that such
9099 person shall be seated entirely within the body of said sidecar.
91100 C. No rider of a motorcycle, motor -driven cycle, motorized
92101 scooter, or motorized bicycle shall hold to a ny moving vehicle for
93102 the purpose of being propelled.
94-D. No Except as otherwise provided by subsection E of this
95-section, no driver of a motorcycle, motor -driven cycle, motorized
103+D. No driver of a motorcycle, motor -driven cycle, motorized
96104 scooter, motorized bicycle, or electric -assisted bicycle shall pass
97105 other vehicles between lanes of traffic trav eling in the same
98106 direction. This subsection shall not apply to th e operator of an
99107 authorized emergency vehicle.
100-E. 1. As used in this subsection , the term "lane filter ing"
101-means the act of a two-wheeled motorcycle overtaking and passing
102-another vehicle or vehicles that are stopped in the same lane and
103-direction of travel as the overtaking motorcycle.
104-2. An operator of a two-wheeled motorcycle may engage in lane
105-filtering when:
106-a. the operator of the motorcycle is on a roadway with
107-lanes that are wide enough to pass safely,
108-b. the overtaking motorcycle is not operated at a speed
109-in excess of ten (10) miles per hour when overtaking
110-or passing the stopped vehicle or vehicles, and
108+SECTION 2. This act shall become effective November 1, 2022.
