27143 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

29144 SECTION 1. AMENDATORY 20 O.S. 2011, Section 106.9, as
30145 amended by Section 1, Chapter 31, O.S.L. 2019 (20 O.S. Supp. 2020,
31146 Section 106.9), is amended to read as follows:

33147 Section 106.9 A. Each court reporter regularly engaged by the
34148 district court, the Workers' Compensation Cou rt of Existing Claims,
35149 or the Corporation Commission shall be paid a salary pursuant to the
36150 salary schedule established by the annual appropriation for the
37151 district courts and Corporation Commission and in accordance with
38152 the job description for the positi on to which appointed. On October
39-1, 2021, each court reporter shall receive a one -time stipend of One
40-Thousand Two Hundred Fifty Dollars ($1,250.00).

42181 B. In addition to their base salaries, official court reporters
43182 who are certified or licensed shorthand repo rters and those acting
44183 shorthand reporters pursuant to paragraph c of Section 106.3B of
45184 this title shall be paid annually the sum of Four Hundred Dollars
46-($400.00) for each year of service to the district court, the ENR. H. B. NO. 2689 Page 2
185+($400.00) for each year of service to the district court, the
47186 Workers' Compensation Court, the Workers ' Compensation Court of
48187 Existing Claims and the Corporation Commission, with a maximum of
49188 twenty (20) years of service only to be used for the purpose of
50189 longevity, not to exceed Eight Thousand Dollars ($8,000.00) per
51190 year, payable monthly. For the purpos e of payment for longevity,
52191 "years of service" is defined as all years served as a certified or
53192 licensed court reporter in the district court, the Workers'
54193 Compensation Court and the Corporation Commission after June 30,
55194 1978. Such longevity payments shal l begin on July 1 of each year
56195 following completion of one (1) year's service as defined herein.

58196 C. In addition to their base salaries, official court reporters
59197 who are certified shorthand reporters shall be paid the following:

61198 1. The sum of One Thousand Five Hundred Dollars ($1,500.00) per
62199 year, payable monthly, to any official court reporter who is a
63200 Registered Professional Reporter (RPR), as recognized by the State
64201 Board of Examiners of Certified Shorthand Reporters. To qualify as
65202 a RPR, an official c ourt reporter shall have a proficiency level in
66203 reporting testimony and proceedings of a speed of not less than two
67204 hundred twenty-five (225) words per minute in taking a question -and-

68231 answer-type dictation, two hundred (200) words per minute in taking
69232 a jury charge and one hundred eighty (180) words per minute in
70233 taking literary material, shall pass a Written Knowledge Test with a
71234 score of at least seventy percent (70%), all as determined by an
72235 examination recognized by the Board, and shall complete thirty (30)
73236 hours of continuing education per three -year cycle commencing at the
74237 date of recognition;

76238 2. The sum of One Thousand Five Hundred Dollars ($1,500.00) per
77239 year, payable monthly, to any official court reporter who is a
78240 Registered Merit Reporter (RMR), as recognized by the State Board of
79241 Examiners of Certified Shorthand Reporters. To qualify as a RMR, an
80242 official court reporter shall have a proficiency level in reporting
81243 testimony and proceedings of a speed of not less than two hundred
82244 sixty (260) words per minute in taking a question -and-answer-type
83245 dictation, two hundred forty (240) words per minute in taking a jury
84246 charge and two hundred (200) words per minute in taking literary
85247 material, shall pass a Written Knowledge Test with a score of at
86248 least seventy percent (70%), all as determined by an examination
87249 recognized by the Board, and shall complete thirty (30) hours of
88250 continuing education per three -year cycle commencing at the date of
89251 recognition;

91252 3. The sum of One Thousand Five Hundred Dollars ($1, 500.00) per
92253 year, payable monthly, to any official court reporter who is a
93254 Registered Diplomat Reporter (RDR), as recognized by the State Board

94281 of Examiners of Certified Shorthand Reporters, and who completes
95282 thirty (30) hours of continuing education per t hree-year cycle
96283 commencing at the date of recognition;

98284 4. The sum of One Thousand Five Hundred Dollars ($1,500.00) per
99285 year, payable monthly, to any official court reporter who is a
100286 Certified Realtime Reporter (CRR), as recognized by the State Board
101287 of Examiners of Certified Shorthand Reporters, and who completes
102288 thirty (30) hours of continuing education per three -year cycle
103289 commencing at the date of recognition; or

105290 5. Any official court reporter who is the holder of more than
106291 one certification shall be c ompensated in the additional amounts
107292 specified in paragraphs 1 through 4 of this subsection for each
108293 certification up to a maximum of Six Thousand Dollars ($6,000.00)
109294 per year over and above the reporter's base salary, payable monthly.

111295 D. Court reporters temporarily employed by the district court,
112296 Workers' Compensation Court of Existing Claims, or Corporation
113297 Commission shall be compensated by the court fund of the court which
114298 they serve at a rate to be set by such court. In addition, court
115299 reporters temporarily employed pursuant to this subsection who are
116300 required by the terms of their employment to travel outside their
117301 county of residence, shall receive reimbursement for mileage
118302 actually and necessarily traveled to and from the place of
119303 attendance at a rate not to exceed the rate of reimbursement
120304 specified in the State Travel Reimbursement Act for state employees.

121331 Any travel reimbursement shall be paid from the court fund of the
122332 court where the service of the temporarily employed court reporter
123333 is provided.

125334 SECTION 2. This act shall become effective July 1, 2021.

127335 SECTION 3. It being immediately necessary for the preservation
128336 of the public peace, health or safety, an emergency is hereby
129337 declared to exist, by reason whereof this act shall take effect and
130338 be in full force from and after its passage and approval.
