2755 BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:

2956 SECTION 1. NEW LAW A new section of law to be codified
3057 in the Oklahoma Statutes as Section 3-116.5 of Title 70, unless
3158 there is created a duplication in numbering, reads as follows:

3359 A. On or before October 31, 2021, the Commission for
3460 Educational Quality an d Accountability shall issue a report to the
35-Speaker of the Oklahoma House of Representatives, the President Pro
36-Tempore of the Oklahoma State Senate and the Governor detailing
37-factors in the public education system of the state that contribute
38-to improvements in the:

51100 B. If the Commission fi nds there is insufficient i nformation
52101 available to fulfill any of the report objectives speci fied in
53102 subsection A of this section , the report shall also contain
54103 recommendations on ways to address information gaps between state
55104 entities, such as the State Department of Education, the Oklahoma
56105 Department of Career and Technology Education and the Oklahoma State
57106 Regents for Higher Education.

59107 C. The Commission may contract with a private consultant or
60108 consultants to assist with the development of the report.

62109 D. The Commission may utili ze any funds received including, but
63110 not limited to, any state or federal funds, grants or private
64111 donations to assist with the development of the report.

66112 SECTION 2. This act shall become effective July 1, 2021.

68113 SECTION 3. It being immediately necessary for the preservation
69114 of the public peace, health or safety, an emergency is hereby
