27	55		BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:

29	56		SECTION 1. NEW LAW A new section of law to be codified
30	57		in the Oklahoma Statutes as Section 3-116.5 of Title 70, unless
31	58		there is created a duplication in numbering, reads as follows:

33	59		A. On or before October 31, 2021, the Commission for
34	60		Educational Quality an d Accountability shall issue a report to the
35		-	Speaker of the ~~Oklahoma~~ House of Representatives, the President Pro
36		-	~~Tempore~~ of the ~~Oklahoma State~~ Senate and the Governor detailing
37		-	~~factors in the public~~ education system of the state that contribute
38		-	~~to improvements in~~ the:

51	100		B. If the Commission fi nds there is insufficient i nformation
52	101		available to fulfill any of the report objectives speci fied in
53	102		subsection A of this section , the report shall also contain
54	103		recommendations on ways to address information gaps between state
55	104		entities, such as the State Department of Education, the Oklahoma
56	105		Department of Career and Technology Education and the Oklahoma State
57	106		Regents for Higher Education.

59	107		C. The Commission may contract with a private consultant or
60	108		consultants to assist with the development of the report.

62	109		D. The Commission may utili ze any funds received including, but
63	110		not limited to, any state or federal funds, grants or private
64	111		donations to assist with the development of the report.

66	112		SECTION 2. This act shall become effective July 1, 2021.

68	113		SECTION 3. It being immediately necessary for the preservation
69	114		of the public peace, health or safety, an emergency is hereby
