60	60	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
61	61	SECTION 1. NEW LAW A new section of law to be codified
62	62	in the Oklahoma Statutes as Section 6 -221 of Title 70, unless there
63	63	is created a duplicat ion in numbering, reads as follows:
64	64	This act shall be known and may be cited as the "Advanced Roles
65	65	for Teachers and School Leaders Act ".

92	92	SECTION 2. NEW LAW A new section of law to be codified
93	93	in the Oklahoma Statutes as Section 6 -222 of Title 70, unless there
94	94	is created a duplication in numbering, reads as follows:
95	95	A. The State Board of Education shall establish a three -year
96	96	pilot program for advanced teaching roles and organizational models
97	97	in schools. The purposes of the pilot program shall be to:
98	98	1. Support advanced roles for teachers who wish to stay in the
99	99	classroom;
100	100	2. Recognize teachers who demonstrate advanced roles in the
101	101	classroom through increased compensation;
102	102	3. Provide teachers with personalized professional develo pment
103	103	to support attainment of lead and master teacher certificates
104	104	pursuant to Section 6 -190 of Title 70 of the Oklahoma Statutes;
105	105	4. Increase the recruitment and retention of teachers -in-
106	106	training and beginning classroom teachers;
107	107	5. Allow principals to expand their leaderships capabilities;
108	108	and
109	109	6. Support improved student outcomes.
110	110	B. On or before December 31, 2021 , the Board shall develop
111	111	standards for the pilot program. The standards shall include, but
112	112	shall not be limited to:
113	113	1. School organizational models that utilize advanced teaching
114	114	roles to deliver data -driven instruction and improve schoolwide
115	115	performance;

143	143	advanced roles in the classroom;
144	144	3. Professional development opportunities for teachers to
145	145	facilitate advancement in the classroom pursuant to the requirements
146	146	for lead and master teacher certificates as specified in Section 6 -
147	147	190 of Title 70 of the Oklahoma Statutes ;
148	148	4. A specialized teacher residency program to support the
149	149	recruitment and retention of future high -quality classroom teachers;
150	150	and
151	151	5. Specialized principal training cohorts to support the
152	152	recruitment and retention of new school leaders and expand the
153	153	leadership capabilities of existing school leaders.
154	154	SECTION 3. NEW LAW A new section of law to be codified
155	155	in the Oklahoma Statutes as Section 6 -223 of Title 70, unless there
156	156	is created a duplication in numbering, reads as follows:
157	157	A. On or before January 31, 2022 , the State Board of Education
158	158	shall issue a request for p roposals to schools for the pilot program
159	159	created in Section 2 of this act.
160	160	B. Schools wishing to participate in the pilot program shall
161	161	submit their proposals to the B oard on or before March 31, 2022 .
162	162	C. On or before May 31, 2 022, the Board shall select at least
163	163	ten schools to participate in the pilot program, including:

194	194	average daily membership between two thousand (2,000) and twenty

196	196	3. At least two schools in local school districts with an
197	197	average daily membership of less than two thousand (2,000) students.
198	198	D. The selected pilot schools shall begin implementation of the
199	199	pilot program beginning with the 2022 -2023 school year.

201	201	in the Oklahoma Statutes as Section 6 -224 of Title 70, unless there
202	202	is created a duplication in numbering, reads as follows:
203	203	Funds appropriated for pilot program implementation may be
204	204	expended for, but shall not be limited to, the following purposes:
205	205	1. Salary supplements for advanced teaching roles;
206	206	2. Development of advanced teaching role plans;
207	207	3. Development of professional development courses that support
208	208	advanced teaching roles;
209	209	4. Transition costs associated with designing and implementing
210	210	advanced teaching role models in schools;
211	211	5. Development of the design and implementation of compensation
212	212	plans that focus on teacher professional growth and student outcomes

247	247	SECTION 5. NEW LAW A new section of law to be codified
248	248	in the Oklahoma Statutes as Section 6 -225 of Title 70, unless there
249	249	is created a duplication in numbering, reads as follows:
250	250	A. On or before December 31, 2025 , the State Board of Education
251	251	shall evaluate the pilot program and issue a report on the extent to
252	252	which the pilot program has contributed to:
253	253	1. An improvement in the quality of classroom instruction and
254	254	student growth;
255	255	2. An increase in the recruitment of high -quality classroom
256	256	teachers;
257	257	3. Assistance to and ret ention of beginning classroom teachers;
258	258	4. The recognition, impact and retention of high -quality
259	259	classroom teachers; and
260	260	5. Improvements in the quality and leadership impact of school
261	261	principals.

292	292	SECTION 6. NEW LAW A new section of law to be codified
293	293	in the Oklahoma Statutes as Secti on 6-226 of Title 70, unless there
294	294	is created a duplication in numbering, reads as follows:
295	295	Schools selected by the State Board of Education for the pilot
296	296	program may be exempt from:
297	297	1. The local school district compensation schedule as specified
298	298	in Section 5-141 of Title 70 of the Oklahoma Statutes; provided,
299	299	however, the modifications are to provide increased compensation for
300	300	teachers who demonstrate advanced roles in the classroom and meet
301	301	the minimum statewide salary schedule specified in Section 18 -114.14
302	302	of Title 70 of the Oklahoma Statutes; and
303	303	2. Limitations on class size as specified in Section 18 -113.1
304	304	of Title 70 of the Oklahoma Statutes; provided, however, the classes
305	305	are under the leadership of a lead or master teacher and are part of
306	306	a larger effort to implement new instructional models to improve
307	307	schoolwide performance.
308	308	SECTION 7. This act shall become effective November 1, 2021.
