4040 An Act relating to schools; creating the Advanced

6060 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6161 SECTION 1. NEW LAW A new section of law to be codified
6262 in the Oklahoma Statutes as Section 6 -221 of Title 70, unless there
6363 is created a duplicat ion in numbering, reads as follows:
6464 This act shall be known and may be cited as the "Advanced Roles
6565 for Teachers and School Leaders Act ".

9292 SECTION 2. NEW LAW A new section of law to be codified
9393 in the Oklahoma Statutes as Section 6 -222 of Title 70, unless there
9494 is created a duplication in numbering, reads as follows:
9595 A. The State Board of Education shall establish a three -year
9696 pilot program for advanced teaching roles and organizational models
9797 in schools. The purposes of the pilot program shall be to:
9898 1. Support advanced roles for teachers who wish to stay in the
9999 classroom;
100100 2. Recognize teachers who demonstrate advanced roles in the
101101 classroom through increased compensation;
102102 3. Provide teachers with personalized professional develo pment
103103 to support attainment of lead and master teacher certificates
104104 pursuant to Section 6 -190 of Title 70 of the Oklahoma Statutes;
105105 4. Increase the recruitment and retention of teachers -in-
106106 training and beginning classroom teachers;
107107 5. Allow principals to expand their leaderships capabilities;
108108 and
109109 6. Support improved student outcomes.
110110 B. On or before December 31, 2021 , the Board shall develop
111111 standards for the pilot program. The standards shall include, but
112112 shall not be limited to:
113113 1. School organizational models that utilize advanced teaching
114114 roles to deliver data -driven instruction and improve schoolwide

142142 2. An enhanced salary schedule for teachers who demonstrate
143143 advanced roles in the classroom;
144144 3. Professional development opportunities for teachers to
145145 facilitate advancement in the classroom pursuant to the requirements
146146 for lead and master teacher certificates as specified in Section 6 -
147147 190 of Title 70 of the Oklahoma Statutes ;
148148 4. A specialized teacher residency program to support the
149149 recruitment and retention of future high -quality classroom teachers;
150150 and
151151 5. Specialized principal training cohorts to support the
152152 recruitment and retention of new school leaders and expand the
153153 leadership capabilities of existing school leaders.
154154 SECTION 3. NEW LAW A new section of law to be codified
155155 in the Oklahoma Statutes as Section 6 -223 of Title 70, unless there
156156 is created a duplication in numbering, reads as follows:
157157 A. On or before January 31, 2022 , the State Board of Education
158158 shall issue a request for p roposals to schools for the pilot program
159159 created in Section 2 of this act.
160160 B. Schools wishing to participate in the pilot program shall
161161 submit their proposals to the B oard on or before March 31, 2022 .
162162 C. On or before May 31, 2 022, the Board shall select at least
163163 ten schools to participate in the pilot program, including:

190190 1. At least two schools in local school districts with an
191191 average daily membership of at least fifteen thousand (15,000)
192192 students;
193193 2. At least two schools in local school districts with an
194194 average daily membership between two thousand (2,000) and twenty
195195 thousand (20,000) students; and
196196 3. At least two schools in local school districts with an
197197 average daily membership of less than two thousand (2,000) students.
198198 D. The selected pilot schools shall begin implementation of the
199199 pilot program beginning with the 2022 -2023 school year.
200200 SECTION 4. NEW LAW A new section of law to be codified
201201 in the Oklahoma Statutes as Section 6 -224 of Title 70, unless there
202202 is created a duplication in numbering, reads as follows:
203203 Funds appropriated for pilot program implementation may be
204204 expended for, but shall not be limited to, the following purposes:
205205 1. Salary supplements for advanced teaching roles;
206206 2. Development of advanced teaching role plans;
207207 3. Development of professional development courses that support
208208 advanced teaching roles;
209209 4. Transition costs associated with designing and implementing
210210 advanced teaching role models in schools;
211211 5. Development of the design and implementation of compensation
212212 plans that focus on teacher professional growth and student outcomes

240240 new compensation plans;
241241 6. Developing and implementing a specialized tea cher residency
242242 program;
243243 7. Developing and implementing a specialized principal training
244244 cohort; and
245245 8. Retaining staff members or contractors to assist with the
246246 design and implementation of the pilot program.
247247 SECTION 5. NEW LAW A new section of law to be codified
248248 in the Oklahoma Statutes as Section 6 -225 of Title 70, unless there
249249 is created a duplication in numbering, reads as follows:
250250 A. On or before December 31, 2025 , the State Board of Education
251251 shall evaluate the pilot program and issue a report on the extent to
252252 which the pilot program has contributed to:
253253 1. An improvement in the quality of classroom instruction and
254254 student growth;
255255 2. An increase in the recruitment of high -quality classroom
256256 teachers;
257257 3. Assistance to and ret ention of beginning classroom teachers;
258258 4. The recognition, impact and retention of high -quality
259259 classroom teachers; and
260260 5. Improvements in the quality and leadership impact of school
261261 principals.

290290 for the purposes of evaluation pursuant to subsection A of this
291291 section.
292292 SECTION 6. NEW LAW A new section of law to be codified
293293 in the Oklahoma Statutes as Secti on 6-226 of Title 70, unless there
294294 is created a duplication in numbering, reads as follows:
295295 Schools selected by the State Board of Education for the pilot
296296 program may be exempt from:
297297 1. The local school district compensation schedule as specified
298298 in Section 5-141 of Title 70 of the Oklahoma Statutes; provided,
299299 however, the modifications are to provide increased compensation for
300300 teachers who demonstrate advanced roles in the classroom and meet
301301 the minimum statewide salary schedule specified in Section 18 -114.14
302302 of Title 70 of the Oklahoma Statutes; and
303303 2. Limitations on class size as specified in Section 18 -113.1
304304 of Title 70 of the Oklahoma Statutes; provided, however, the classes
305305 are under the leadership of a lead or master teacher and are part of
306306 a larger effort to implement new instructional models to improve
307307 schoolwide performance.
308308 SECTION 7. This act shall become effective November 1, 2021.
