3997 SECTION 1. NEW LAW A new section of law to be codified
4098 in the Oklahoma Statutes as Section 14-201 of Title 70, unless there
4199 is created a duplication in numbering, reads as follows :

43100 A. There is hereby created until November 1, 2027, the Oklahoma
44101 Education Commission .

46102 B. The Commission shall consist of seventeen (17) members to be
47103 appointed as follows:

49104 1. A member of the Oklahoma House of Representative s shall be
50105 appointed by the Speaker of the Oklahoma House of Representat ives;

52106 2. A member of the Oklahoma State Senate shall be appointed by
53107 the President Pro Tempore of the Oklahoma State Senate;

55108 3. The Director of the Department of Corrections, or his or her
56109 designee;

58110 4. The Director of the Oklahoma Department of Librarie s, or his
59111 or her designee;

61112 5. The Executive Director of the Oklahoma Educational
62113 Television Authority, or his or her designee;

64114 6. Four members with expertise in online and educational
65115 innovation shall be appointed by t he Chancellor of Higher Education,
66116 one of whom shall be a representative of the Oklahoma State Regents
67117 for Higher Education , one of whom shall be a representative of a
68118 research institution within The Oklahoma State System of Higher
69119 Education, one of whom shall be a representative of a regional
70120 institution within The Oklahoma State System of Higher Education,

71147 and one of whom shall be a representative of a community colleg e
72148 within The Oklahoma State System of Higher Education;

74149 7. Four members with expertise in effective approaches to
75150 classroom instruction and learning or educational innovation shall
76151 be appointed by the State Superintendent of Public Instruction , one
77152 of whom shall represent the State Department of Education, one of
78153 whom shall be a school district administrator, one of whom shall be
79154 a certified classroom teacher, and one of whom shall be a high
80155 school student; and

82156 8. Four members with expertise in effective approaches to
83157 career and technology education instruction and learning or
84158 educational innovati on shall be appointed by the Director of the
85159 Oklahoma Department of Career and Technology Education , one of whom
86160 shall represent the Oklahoma Department of Career and Technology
87161 Education, one of whom shall be an administrator of a state
88162 technology center school or college, one of whom shall be a

90164 and one of whom shall be a student enrolled at a state technology
91165 center school or college.

93166 C. The Commission shall hold an organizational meeting not
94167 later than ninety (90) days after the effective date of this act .
95168 The member of the Oklahoma House of Representatives shall serve as
96169 chair of the Commission and the member of the Oklahoma State Senate

98197 Commission shall be required to approve any final action of the
99198 Commission. For purposes of this section, nine members shall
100199 constitute a quorum.

102200 D. The Commission may meet as often as required to perform the
103201 duties imposed upon it, but shall meet at least quarterly.

105202 E. The Commission shall engage multiple stakeholders in
106203 research, evaluation, and information s haring to conduct a study on
107204 how to improve the quality of instruction and learning through
108205 distance and remote modalities. Topic areas of the st udy shall
109206 include, but not be limited to:

111207 1. Support infrastructure;

113208 2. Open education resources;
114-
115209 3. Compliance with the federal Americans with Disabilities Act ;

117210 4. Professional development; and

119211 5. Modality research.

121212 F. The Commission shall be subject to the Oklahoma Open Mee ting
122213 Act and the Oklahoma Open Records Act.

124214 G. Members of the Commission shall not receive compensation or
125215 travel reimbursement.

127216 H. The Oklahoma House of Representatives shall provide staff
128217 and administrative support f or the Commission.

130218 I. The Commission shall submit a report of its findings and
131219 recommendations no later than November 1, 2027, to the Governor, the
