54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. NEW LAW A new section of law to be codified
56	56	in the Oklahoma Statutes as Section 3260.1 of Title 70, unless there
57	57	is created a duplication i n numbering, reads as follow s:
58	58	There is hereby created the "Oklahoma National Guard School Fees
59	59	Grant". The grant shall be administered by the Oklahoma State
60	60	Regents for Higher Education and shall be funded from the revol ving
61	61	fund created in Section 3 of this act. The State Regents shall
62	62	implement policies and procedures for the administration of this
63	63	act.

90	90	SECTION 2. NEW LAW A new section of law to be codified
91	91	in the Oklahoma Statutes as Section 3260.2 of Title 70, unless there
92	92	is created a duplication in num bering, reads as follows:
93	93	A. Oklahoma National Guard members meeting the following
94	94	conditions shall be eligible for the Oklahoma National Guard School
95	95	Fees Grant:
96	96	1. Are residents of Oklahoma as defined by the Oklahoma State
97	97	Regents for Higher Education;
98	98	2. Are currently enrolled in a colleges or universities that
99	99	are part of The Oklahoma State System of Higher Educa tion; and
100	100	3. Maintain at least the minimum standards of academic
101	101	performance as required by the enroll ing institution.
102	102	B. The enrolling institution shall forward a co mpleted student
103	103	application, documentation of full -time enrollment status, and
104	104	certification of resident status to the State Regents no later than
105	105	October 15 for the fall semester and March 15 for the spring
106	106	semester of every academic year.
107	107	C. Subject to the availability of funds in the Oklahoma
108	108	National Guard School Fees Revolving Fund created in Section 3 of
109	109	this act, eligible recipients shall receive One Hundred Dollars
110	110	($100.00) per credit hour per semester.
111	111	D. If funds are insufficient in the Oklahoma National Guard
112	112	School Fees Revolving Fund to provide grants for all eligible
113	113	applicants, the State Regents shall award grants on the basis of

140	140	need and take into consideration other grants and schola rships
141	141	received by an eligible applicant wh en awarding grants. Students
142	142	who have previously received funding under the Oklahoma National
143	143	Guard School Fees Grant and who continue to meet the requirements
144	144	for eligibility shall have absolute prior ity for continued financial
145	145	support superior to any st udent who is applying for a grant for the
146	146	first time.
147	147	E. A grant provided by this section shall not be allowed for
148	148	courses or other postsecondary credit hours taken in excess of the
149	149	requirements for completion of a baccalaureate program or taken more
150	150	than five (5) years after the student's first grant is received. No
151	151	Oklahoma National Guard School Fees Grant recipient may receive
152	152	benefits beyond a cumulative time period of five ( 5) years.
153	153	SECTION 3. NEW LAW A new section of law to be codi fied
154	154	in the Oklahoma Statutes as Section 3260.3 of Title 70, unless there
155	155	is created a duplication in numbering, reads as follows:
156	156	There is hereby created in the State Trea sury a revolving fund
157	157	for the Oklahoma State Regents for Higher Education to be desi gnated
158	158	the "Oklahoma National Guard School Fees Revolving Fund". The fund
159	159	shall be a continuing fund, not subject to fiscal year limitations,
160	160	and shall consist of monies received by the Oklahoma State Regents
161	161	for Higher Education from state appropriations for the purpose of
162	162	this fund. All monies accruing to the credit of the fund are hereby
163	163	appropriated and may be budgeted and expended by the State Regents
