AS INTRODUCED 
 
An Act relating to higher education; cr eating the 
Oklahoma National Guard School Fees Grant; directing 
the Oklahoma State Regents for Hi gher Education to 
administer the grant; declaring eligibility 
requirements; directing enrolling ins titutions to 
forward applications; designating amount to be 
awarded; clarifying order of priority; setting 
limitation; creating a revolving fund; providing for 
codification; and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3260.1 of Title 70, unless there 
is created a duplication i n numbering, reads as follow s: 
There is hereby created the "Oklahoma National Guard School Fees 
Grant".  The grant shall be administered by the Oklahoma State 
Regents for Higher Education and shall be funded from the revol ving 
fund created in Section 3 of this act.  The State Regents shall 
implement policies and procedures for the administration of this 
act.

SECTION 2.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3260.2 of Title 70, unless there 
is created a duplication in num bering, reads as follows: 
A.  Oklahoma National Guard members meeting the following 
conditions shall be eligible for the Oklahoma National Guard School 
Fees Grant: 
1.  Are residents of Oklahoma as defined by the Oklahoma State 
Regents for Higher Education; 
2.  Are currently enrolled in a colleges or universities that 
are part of The Oklahoma State System of Higher Educa tion; and 
3.  Maintain at least the minimum standards of academic 
performance as required by the enroll ing institution. 
B.  The enrolling institution shall forward a co mpleted student 
application, documentation of full -time enrollment status, and 
certification of resident status to the State Regents no later than 
October 15 for the fall semester and March 15 for the spring 
semester of every academic year. 
C.  Subject to the availability of funds in the Oklahoma 
National Guard School Fees Revolving Fund created in Section 3 of 
this act, eligible recipients shall receive One Hundred Dollars 
($100.00) per credit hour per semester. 
D.  If funds are insufficient in the Oklahoma National Guard 
School Fees Revolving Fund to provide grants for all eligible 
applicants, the State Regents shall award grants on the basis of

need and take into consideration other grants and schola rships 
received by an eligible applicant wh en awarding grants.  Students 
who have previously received funding under the Oklahoma National 
Guard School Fees Grant and who continue to meet the requirements 
for eligibility shall have absolute prior ity for continued financial 
support superior to any st udent who is applying for a grant for the 
first time. 
E.  A grant provided by this section shall not be allowed for 
courses or other postsecondary credit hours taken in excess of the 
requirements for completion of a baccalaureate program or taken more 
than five (5) years after the student's first grant is received.  No 
Oklahoma National Guard School Fees Grant recipient may receive 
benefits beyond a cumulative time period of five ( 5) years. 
SECTION 3.     NEW LAW     A new section of law to be codi fied 
in the Oklahoma Statutes as Section 3260.3 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
There is hereby created in the State Trea sury a revolving fund 
for the Oklahoma State Regents for Higher Education to be desi gnated 
the "Oklahoma National Guard School Fees Revolving Fund".  The fund 
shall be a continuing fund, not subject to fiscal year limitations, 
and shall consist of monies received by the Oklahoma State Regents 
for Higher Education from state appropriations for the purpose of 
this fund.  All monies accruing to the credit of the fund are hereby 
appropriated and may be budgeted and expended by the State Regents

for the purpose of operating the Oklahoma National Guard School Fees 
Grant. 
SECTION 4.  This act shall become effective November 1, 2022.
