4040 An Act relating to higher education; ena cting the
4141 Jobs for Oklahoma's Brightest Students Act; creating
4242 a revolving fund for the Oklahoma State Regents for
4343 Higher Education; directing funds be given to
4444 universities per engineering stud ent; directing that
4545 funds be given to universities for teacher training
4646 programs; directing that funds be given to
4747 universities per nursing student enrolled; granting
4848 the Oklahoma State Regents for Higher Education

5656 BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
5757 SECTION 1. NEW LAW A new section of law to be codified
5858 in the Oklahoma Statutes as Section 3231.1 of Title 70, unless there
5959 is created a duplication in numbering, reads as follows:
6060 This act shall be known and may be cite d as the "Jobs for
6161 Oklahoma's Brightest Students Act ".
6262 SECTION 2. NEW LAW A new section of law to be codified
6363 in the Oklahoma Statutes as Section 3231.2 of Title 70, unless there

9191 There is hereby created in the State Treasury a revolvin g fund
9292 for the Oklahoma State Regents for Higher Education to be designated
9393 the "Jobs for Oklahoma's Brightest Students Revolving Fund". The
9494 fund shall be a continuing fund, not subject to fiscal year
9595 limitations, and shall consist of monies received by the Oklahoma
9696 State Regents for Higher Education from state appropriations for the
9797 purpose of this fund. All monies accruing to the cre dit of the fund
9898 are hereby appropriated and may be budgeted an d expended by the
9999 State Regents for the purpose of operating the Jobs for Oklahoma's
100100 Brightest Students Revolving Fund.
101101 SECTION 3. NEW LAW A new section of law to be codified
102102 in the Oklahoma Statutes as Section 3231.3 of Title 70, unless there
103103 is created a duplication in numbering, reads as follows:
104104 A. Universities in the State of Oklahoma shall receive fifty
105105 percent (50%) of the Jobs for Oklahoma's Brightest Students
106106 Revolving Fund per first-year engineering student enrolled.
107107 B. Universities shall not continue to receive funding until
108108 after three (3) years, unless the number of engineering graduates at
109109 that university increases by twenty percent (20%).
110110 SECTION 4. NEW LAW A new section of law to be codified
111111 in the Oklahoma Statutes as Section 3231.4 of Title 70, unless there
112112 is created a duplication in numbering, reads as follows:
113113 Universities in the State of Oklahoma shall receive ten percent
114114 (10%) of the Jobs for Oklahoma's Brightest Students Revolving Fund

141141 for teacher training programs. Fifty percent (50%) of the funding
142142 must be dedicated to online and other outreach type programs to
143143 educate alternative- and emergency-certified teachers.
144144 SECTION 5. NEW LAW A new section of law to be codified
145145 in the Oklahoma Statutes as Section 3231.5 of Title 70, unless there
146146 is created a duplication in numbering, reads as follows:
147147 Universities in the State of Oklahoma shall rec eive forty
148148 percent (40%) of the Jobs for Oklahoma's Brightest Students
149149 Revolving Fund based on a per nursing student enrolled , or based on
150150 anticipated students if expansion of a program is approved via the
151151 Joint American Rescue Plan Act (ARPA) Committee.
152152 SECTION 6. NEW LAW A new section of law to be codif ied
153153 in the Oklahoma Statutes as Section 3231.6 of Title 70, unless there
154154 is created a duplication in numbering, reads as follows:
155155 The Oklahoma State Regents for Higher Education shall be granted
156156 the authority to promulgate rules to administer the Jobs for
157157 Oklahoma's Brightest Students Revolving Fund.
158158 SECTION 7. This act shall become effective November 1, 2022.
