47	47	universities per nursing student enrolled; granting
48	48	the Oklahoma State Regents for Higher Education

56	56	BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
57	57	SECTION 1. NEW LAW A new section of law to be codified
58	58	in the Oklahoma Statutes as Section 3231.1 of Title 70, unless there
59	59	is created a duplication in numbering, reads as follows:
60	60	This act shall be known and may be cite d as the "Jobs for
61	61	Oklahoma's Brightest Students Act ".
62	62	SECTION 2. NEW LAW A new section of law to be codified
63	63	in the Oklahoma Statutes as Section 3231.2 of Title 70, unless there
64	64	is created a duplication in numbering, reads as follo ws:

91	91	There is hereby created in the State Treasury a revolvin g fund
92	92	for the Oklahoma State Regents for Higher Education to be designated
93	93	the "Jobs for Oklahoma's Brightest Students Revolving Fund". The
94	94	fund shall be a continuing fund, not subject to fiscal year
95	95	limitations, and shall consist of monies received by the Oklahoma
96	96	State Regents for Higher Education from state appropriations for the
97	97	purpose of this fund. All monies accruing to the cre dit of the fund
98	98	are hereby appropriated and may be budgeted an d expended by the
99	99	State Regents for the purpose of operating the Jobs for Oklahoma's
100	100	Brightest Students Revolving Fund.
101	101	SECTION 3. NEW LAW A new section of law to be codified
102	102	in the Oklahoma Statutes as Section 3231.3 of Title 70, unless there
103	103	is created a duplication in numbering, reads as follows:
104	104	A. Universities in the State of Oklahoma shall receive fifty
105	105	percent (50%) of the Jobs for Oklahoma's Brightest Students
106	106	Revolving Fund per first-year engineering student enrolled.
107	107	B. Universities shall not continue to receive funding until
108	108	after three (3) years, unless the number of engineering graduates at
109	109	that university increases by twenty percent (20%).
110	110	SECTION 4. NEW LAW A new section of law to be codified
111	111	in the Oklahoma Statutes as Section 3231.4 of Title 70, unless there
112	112	is created a duplication in numbering, reads as follows:
113	113	Universities in the State of Oklahoma shall receive ten percent
114	114	(10%) of the Jobs for Oklahoma's Brightest Students Revolving Fund

141	141	for teacher training programs. Fifty percent (50%) of the funding
142	142	must be dedicated to online and other outreach type programs to
143	143	educate alternative- and emergency-certified teachers.
144	144	SECTION 5. NEW LAW A new section of law to be codified
145	145	in the Oklahoma Statutes as Section 3231.5 of Title 70, unless there
146	146	is created a duplication in numbering, reads as follows:
147	147	Universities in the State of Oklahoma shall rec eive forty
148	148	percent (40%) of the Jobs for Oklahoma's Brightest Students
149	149	Revolving Fund based on a per nursing student enrolled , or based on
150	150	anticipated students if expansion of a program is approved via the
151	151	Joint American Rescue Plan Act (ARPA) Committee.
152	152	SECTION 6. NEW LAW A new section of law to be codif ied
153	153	in the Oklahoma Statutes as Section 3231.6 of Title 70, unless there
154	154	is created a duplication in numbering, reads as follows:
155	155	The Oklahoma State Regents for Higher Education shall be granted
156	156	the authority to promulgate rules to administer the Jobs for
157	157	Oklahoma's Brightest Students Revolving Fund.
158	158	SECTION 7. This act shall become effective November 1, 2022.
