AS INTRODUCED 
 
An Act relating to higher education; ena cting the 
Jobs for Oklahoma's Brightest Students Act; creating 
a revolving fund for the Oklahoma State Regents for 
Higher Education; directing funds be given to 
universities per engineering stud ent; directing that 
funds be given to universities for teacher training 
programs; directing that funds be given to 
universities per nursing student enrolled; granting 
the Oklahoma State Regents for Higher Education 
authority to promulgate ru les; and providing an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3231.1 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
This act shall be known and may be cite d as the "Jobs for 
Oklahoma's Brightest Students Act ". 
SECTION 2.    NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3231.2 of Title 70, unless there 
is created a duplication in numbering, reads as follo ws:

There is hereby created in the State Treasury a revolvin g fund 
for the Oklahoma State Regents for Higher Education to be designated 
the "Jobs for Oklahoma's Brightest Students Revolving Fund".  The 
fund shall be a continuing fund, not subject to fiscal year 
limitations, and shall consist of monies received by the Oklahoma 
State Regents for Higher Education from state appropriations for the 
purpose of this fund.  All monies accruing to the cre dit of the fund 
are hereby appropriated and may be budgeted an d expended by the 
State Regents for the purpose of operating the Jobs for Oklahoma's 
Brightest Students Revolving Fund. 
SECTION 3.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3231.3 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
A.  Universities in the State of Oklahoma shall receive fifty 
percent (50%) of the Jobs for Oklahoma's Brightest Students 
Revolving Fund per first-year engineering student enrolled. 
B.  Universities shall not continue to receive funding until 
after three (3) years, unless the number of engineering graduates at 
that university increases by twenty percent (20%). 
SECTION 4.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3231.4 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
Universities in the State of Oklahoma shall receive ten percent 
(10%) of the Jobs for Oklahoma's Brightest Students Revolving Fund

for teacher training programs.  Fifty percent (50%) of the funding 
must be dedicated to online and other outreach type programs to 
educate alternative- and emergency-certified teachers. 
SECTION 5.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3231.5 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
Universities in the State of Oklahoma shall rec eive forty 
percent (40%) of the Jobs for Oklahoma's Brightest Students 
Revolving Fund based on a per nursing student enrolled , or based on 
anticipated students if expansion of a program is approved via the 
Joint American Rescue Plan Act (ARPA) Committee. 
SECTION 6.     NEW LAW     A new section of law to be codif ied 
in the Oklahoma Statutes as Section 3231.6 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
The Oklahoma State Regents for Higher Education shall be granted 
the authority to promulgate rules to administer the Jobs for 
Oklahoma's Brightest Students Revolving Fund. 
SECTION 7.  This act shall become effective November 1, 2022.
