4556 BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
4657 SECTION 1. NEW LAW A new section of law to be codified
4758 in the Oklahoma Statutes as Secti on 5008.10 of Title 74, unless
4859 there is created a duplication in numbering, reads as follows:
4960 A. There is hereby created the Southeast Asia Trade Office.
5061 B. The Trade Office shall be an administrative component of the
5162 Oklahoma Department of Commerce.
5263 C. The Trade Office shall:
53-1. Facilitate economic relationships between Oklahoma
54-businesses and business entitie s the principal business activity of
55-which is based in or which occurs in southeast Asia, including but
56-not limited to, Taiwan, Vietnam, Laos, Myanmar, Brunei, Cambodia,
57-Singapore, Thailand, and Malaysia;

91+1. Facilitate economic relationships between Oklahoma
92+businesses and business entitie s the principal business activity of
93+which is based in or which occurs in southeast Asia, including but
94+not limited to, Taiwan, Vietnam, Laos, Myanmar, Brunei, Cambodia,
95+Singapore, Thailand, and Malaysia;
8496 2. Promote Oklahoma business and establishing business-to-
8597 business trading activity within the southeast Asia region;
8698 3. Use its resources to provide information abou t business
8799 trading opportunities in southeast Asia to Oklahoma businesses;
88100 4. Facilitate positive relationships between the State of
89101 Oklahoma and its political subdivisions with t he relevant
90102 governments in the southeast Asia trading region consistent with
91103 United States foreign policy and any applicable trade or travel
92104 restrictions;
93105 5. Coordinate the activities of the Oklahoma Department of
94106 Commerce with respect to business outreach in southeast Asia;
95107 6. Coordinate, organize, support and , within available fiscal
96108 resources, fund travel from Oklahoma to southeast Asia and return as
97109 part of an ongoing mission to establish and maintain positive
98110 relationships between Oklahoma and countries in the region with the
99111 objective of creating trade opportunities for Oklahoma bu siness
100112 enterprises;
101113 7. Coordinate actions taking place a t the federal level,
102114 without interfering with the duties or responsibilities o f any
103-federal agency or instrumenta lity, which have as their primary
104-objective the promotion of business -to-business transactions between
105-entities in southeast Asia and the United States with emphasis on
106-promoting Oklahoma business activity;

142+federal agency or instrumentality, which have as their primary
143+objective the promotion of business -to-business transactions between
144+entities in southeast Asia and the United States with emphasis on
145+promoting Oklahoma business activity;
133146 8. Conduct training programs for Oklahoma business ow ners to
134147 inform them of potential trading opportunities with entities in
135148 southeast Asia;
136149 9. Produce promotional and educational materials for
137150 distribution by business organ izations, trade associations, or
138151 similar entities consistent with the mission of the Trade Office;
139152 and
140153 10. Take such other actions or deve lop such programs consistent
141154 with the mission of developing business-to-business opportunities
142155 between entities in southeast Asia and Oklahoma -based business
143156 enterprises.
144157 D. The Southeast Asia Trade Office shall maintain a physical
145158 office in Taipei, Ta iwan.
146159 SECTION 2. This act shall become effective July 1, 2022.
147160 SECTION 3. It being immediately necessary for the preservation
148161 of the public peace, health or safety, an emergency is her eby
149162 declared to exist, by reason whereof thi s act shall take effect and
150163 be in full force from and after its passage and approval.
