112+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
113+SECTION 1. NEW LAW A new section of law to be codified
114+in the Oklahoma Statutes as Section 22-117 of Title 26, unless there
115+is created a duplication in numbering, reads as follows:
116+A. In the event any federal law, regulation, order, or other
117+official action seeks to substantially modify or super sede any voter
118+registration or election administration laws and procedures duly
95119 enacted by the Legislature, that federal law, regulation , order, or
96120 other official action shall be applicable only to elections for
97121 federal office held in this state.
98-B. A determination that a federal law, regulation, order, or
99-other official action would su bstantially modify or supersede the
100-voter registration or election administration laws and procedures
101-duly enacted by the Legislature shall be made by the Attorney
102-General, with the concurrence of the Secretary of the State Election
103-Board. The determination shall be made in writing and shall state
104-the reasons for the determination.
105-C. 1. There is hereby created a committee to propose changes
106-to the time, place, and manner of conducting elections for state,
107-county, and other non -federal offices in the event a determination
108-made pursuant to subsection B of this section.
109-2. A report of proposed recommendations described in paragraph
110-1 of this subsection shall be submitted to the President Pro Tempore
111-of the Senate, the Speaker of the Ho use of Representatives, and the
112-Governor within sixty (60) days of a determination made pursuant to
113-subsection B of this section. To become operative, such
114-recommendations shall be enacted by the Legislature in the same
115-manner as other legislation.
116-3. Provided, if the Legislature is not in session at the time
117-of a determination made pursuant to subsectio n B of this section,
118-then the committee may temporarily modify election dates and other

145-associated dates and deadlines provided in this title to ensure th at
146-no other election in this state is held on the same date as a
147-special or regular election for feder al office. Such modifications
148-shall expire on January 1 of the year following the next regularly
149-scheduled General Election.
150-4. The committee shall cons ist of eleven (11) members, as
151-follows:
152-a. four members of the Oklahoma State Senate, at least
153-one of whom shall be a member of the minority party,
154-to be appointed by the President Pro Tempore of the
155-Senate,
156-b. four members of the Oklahoma House of Represe ntatives,
157-at least one of whom shall be a member of the minority
158-party, to be appointed by the Speaker of the House of
159-Representatives,
160-c. the Attorney General, or designee ,
161-d. the chair of the District Attorneys Council, or
162-designee;
163-e. the Governor, or designee.
164-5. The Secretary of the State Election Board, or designee, and
165-a secretary of a county e lection board designated by the Secretary
166-of the State Election Board, shall attend committee meetings in an
167-advisory capacity.

153+C. The determination that a federal law, regulation, order, or
154+other official action would su bstantially modify or supersede the
155+voter registration or election administration laws and procedures
156+duly enacted by the Legislature shall be made by the Attorney
157+General, with the concurrence of the Secretary of the State E lection
158+Board. The determination shall be made in writing and shall state
159+the reasons for the determination.
160+D. 1. In the event that such determination is made, no other
161+election authorized by state law shall be conducted on the same date
162+as a regular or special election for fede ral office.
163+2. The Secretary of the State Election Board shall temporarily
164+modify such election dates and other associated dates and deadlines
165+provided in Title 26 of the Oklahoma Statutes to ensure that no
166+other election in th is state is held on the same date as a special
167+or regular election for federal office. The modification of
168+election dates and other associated dates and deadlines shall remain
169+in effect until the Legislature shall repeal it or shall enact
170+modified election dates and other associated dates and deadlines by
171+law.
172+3. The Secretary of the State Election Board shall notify the
173+Governor, the Presid ent Pro Tempore of the Oklahoma State Senate,
174+and the Speaker of the Oklahoma House of Representatives in writing

194-D. The President Pro Tempore of the Senate and the Speaker of
195-the House of Representatives shall each designate a co -chair of the
196-committee from among the members from their respective houses.
197-E. A quorum of the committee shall consist of at least six
198-members; the agenda for each meeting shall be set by the co-chairs
199-and shall be made available to the public, by posting on the Senate
200-and House websites, at least twenty -four (24) hours prior to the
201-time of the meeting. Meetings of the committee shall be governed by
202-joint rules of the Legislature.
203-F. The members and co-chairs of the oversight committe e shall
204-be appointed no later than two weeks after a determination is made
205-pursuant to subsection B of this section , and shall provide
206-recommendations to the Legislature within two (2) months after the
207-first meeting.
208-SECTION 2. This act shall become effective November 15, 2022.

209+such rules and procedures necessary to implem ent the provisions of
210+this section.
211+SECTION 2. This act shall become effective November 1, 2022.
