5050 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5151 SECTION 1. NEW LAW A new section of law to be codified
5252 in the Oklahoma Statutes as Section 1461 of Title 25, unless there
5353 is created a duplication in numbering, reads as follows:
5454 A. It is an unlawful discriminatory practice for:
5555 1. The state or any of its political subdivisions or any entity
5656 receiving state funding in any form, including grants and property
5757 tax exemptions, to refuse, withhold from, or deny to a person any
5858 local, state, or federal funds, services, goods, facilities,
5959 advantages, privileges, licensing, educational opportunities, health
6060 care access, or employment opportunities based on a person's
6161 vaccination status;

8888 2. An employer to refuse employment to a person, to bar a
8989 person from employment, or to discriminate against a person in
9090 compensation or in a term, condition, or privilege of employment
9191 based on the person's vaccination status;
9292 3. A public accommodation to exclude, limit, refuse to serve,
9393 or otherwise discriminate against an individual based on th e
9494 individual's vaccination status; or
9595 4. An entity listed in this subsection to implement an immunity
9696 passport system.
9797 B. An entity governed by subsection A of this section shall not
9898 unlawfully discriminate as long as any vaccination policy set forth
9999 includes exemptions for individuals to decline t o be vaccinated
100100 based on medical or religious grounds.
101101 C. As used in this section:
102102 1. "Immunity passport" means a document, digital record, or
103103 software application indicating that a person is immune to a
104104 disease, either through vaccination or infection and recovery ; and
105105 2. "Vaccination status" means an indication of whether a person
106106 has received one or more doses of a vaccine.
107107 SECTION 2. It being immediately necessary for the preservati on
108108 of the public peace, health or safety, an emergency is hereby
