4040 An Act relating to prisons and reformatories;
4141 creating the Oklahoma Prison Modernization Task
4242 Force; stating duties and purpose of the Task Force;
4343 stating membership of the Task Force; requiring
4444 organizational meeting to be held by certain date;
4545 providing for the selection of a chair and vice-
4646 chair; providing meeting requirements; stating what
4747 constitutes a quorum; making meetings subject to the
4848 Oklahoma Open Meeting Act; providing for travel
4949 reimbursement; providing ad ministrative support for
5050 the Task Force; directing the Task Force to submit
5151 report to certain state officials; providing for
5252 codification; and provi ding an effective date .

5858 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5959 SECTION 1. NEW LAW A new section of law to be codified
6060 in the Oklahoma Statutes as Section 521.3 of Title 57, unless there
6161 is created a duplication in numbering, reads as follows:
6262 A. There is hereby created the Oklahoma Prison Modernization
6363 Task Force, hereinafter referred to as the "Task Force". The Task

9191 1. Study, identify, and make recommendations on transforming
9292 selected minimum, medium, and maximum security-level prison
9393 facilities into technology centers;
9494 2. Study, identify, and make recommendations on minimum,
9595 medium, and maximum security-level prison facilities that will not
9696 be transformed into technology centers and will instead house
9797 inmates who refuse to participate in vocational training programs;
9898 3. Study, identify, and make recommendations on how the
9999 Department of Corrections will coordinate with workforce programs to
100100 train inmates for skills needed in Oklahoma;
101101 4. Study, identify, and make recommendations on establishing,
102102 developing, and improving correctional industries' programs with the
103103 cooperation and assistance of various public and private agencies ;
104104 5. Study, identify, and make recommendations on providing
105105 meaningful and relevant work opportunities for inmates through the
106106 utilization of technology centers; and
107107 6. Study, identify, and make recommendations on community
108108 supervision programs for inmates released from the custody of the
109109 Department of Corrections, which may include the use of global
110110 positioning system (GPS) technologies.
111111 B. The Task Force shall be comprised of seven (7) members, to
112112 be selected as follows:
113113 1. The Director of the Department of Corrections, or designee;

140140 2. The Executive Director of the Pardon and Parole Boar d, or
141141 designee;
142142 3. The State Director of the Oklahoma Department of Career and
143143 Technology Education ;
144144 4. Two members of the Oklahoma House of Representatives , to be
145145 appointed by the Speaker of the Oklahoma House of Representatives;
146146 and
147147 5. Two members of the Oklahoma State S enate, to be appointed by
148148 the President Pro Tempore of the Senate.
149149 C. The Task Force shall hold an organizational meeting not
150150 later than December 1, 2022, and shall select from its membership a
151151 chair and vice-chair. The Task Force shall elect any other o fficers
152152 during the first meeting and upon a vacancy in any office.
153153 D. The chair shall call the first meeting, and all subsequent
154154 meetings shall be made at the call of the chair. The Task Force may
155155 meet as often as may be required in o rder to perform the duties
156156 imposed upon it.
157157 E. A quorum of the Task Force shall be required to approve any
158158 final action and recommendation of the Task Force. For purposes of
159159 this section, four members of the Task Force shall constitute a
160160 quorum.
161161 F. The meetings of the Task Force shall be subject to the
162162 Oklahoma Open Meeting Act.

189189 G. The members of the Task Force shall receive no compensation,
190190 but travel reimbursement may be provided by their respective
191191 organizations within the limits provided for state e mployees in the
192192 State Travel Reimbursement Act.
193193 H. Administrative support for the Task Force shall be provided
194194 by the Administrative Office of the Courts.
195195 I. The Task Force shall submit a report of its findings and
196196 recommendations annually by December 31 , 2023, and the same day each
197197 year thereafter, to the Governor, the President Pro Tempore of the
198198 Oklahoma State Senate , and the Speaker of the Oklahoma House of
199199 Representatives.
200200 SECTION 2. This act shall become effective November 1, 2022.
