AS INTRODUCED 
 
An Act relating to prisons and reformatories; 
creating the Oklahoma Prison Modernization Task 
Force; stating duties and purpose of the Task Force; 
stating membership of the Task Force; requiring 
organizational meeting to be held by certain date; 
providing for the selection of a chair and vice-
chair; providing meeting requirements; stating what 
constitutes a quorum; making meetings subject to the 
Oklahoma Open Meeting Act; providing for travel 
reimbursement; providing ad ministrative support for 
the Task Force; directing the Task Force to submit 
report to certain state officials; providing for 
codification; and provi ding an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 521.3 of Title 57, unless there 
is created a duplication in numbering, reads as follows: 
A.  There is hereby created the Oklahoma Prison Modernization 
Task Force, hereinafter referred to as the "Task Force". The Task 
Force shall:

1. Study, identify, and make recommendations on transforming 
selected minimum, medium, and maximum security-level prison 
facilities into technology centers; 
2.  Study, identify, and make recommendations on minimum, 
medium, and maximum security-level prison facilities that will not 
be transformed into technology centers and will instead house 
inmates who refuse to participate in vocational training programs; 
3.  Study, identify, and make recommendations on how the 
Department of Corrections will coordinate with workforce programs to 
train inmates for skills needed in Oklahoma; 
4.  Study, identify, and make recommendations on establishing, 
developing, and improving correctional industries' programs with the 
cooperation and assistance of various public and private agencies ; 
5.  Study, identify, and make recommendations on providing 
meaningful and relevant work opportunities for inmates through the 
utilization of technology centers; and 
6.  Study, identify, and make recommendations on community 
supervision programs for inmates released from the custody of the 
Department of Corrections, which may include the use of global 
positioning system (GPS) technologies. 
B.  The Task Force shall be comprised of seven (7) members, to 
be selected as follows:

2.  The Executive Director of the Pardon and Parole Boar d, or 
designee; 
3.  The State Director of the Oklahoma Department of Career and 
Technology Education ; 
4.  Two members of the Oklahoma House of Representatives , to be 
appointed by the Speaker of the Oklahoma House of Representatives; 
and 
5.  Two members of the Oklahoma State S enate, to be appointed by 
the President Pro Tempore of the Senate. 
C. The Task Force shall hold an organizational meeting not 
later than December 1, 2022, and shall select from its membership a 
chair and vice-chair. The Task Force shall elect any other o fficers 
during the first meeting and upon a vacancy in any office. 
D.  The chair shall call the first meeting, and all subsequent 
meetings shall be made at the call of the chair. The Task Force may 
meet as often as may be required in o rder to perform the duties 
imposed upon it. 
E.  A quorum of the Task Force shall be required to approve any 
final action and recommendation of the Task Force. For purposes of 
this section, four members of the Task Force shall constitute a 
quorum. 
F.  The meetings of the Task Force shall be subject to the 
Oklahoma Open Meeting Act.

G.  The members of the Task Force shall receive no compensation, 
but travel reimbursement may be provided by their respective 
organizations within the limits provided for state e mployees in the 
State Travel Reimbursement Act. 
H.  Administrative support for the Task Force shall be provided 
by the Administrative Office of the Courts. 
I. The Task Force shall submit a report of its findings and 
recommendations annually by December 31 , 2023, and the same day each 
year thereafter, to the Governor, the President Pro Tempore of the 
Oklahoma State Senate , and the Speaker of the Oklahoma House of 
Representatives. 
SECTION 2.  This act shall become effective November 1, 2022.
