26	61		BE IT ENACTED BY THE PE OPLE OF THE STATE OF OKLAHOMA:

28	62		SECTION 1. AMENDATORY 47 O.S. 2021, Section 6-101, is
29	63		amended to read as follows:

31	64		Section 6-101. A. No person, except those hereinafter
32	65		expressly exempted in Sections 6 -102 and 6-102.1 of this title,
33	66		shall operate any motor vehicle upon a highway in this state unless

36	95		person shall be permitted to possess more tha n one valid license at
37	96		any time, except as provided in paragraph 4 of subsec tion F of this

40	98		B. 1. No person shall operate a Class A commercial motor
41	99		vehicle unless the person is eighteen (18) years of age or older and
42	100		holds a valid Class A commer cial license, except as provided in
43	101		paragraph 5 of this subsection and subse ction F of this section.
44	102		Any person holding a valid Class A commercial license shall be
45	103		permitted to operate motor vehicles in Classes A, B, C and D, except

48	105		2. No person shall operate a Class B commercia l motor vehicle

52	109		commercial license shall be permit ted to operate motor vehicles in
53	110		Classes B, C and D, except as provided for in paragra ph 4 of this
54	111		subsection.

56	112		3. No person shall operate a Class C commercial motor vehicle
57	113		unless the person is eighteen (18) years of age or older and holds a
58	114		valid Class C commercial license, except as provided in subsection F

61	143		and D, except as provided for in paragraph 4 of this subsection.

63	144		4. No person under twenty-one (21) years of age shall be
64	145		licensed to operate any motor veh icle which is required to be
65	146		placarded for hazardous materials pursuant to 49 C.F.R., Part 172 ,
66	147		subpart F, except as provided in subsection F of this section;
67	148		provided, a person eighteen (18) years of age or older may be
68	149		licensed to operate a farm vehicle which is required to be placarded
69	150		for hazardous materials pursuant to 49 C.F.R., Part 172, sub part F,
70	151		except as provided in subsection F of this section.

72	152		5. A person at least seventeen (17) years of age who
73	153		successfully completes all examinations required by law may be
74	154		issued by the Department:
75		-
76	155		a. a restricted Class A commercial license which shal l
77	156		grant to the licensee the privilege to operate a Class
78	157		A or Class B commercial motor vehicle for harvest
79	158		purposes or a Class D motor vehicle, or
80		-
81	159		b. a restricted Class B commercial license which shall
82	160		grant to the licensee the privilege to operate a Class
83	161		B commercial motor vehicle for harvest purposes or a
84	162		Class D motor vehicle.

86	163		6. No person shall operate a Class D motor vehicle unless the
87	164		person is sixteen (16) years of age or older and holds a valid Class
88	165		D license, except as provided for in Section 6 -102 or 6-105 of this

92	194		C. Any person issued a driv er license pursuant to this section
93	195		may exercise the privilege thereby granted upon all street s and
94	196		highways in this state.

96	197		D. No person shall operate a motorcycle or mo tor-driven cycle
97	198		without having a valid Class A, B, C or D license with a motorcycle
98	199		endorsement. Except as otherwise provided by law, any new applicant
99	200		for an original driver lic ense shall be required to successfully
100	201		complete a written examination, visio n examination and driving
101	202		examination for a motorcycle as prescribed by the Department of
102	203		Public Safety, and a certified state-approved motorcycle basic rider
103	204		course approved by t he Department if the applicant is seventeen (17)
104	205		years of age or younger to b e eligible for a motorcycle endorsement
105	206		thereon. The written examination and driving examination for a
106	207		motorcycle shall be waived by the Department of Public Safety upon
107	208		verification that the person has successfully completed a certified
108	209		Motorcycle Safety Foundation rider course approved by the
109	210		Department.

111	211		E. Except as otherwise provided by law, any person who lawfully
112	212		possesses a valid Oklahoma driver license which is eligible f or
113	213		renewal shall be required to successfully complete a written
114	214		examination, vision examination and driving examination for a
115	215		motorcycle as prescribed by the Depar tment, and a certified state-

117	243		the person is seventeen (17) years of age or younger to be eligible
118	244		for a motorcycle endorsement. The written examination and driving

124	249		F. 1. Any person eighteen (18) years of age or older m ay apply
125	250		for a restricted Class A, B or C commercial learner permit. The
126	251		Department, after the applicant has passed all parts of the
127	252		examination for a Class D license an d has successfully passed all
128	253		parts of the examination for a Class A, B or C commercia l license
129	254		other than the driving examination, may issue to the applicant a
130	255		commercial learner permit which shall entitle the person having
131	256		immediate lawful possession of the commercial learner permit and a
132	257		valid Oklahoma driver license or provisional drive r license pursuant
133	258		to Section 6-212 of this title to operate a Class A, B or C
134	259		commercial motor vehicle upon the public highways solely for the
135	260		purpose of behind-the-wheel training in accordance with rules

138	262		2. This commercial learner permit shall be issued for a period
139	263		as provided in Section 6 -115 of this title of o ne hundred eighty
140	264		(180) days, which may be renewed one time for an additional one
141	265		hundred eighty (180) days; provided, such commercial learner permit

142	292		may be suspended, revoked, canceled, denied or disqualified at the
143	293		discretion of the Department for violat ion of the restrictions, for
144	294		failing to give the required or correct informat ion on the
145	295		application or for violation of any traffic laws of this state
146	296		pertaining to the operation of a motor vehicle. Except as otherwise
147	297		provided, the lawful possessor of a commercial learner permit who
148	298		has been issued a commercial learner permit fo r a minimum of
149	299		fourteen (14) days may have the restriction requiring an
150	300		accompanying driver removed by satisfactorily completing a driver’s
151	301		examination; provided, the removal of a restriction shall not
152	302		authorize the operation of a Class A, B or C commercia l motor
153	303		vehicle if such operation is otherwise prohibited by law.

155	304		3. No person shall ap ply for and the Department shall not issue
156	305		an original Class A, B or C driver license until the person has been
157	306		issued a commercial learner permit and held the permit for at least
158	307		fourteen (14) days. Any person who currently holds a Class B or C
159	308		license and who wishes to apply for another class of commercial
160	309		driver license shall be required to apply for a commercial learner
161	310		permit and to hold the permit for at least fo urteen (14) days before
162	311		applying for the Class A or B license, as applicable. Any person
163	312		who currently holds a Class A, B or C license and who wishes to add
164	313		an endorsement or remo ve a restriction for which a skills
165	314		examination is required shall be require d to apply for a commercial

169	343		4. A commercial learner permit shall be issu ed by the
170	344		Department as a separate and unique document which shall be valid
171	345		only in conjunction with a valid Oklahoma driver license or
172	346		provisional driver license pu rsuant to Section 6-212 of this title,
173	347		both of which shall be in the possession of the pers on to whom they
174	348		have been issued whenever that person is operating a commer cial
175	349		motor vehicle as provided in this subsection.

177	350		5. After one renewal of a commercial l earner permit, as
178	351		provided in paragraph 2 of this subsection, a commercial permit
179	352		shall not be renewed again. Any person who has held a commercial
180	353		learner permit for the initial issuance period and one renewal
181		-	period shall not be eligible for and the Depa rtment shall not issue ~~ENR. H. B. NO. 3421 Page 5~~
	354	+	period shall not be eligible for and the Depa rtment shall not issue
182	355		another renewal of the permit; provided, the person may reapply for
183	356		a new commercial learner permit, as provided for in this subsection.

185	357		G. 1. For purposes of this title:

187		-	a. "REAL ID Compliant Driver License" or "Identification
188		-	Card" means a driver license or identification card
	358	+	a. “REAL ID Compliant Driver License” or “Identification
	359	+	Card” means a driver license or identification card
189	360		issued by the State of Oklahoma that has b een
190	361		certified by the United States Department of Homeland
191	362		Security (USDHS) as compliant with the requirements of
192	363		the REAL ID Act of 2005, Public Law No. 109-13. A

197	394		license or card. A REAL ID Compliant Driver License
198	395		or Identification Card will be clearly marked on the
199	396		face indicating that it is a compliant document, and

201		-	b. "REAL ID Noncompliant Driver License" or
202		-	"Identification Card" means a driver license or

209	405		that it is not compliant with the federal REAL ID Act
210	406		and is not acceptable for official federal purposes.
211	407		The driver license or identification card will have a
212	408		unique design or color indicator that clearly
213	409		distinguishes it from a compliant license or card.

215	410		2. Original Driver License and Identification Card Issuance:

217	411		a. Application for an original REAL ID Compliant or REAL
218	412		ID Noncompliant Driver License or Identific ation Card
219	413		shall be made to the Department of Public Safety
220	414		through December 31, 2022 . Beginning January 1, 2023,

237	456		document recognition and other requirements needed for
238	457		approval of an original REAL ID Compliant Driver
239	458		License or Identification Card application. Service

352	661		Noncompliant Driver License shall be assessed in accordance with the
353	662		following schedule:

497	893		section, the Department o f Public Safety and the Oklahoma Tax
498	894		Commission are authorized to promulgate rules for the issuance and
499	895		renewal of driver licenses authorized pursuant to the provisions of
500	896		Sections 6-101 through 6-309 of this title; provided, that no such
501	897		rules applicable to the issuance or renewal of REAL ID Noncompliant
502	898		Driver Licenses shall create more stringent standards than such
503	899		rules applicable as of January 1, 2017, unless directly related to a
504	900		specific change in statutory law concerning standards for REAL ID
505	901		Noncompliant Driver Licenses. Applications, upon forms approved by
506	902		the Department of Public Safety, for such licenses shall be handled,
507	903		in accordance with the provisions of subsection G of this section,
508	904		by the motor license agents; provided, the Department of P ublic
509	905		Safety is authorized to assume these duties in any county of this
510	906		state. Each motor license agent accepting applica tions for driver
511	907		licenses shall receive Six Dollars ($6.00) for a 4-year REAL ID
512	908		Noncompliant Driver License or Twelve Dollars ($12.00) for an 8-year
513	909		REAL ID Noncompliant Driver License or Ten Dollars ($10.00) for a 4-
514	910		year REAL ID Compliant Driver Lic ense or Twenty Dollars ($20.00) for
515	911		an 8-year REAL ID Compliant Driver License to be deducted from the
516	912		total collected for each license or renewal application accepted.

528		-	operator" shall mean an individual who obtains a license from the
	949	+	operating expenses. For purposes of this s ubsection, “licensed
	950	+	operator” shall mean an individual who obtains a license from the
529	951		Service Oklahoma Operator Board to operate a designated Service
530	952		Oklahoma location and offers third -party fulfillment of designated
531	953		services to be rendered by Service Okl ahoma.

533	954		R. Notwithstanding the provisions of Section 1104 of this title
534	955		and subsection Q of this section and except as provided in
535	956		subsections H and M of this section, the first Sixty Thousand
536	957		Dollars ($60,000.00) of all monies collected pursuant to this

	999	+	the provisions of Sections 6-101 through 6-309 of this title which
	1000	+	may be used only:
	1001	+	1. By a law enforcement agency for purposes of criminal
	1002	+	investigations, missin g person investigations or any law enforcement
	1003	+	purpose which is deemed necessary by the Commissioner of Public
	1004	+	Safety;
	1005	+	2. By the driver licensing agency of another state for its
	1006	+	official purpose; and
	1007	+	3. As provided in Section 2-110 of this title.
	1008	+	All agencies approved by the Oklahoma Law Enforcem ent
	1009	+	Telecommunications System (OLETS) or the National Law Enforcement
	1010	+	Telecommunications System (NLETS) to receive photographs or
	1011	+	computerized images may obtain them through OLETS or through NLETS.

	1044	+	T. No person may hold more than one state-issued or territory-
	1045	+	issued REAL ID Compliant Driver License or REAL ID Compliant
	1046	+	Identification Card from Oklahoma or any other state or terr itory.
	1047	+	The Department shall not issue a RE AL ID Compliant Driver License to
	1048	+	a person who has been previously issued a REAL ID Compliant Driver
	1049	+	License or REAL ID Compliant Identification Card until such license
	1050	+	or identification card has been surrendered to the Department by the
	1051	+	applicant. The Department may promulgate rules related to the
	1052	+	issuance of replacement REAL ID Compliant Driver Licenses in the
	1053	+	event of loss or theft.
	1054	+	U. Upon the effective date of this act Beginning May 24, 2021,
	1055	+	and ending on April 30, 2023, in addition to the amounts p rovided in
	1056	+	subsection Q of this section, a motor license agent shall receive
	1057	+	Five Dollars ($5.00) for each processed app lication for a REAL ID
	1058	+	Compliant 4-year Driver License and Ten Dollars ($10.00) for each
	1059	+	processed application for a REAL ID Compliant 8 -year Driver License.
	1060	+	Any additional amounts provided pursuant to this subsection shall
	1061	+	not be retained by the Departme nt of Public Safety.

	1156	+	SECTION 5. AMENDATORY 47 O.S. 2021, Section 6 -101, is

	1208	+	valid Class C commercial license, except as provided in subsection F
	1209	+	of this section. Any person holding a valid Class C commercial
	1210	+	license shall be permitted to o perate motor vehicles in Clas ses C

	1212	+	4. No person under twenty-one (21) years of age shall be
	1213	+	licensed to operate any motor vehicle which is required to be
	1214	+	placarded for hazardous materials pu rsuant to 49 C.F.R., Part 172 ,
	1215	+	subpart F, except as provided in subsection F of this section;

	1251	+	A or Class B commercial motor vehicle for harvest

	1253	+	b. a restricted Class B commercial license which shall
	1254	+	grant to the licensee the privilege to operate a Class
	1255	+	B commercial motor vehicle for harvest purposes or a
	1256	+	Class D motor vehicle.
	1257	+	6. No person shall operate a Class D motor vehicle unless the
	1258	+	person is sixteen (16) years of age or older and holds a valid Class
	1259	+	D license, except as provided for in Section 6 -102 or 6-105 of this
	1260	+	title. Any person holding a valid Class D lic ense shall be
	1261	+	permitted to operate motor vehicles in Class D only.
	1262	+	C. Any person issued a driver license pursuant to this section
	1263	+	may exercise the privilege th ereby granted upon all street s and
	1264	+	highways in this state.
	1265	+	D. No person shall operate a motorcy cle or motor-driven cycle
	1266	+	without having a valid Class A, B, C or D license with a motorcycle
	1267	+	endorsement. Except as otherwise provided by law, any new applica nt

	1305	+	E. Except as otherwise provided by law, any person who lawfully
	1306	+	possesses a valid Oklahoma driver license which is eligible f or
	1307	+	renewal shall be required to successfully complete a written
	1308	+	examination, vision examination and driving examination for a
	1309	+	motorcycle as prescrib ed by the Department, and a certified state-
	1310	+	approved motorcycle basic rider cour se approved by the Departme nt if
	1311	+	the person is seventeen (17) years of age or younger to be elig ible
	1312	+	for a motorcycle endorsement. The written examination and driving
	1313	+	examination for a motorcycle shall be waived by the Department of

	1343	+	F. 1. Any person eighteen (18) years of age or older may apply
	1344	+	for a restricted Class A, B or C commercial learner perm it. The
	1345	+	Department, after the applicant has passed all parts of the
	1346	+	examination for a Class D l icense and has successfully passed all
	1347	+	parts of the examination for a Class A, B or C commercial license
	1348	+	other than the driving examination, may issue to the ap plicant a
	1349	+	commercial learner permit which shall entitle the person having
	1350	+	immediate lawful posse ssion of the commercial learner permit and a
	1351	+	valid Oklahoma driver license or pr ovisional driver license pursuant
	1352	+	to Section 6-212 of this title to operate a Cl ass A, B or C
	1353	+	commercial motor vehicle upon the public highways solely for the
	1354	+	purpose of behind-the-wheel training in accordance with rules
	1355	+	promulgated by the Department.
	1356	+	2. This commercial learner permit shall be issued for a period
	1357	+	as provided in Secti on 6-115 of this title of o ne hundred eighty
	1358	+	(180) days, which may be renewed one time for an ad ditional one
	1359	+	hundred eighty (180) days; provided, such commercial learner permit
	1360	+	may be suspended, revoked, canceled, denied or disqualified at the
	1361	+	discretion of the Department for violat ion of the restrictions, for
	1362	+	failing to give the required or correct information on the
	1363	+	application or for violation of any traffic laws of this stat e
	1364	+	pertaining to the operation of a motor vehicle. Except as otherwise
	1365	+	provided, the lawful possessor of a commercial learner permit who
	1366	+	has been issued a commercial learner pe rmit for a minimum of

	1394	+	accompanying driver removed by satisfactorily completing a driver's
	1395	+	examination; provided, the removal of a restriction shall not
	1396	+	authorize the operation of a Class A, B or C co mmercial motor
	1397	+	vehicle if such operation is otherwise prohibited by law.
	1398	+	3. No person shall apply for and the Department shall not issue
	1399	+	an original Class A, B or C driver license until the person has been
	1400	+	issued a commercial learner permit and held the p ermit for at least
	1401	+	fourteen (14) days. Any person who currently holds a Class B or C
	1402	+	license and who wishes to apply for another class of commercial
	1403	+	driver license shall be required to apply for a commercial learner
	1404	+	permit and to hold the permit for at le ast fourteen (14) days before
	1405	+	applying for the Class A or B license, as applicab le. Any person
	1406	+	who currently holds a Class A, B or C license and who wishes to add
	1407	+	an endorsement or remo ve a restriction for which a skills
	1408	+	examination is required shall be r equired to apply for a commer cial
	1409	+	learner permit and to hold the permit for at least fourteen (14)
	1410	+	days before applying for the endorsement.
	1411	+	4. A commercial learner permit shall be issu ed by the
	1412	+	Department as a separate and unique document which shall be valid
	1413	+	only in conjunction wit h a valid Oklahoma driver license or
	1414	+	provisional driver license pursuant to Section 6-212 of this title,
	1415	+	both of which shall be in the possession of the pers on to whom they
	1416	+

	1444	+	5. After one renewal of a commercial learner permit, as
	1445	+	provided in paragraph 2 of this subsection, a c ommercial permit
	1446	+	shall not be renewed again. Any person who has held a commercial
	1447	+	learner permit for the initial issuance period and one renewal
	1448	+	period shall not be eligible f or and the Department shall not issue
	1449	+	another renewal of the permit; provided, t he person may reapply for
	1450	+	a new commercial learner permit, as provided for in this subsection.
	1451	+	G. 1. For purposes of this title:
	1452	+	a. "REAL ID Compliant Driver License" or "Identification
	1453	+	Card" means a driver license or identification card
	1454	+	issued by the State of Oklahoma that has b een
	1455	+	certified by the United States Department of Homeland
	1456	+	Security (USDHS) as compliant with the requirements of
	1457	+	the REAL ID Act of 2005, Public Law No. 109-13. A
	1458	+	REAL ID Compliant Driver License or Identification
	1459	+	Card and the process through which it is issued
	1460	+	incorporate a variety of security measures designed to
	1461	+	protect the integrity and trustworthiness of the
	1462	+	license or card. A REAL ID Compliant Driver License
	1463	+	or Identification Card will be clearly marked on the
	1464	+	face indicating that it is a compliant document, and
	1465	+

	1496	+	compliant with the requirements of the REAL ID Act. A
	1497	+	REAL ID Noncompliant Driver License or Identification
	1498	+	Card will be clearly marked on the face indicating
	1499	+	that it is not compliant with the federal REAL ID Act
	1500	+	and is not acceptable for official federal purposes.
	1501	+	The driver license or identification card will have a
	1502	+	unique design or color indicator that clearly
	1503	+	distinguishes it from a compliant license or card.
	1504	+	2. Original Driver License and Identification Card Issuance:
	1505	+	a. Application for an original REAL ID Compliant or REAL
	1506	+	ID Noncompliant Driver License or Identifi cation Card
	1507	+	shall be made to the Department of Public Safety.
	1508	+	b. Department of Public Safety employees shall perform
	1509	+	all document recognition and other requirem ents needed
	1510	+	for approval of an original REAL ID Compli ant or REAL
	1511	+	ID Noncompliant Driver License or Identification Card
	1512	+	application.
	1513	+	c. Upon approval of an original REAL ID Compliant or REAL
	1514	+	ID Noncompliant Driver License or Identification Card

	1549	+	license or identification card. A temporary driver
	1550	+	license or identification card shall afford the holder
	1551	+	the privileges otherwise granted by the specific class
	1552	+	of driver license or identification card for the
	1553	+	period of time listed on the temporary driver license
	1554	+	or identification card or the period of time prior to
	1555	+	the applicant receiving a REAL ID Compliant or REAL ID
	1556	+	Noncompliant Driver License or Identif ication Card,
	1557	+	whichever time period is shorter.
	1558	+	3. REAL ID Compliant Driver Licens e and Identification Card
	1559	+	Renewal and Replacement:
	1560	+	a. Application for renewal or replacement of a REAL ID
	1561	+	Compliant Driver License or Identification Card may be
	1562	+	made to the Department of Public Safety or to a motor
	1563	+	license agent; provided, such motor license agent is
	1564	+	authorized to process application for REAL ID

	1596	+	restrictions are placed on the license.
	1597	+	b. Department of Public Safety employees or authorized
	1598	+	motor license agents shall perform all document
	1599	+	recognition and other req uirements needed for approval
	1600	+	of a renewal or replacement REAL ID Compliant Driver
	1601	+	License or Identification Card application.
	1602	+	c. Upon approval of a renewal or replacement REAL ID
	1603	+	Compliant Driver Licen se or Identification Card
	1604	+	application, the applicant m ay receive a temporary
	1605	+	driver license or identification card from the
	1606	+	Department of Public Safety or an authorized motor
	1607	+	license agent.
	1608	+	d. A temporary driver license or identification card
	1609	+	acquired under the provisions of this paragraph shall
	1610	+	afford the holder the privileges otherwise granted by
	1611	+	the specific class of driver license or identification
	1612	+	card being renewed or replaced for the period of time
	1613	+	listed on the temporary driver license or
	1614	+	identification card or the period of time prior to the
	1615	+

	1648	+	renewal of a REAL ID Compliant Driver License or
	1649	+	Identification Card.
	1650	+	4. REAL ID Noncompliant Driver License and Identification Card
	1651	+	Renewal and Replacement:
	1652	+	a. Application for renewal or repla cement of a REAL ID
	1653	+	Noncompliant Driver License or Identification Card may
	1654	+	be made to the Department of Public Safety or to a
	1655	+	motor license agent. A motor license agent may
	1656	+	process the voluntary downgr ade of a REAL ID
	1657	+	Noncompliant Commercial Driver Licens e to any lower
	1658	+	class license upon request of the licensee; provided,
	1659	+	no additional endorsements or restrictions are added
	1660	+	to the license.

	1707	+	H. 1. The fee charged for an approved application for an
	1708	+	original Oklahoma REAL ID Compliant or REAL ID Noncompliant Driver
	1709	+	License or an approved applica tion for the addition of an
	1710	+	endorsement to a current valid Oklahoma REAL ID Compliant or REAL ID
	1711	+	Noncompliant Driver License shall be assessed in accordance with the
	1712	+	following schedule:

	1751	+	I. The fee charged for any failed examination shall be Four
	1752	+	Dollars ($4.00) for any license classification. Notwithstanding the
	1753	+	provisions of Section 1104 of this title, all monies collected from
	1754	+	such examination fees pursuant to the pro visions of this subsection
	1755	+	shall be deposited in the General Re venue Fund of this state.
	1756	+	J. In addition to any fee charged pursuant to the provisions of
	1757	+	subsection H of this section, the fee charged for the issuance or
	1758	+	renewal of a REAL ID Noncompliant Dr iver License shall be in
	1759	+	accordance with the following schedule ; provided, that any applicant
	1760	+	who has a CDL Learner Permit shall be charged only the replacement
	1761	+	fee for the issuance of the license:

	1846	+	M. Notwithstanding the provisions of Section 1104 of this
	1847	+	title, of each fee charged pursuant to the provisions of subsections
	1848	+	J, K and L of this section:
	1849	+	1. Five Dollars and fifty cents ($5.50) of a 4-year license or
	1850	+	Eleven Dollars ($11.00) of an 8-year license shall be deposited to
	1851	+	the Trauma Care Assistance Revolving Fund created in Section 1-
	1852	+	2530.9 of Title 63 of the Oklahoma Statutes ;
	1853	+	2. Six Dollars and seventy-five cents ($6.75) of a 4-year
	1854	+	license or Thirteen Dollars and fifty cen ts ($13.50) of an 8-year
	1855	+	license shall be deposited to the Dep artment of Public Safety
	1856	+	Computer Imaging System Revolving Fund to be u sed solely for the
	1857	+	purpose of administration and maintenance of the computerized
	1858	+	imaging system of the Department;
	1859	+	3. Ten Dollars ($10.00) of a 4-year license or Twenty Dollars
	1860	+	($20.00) of an 8-year license shall be deposited to the Department
	1861	+	of Public Safety Revolving Fund for all original or renewal
	1862	+	issuances of licenses; and
	1863	+

	1942	+	Q. In accordance with the provisions of subsection G of this
	1943	+	section, the Department of Public Safety and the Oklahoma Tax
	1944	+	Commission are authorized to promulgate rules for the issuance and
	1945	+	renewal of driver licenses authori zed pursuant to the provisions of
	1946	+	Sections 6-101 through 6-309 of this title; provided, that no such
	1947	+	rules applicable to the issuance or renewal of REAL I D Noncompliant
	1948	+	Driver Licenses shall create more stringent standards than such
	1949	+	rules applicable as of January 1, 2017, unless directly related to a
	1950	+	specific change in statutory law concerning standards for REAL ID
	1951	+	Noncompliant Driver Licenses. Application s, upon forms approved by
	1952	+	the Department of Public Safety, for such licenses sha ll be handled,
	1953	+	in accordance with the provisions of subsection G of this section,
	1954	+	by the motor license agents; provided, the Department of Public
	1955	+	Safety is authorized to assume these duties in any county of this
	1956	+	state. Each motor license agent accepting a pplications for driver
	1957	+	licenses shall receive Six Dollars ($6.00) for a 4-year REAL ID
	1958	+	Noncompliant Driver License or Twelve Dollars ($12.00) for an 8-year
	1959	+	REAL ID Noncompliant Driver License or Ten Dollars ($10.00) for a 4-
	1960	+	year REAL ID Compliant Driver Li cense or Twenty Dollars ($20.00) for
	1961	+	an 8-year REAL ID Compliant Driver License to be deducted from the
	1962	+	total collected for each license or renewal application accepted .

	1989	+	Upon the effective date of this act, through May 31, 2023, each

	1993	+	4-year driver license or Twelve Dollars ($12.00) for an 8-year
	1994	+	driver license to be deducted from the daily motor license agent
	1995	+	receipts. The fees received by the motor license agent, authorized
	1996	+	by this subsection, shall be used for operating expenses.
	1997	+	R. Notwithstanding the provisions of Section 1104 of this title
	1998	+	and subsection Q of this section and except as provided in
	1999	+	subsections H and M of this section, the first Sixt y Thousand
	2000	+	Dollars ($60,000.00) of all monies collected pursuant to this
	2001	+	section shall be paid by the Oklahoma Tax Commission to the State
	2002	+	Treasurer to be deposited in the General Revenue Fund of the State
	2003	+	Treasury.
541	2004		The next Five Hundred Thousand Dollars ( $500,000.00) of monies
542	2005		collected pursuant to this section shall be paid by the Tax
543	2006		Commission to the State Treasurer to be deposited each fiscal year
544	2007		under the provisions of this section to the credit of the Department
545	2008		of Public Safety Restricted Revolving Fund for the purpose of t he
546	2009		Statewide Law Enforcement Communications System. All other monies
547	2010		collected in excess of Five Hundred Sixty Thousand Dollars

569	2053		Telecommunications System (NLETS) to receive photographs or
570	2054		computerized images may obtain the m through OLETS or through NLETS.
571	2055		Photographs or compute rized images may be obtained by law
572	2056		enforcement one inquiry at a time.

574	2057		The computer system and related equipment acquired for this
575	2058		purpose must conform to industry standards for interoperability and
576	2059		open architecture. The Department of Public Safety may p romulgate
