3845 An Act relating to the Oklahoma Vehicle License and
3946 Registration Act; amending 47 O.S. 2021, Section
4047 1104.1, which relates to the Adaptiv e Grant Program

5057 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5158 SECTION 1. AMENDATORY 47 O.S. 2021, Section 1104.1, is
5259 amended to read as follows:
5360 Section 1104.1 A. Twenty-three Dollars ($23.00) of the fee
5461 authorized by Section 11 35.5 of this title for university or college
5562 supporter license plates which are received each year by the
5663 Oklahoma Tax Commission or its motor license agents shall be
5764 apportioned as follows:
5865 1. Twenty Dollars ($20.00) of the fee for each license plate
5966 designating a particular state university or college shall be
60-apportioned to the particular state university or college so
61-designated on the license plate. Twenty Dollars ($20.00) of the f ee

95+designated on the license plate. Twenty Dollars ($20.00) of the f ee

8997 or college shall be apportioned to the particular private university
9098 or college so designated on the license plate and may be used by the
9199 private university or college as compensation fo r use of the
92100 symbols, words, or letters authorized by the private univ ersity or
93101 college for use on the license plate; and
94102 2. Three Dollars ($3.00) shall be deposited to the Adaptive
95103 Grant Program for Oklahomans with Intellectual Disabilities
96104 Revolving Fund created by this section to be used for educational
97105 purposes.
98106 B. There is hereby created in the State Treasury a revolving
99107 fund for the Department of Human Services to be designated the
100108 "Adaptive Grant Program for Oklahomans with Intellectual
101109 Disabilities Revolving Fund". The fund shall be a continuing fund,
102110 not subject to fiscal year limitations, and shall consist of all
103111 funds deposited therein pursuant to the provisions of paragraph 2 of
104112 subsection A of this section. All monies accruing to the credit of
105113 the fund are hereby appropriated and may be budgeted and expended b y
106114 the Department of Human Services for the administration of the
107115 Adaptive Grant Program for Oklahomans with Intellectual
108116 Disabilities.
109-C. The Director of the Department of Human Service s is hereby
110-directed to promulgate rules to create the Adaptive Grant Program
111-for Oklahomans with Intellectual Disabilities Program to provide
112-financial assistance in adaptation of furnishings, fixtures,

144+C. The Director of the Department of Human Service s is hereby
145+directed to promulgate rules to create the Adaptive Grant Program
146+for Oklahomans with Intellectual Disabilities Program to provide
147+financial assistance in adaptation of furnishings, fixtures,
139148 vehicles, equipment or structures in order to meet a ny special needs
140149 of Oklahomans with intellectual disabilities; provide d, recipients
141150 of grants awarded pursuant to the program shall be limited to those
142151 programs, projects or persons not otherwise qualifying for state or
143152 federal funding. The Department of Human Services is authorized to
144153 contract with a statewide private, non profit foundation certified to
145154 be a 501(c)(3) organization by the Internal Revenue Service for
146155 administration of the program. The Department of Human Services is
147156 hereby directed to cont ract with the Oklahoma City Community
148157 Foundation or other sta tewide, private 501(c)(3) nonprofit
149158 organizations for the administration of this program. Any contract
150159 entered into pursuant to this section shall be exempt from the
151160 Central Purchasing Act.
152161 D. The Director of Human Services shall prepare an annual
153162 report on the program. Such report shall be submitte d to the
154163 Governor, the President Pr o Tempore of the Senate and the Speaker of
155164 the House of Representatives.
156165 SECTION 2. This act shall become effective November 1, 2022.
