50 | 57 | | BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |

51 | 58 | | SECTION 1. AMENDATORY 47 O.S. 2021, Section 1104.1, is |
---|
52 | 59 | | amended to read as follows: |

53 | 60 | | Section 1104.1 A. Twenty-three Dollars ($23.00) of the fee |
---|
54 | 61 | | authorized by Section 11 35.5 of this title for university or college |
---|
55 | 62 | | supporter license plates which are received each year by the |
---|
56 | 63 | | Oklahoma Tax Commission or its motor license agents shall be |
---|
57 | 64 | | apportioned as follows: |

58 | 65 | | 1. Twenty Dollars ($20.00) of the fee for each license plate |
---|
59 | 66 | | designating a particular state university or college shall be |
---|

90 | 98 | | or college so designated on the license plate and may be used by the |

91 | 99 | | private university or college as compensation fo r use of the |

93 | 101 | | college for use on the license plate; and |

94 | 102 | | 2. Three Dollars ($3.00) shall be deposited to the Adaptive |
---|
95 | 103 | | Grant Program for Oklahomans with Intellectual Disabilities |
---|
96 | 104 | | Revolving Fund created by this section to be used for educational |
---|
97 | 105 | | purposes. |
---|
98 | 106 | | B. There is hereby created in the State Treasury a revolving |
---|
99 | 107 | | fund for the Department of Human Services to be designated the |
---|
100 | 108 | | "Adaptive Grant Program for Oklahomans with Intellectual |
---|
101 | 109 | | Disabilities Revolving Fund". The fund shall be a continuing fund, |
---|
102 | 110 | | not subject to fiscal year limitations, and shall consist of all |
---|
103 | 111 | | funds deposited therein pursuant to the provisions of paragraph 2 of |
---|
104 | 112 | | subsection A of this section. All monies accruing to the credit of |
---|
105 | 113 | | the fund are hereby appropriated and may be budgeted and expended b y |
---|
106 | 114 | | the Department of Human Services for the administration of the |
---|
107 | 115 | | Adaptive Grant Program for Oklahomans with Intellectual |
---|
108 | 116 | | Disabilities. |

139 | 148 | | vehicles, equipment or structures in order to meet a ny special needs |
---|
140 | 149 | | of Oklahomans with intellectual disabilities; provide d, recipients |
---|
141 | 150 | | of grants awarded pursuant to the program shall be limited to those |
---|
142 | 151 | | programs, projects or persons not otherwise qualifying for state or |
---|
143 | 152 | | federal funding. The Department of Human Services is authorized to |
---|
144 | 153 | | contract with a statewide private, non profit foundation certified to |
---|
145 | 154 | | be a 501(c)(3) organization by the Internal Revenue Service for |
---|
146 | 155 | | administration of the program. The Department of Human Services is |
---|
147 | 156 | | hereby directed to cont ract with the Oklahoma City Community |
---|
148 | 157 | | Foundation or other sta tewide, private 501(c)(3) nonprofit |
---|
149 | 158 | | organizations for the administration of this program. Any contract |
---|
150 | 159 | | entered into pursuant to this section shall be exempt from the |
---|
151 | 160 | | Central Purchasing Act. |
---|
152 | 161 | | D. The Director of Human Services shall prepare an annual |
---|
153 | 162 | | report on the program. Such report shall be submitte d to the |
---|
154 | 163 | | Governor, the President Pr o Tempore of the Senate and the Speaker of |
---|
155 | 164 | | the House of Representatives. |
---|
156 | 165 | | SECTION 2. This act shall become effective November 1, 2022. |
