52 | 55 | | BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |

53 | 56 | | SECTION 1. AMENDATORY 70 O.S. 2021, S ection 6-101.10, is |
---|
54 | 57 | | amended to read as follows: |

55 | 58 | | Section 6-101.10 A. Each school district board of education |
---|
56 | 59 | | shall maintain and annually review, following cons ultation with or |
---|
57 | 60 | | involvement of representatives s elected by local teachers, a written |
---|
58 | 61 | | policy of evaluation and corresponding professional development for |
---|
59 | 62 | | all teachers and administrators. In those school districts in which |
---|
60 | 63 | | there exists a professional negot iations agreement made in |
---|
61 | 64 | | accordance with Section 509.1 et seq. of this title, the procedure |
---|
62 | 65 | | for evaluating members of the negotiations unit and any standards of |
---|
90 | 94 | | established by the State Board of E ducation shall be negot iable |
---|
91 | 95 | | items. Nothing in t his section shall be construed to annul, modify |
---|
92 | 96 | | or to preclude the renewal or continuing of any existing agreement |
---|
93 | 97 | | heretofore entered into between any school district and any |
---|
94 | 98 | | organizational representative of its employees. Every policy of |
---|
95 | 99 | | evaluation adopted by a board of education shall: |
---|
96 | 100 | | 1. Be based upon a set of minimum criteria developed by the |
---|
97 | 101 | | State Board of Education, which shall be revised and based upon the |
---|
98 | 102 | | Oklahoma Teacher and Leader Effectiveness Ev aluation System (TLE) |
---|
99 | 103 | | developed by the State Boar d of Education as provided in Section 6 - |
---|
100 | 104 | | 101.16 of this title. The revisions to each policy of evaluation |
---|
101 | 105 | | shall be phased in according to the following schedule: |
---|
102 | 106 | | a. for the 2014-2015, 2015-2016 and 2016-2017 school |
---|
103 | 107 | | years, the evaluation rating of teachers and |
---|
104 | 108 | | administrators shall be based on the qualit ative |
---|
105 | 109 | | component of the TLE. For the 2016 -2017 school year, |
---|
106 | 110 | | the State Department of Education shall work with |
---|
107 | 111 | | school districts to develop individualized program s of |
---|
108 | 112 | | professional development as described in sub section B |
---|
109 | 113 | | of this section. However, nothing in this |
---|
110 | 114 | | subparagraph shall preclude a school district with an |
---|
111 | 115 | | average daily attendance of more than thirty -five |
---|
112 | 116 | | thousand (35,000) from continuing to use quantitat ive |
---|
140 | 145 | | own expense prior to the 2015 -2016 school year into |
---|
141 | 146 | | its evaluation system of teachers and administrators, |
---|
142 | 147 | | as defined by the district 's written policy, |

143 | 148 | | b. for evaluations of teachers and administrato rs |

144 | 149 | | conducted during the 2017-2018 school year, an d each |

145 | 150 | | school year thereafter, school districts shall |

146 | 151 | | incorporate and put into operation the qualitative |

147 | 152 | | component of the TLE as provided for in subsection B |

149 | 154 | | used in all school sites within the distric t. For the |

151 | 156 | | thereafter, teachers and administrators shall receive |

152 | 157 | | a district evaluation rating based on the components |
---|
153 | 158 | | of the TLE as set forth in subsection B of S ection 6- |

154 | 159 | | 101.16 of this title. For the 2017 -2018 school year, |

155 | 160 | | school districts shall incorporat e the individualized |

157 | 162 | | subsection B of this section on a pilot program basis, |

250 | 257 | | b. be tailored to address a specific area or criteria |
---|
251 | 258 | | identified through the qualitative component of the |
---|
252 | 259 | | TLE, |
---|
253 | 260 | | c. allow the teacher or administrator to actively engage |
---|
254 | 261 | | with learning practices that are evidence -based, |
---|
255 | 262 | | researched practices that are correlated with |
---|
256 | 263 | | increased student achievement, and |

257 | 264 | | d. be supported by resources that are easily available |
---|
258 | 265 | | and supplied by the school district and the State |
---|
259 | 266 | | Department of Education. |

300 | 308 | | b. individual or faculty studies of books, scho larly |
---|
301 | 309 | | articles and video productions, |

302 | 310 | | c. peer observations, |

303 | 311 | | d. committee studies to address student achievement |
---|
304 | 312 | | issues, |
---|
305 | 313 | | e. work related to a specific subject area or areas |
---|
306 | 314 | | associated with obtaining an advanc ed degree or |
---|
307 | 315 | | professional certification, |

308 | 316 | | f. action research projects designed to improve student |
---|

344 | 353 | | C. All individuals designated by the school district board of |

345 | 354 | | education to conduct th e personnel evaluations shall be required to |
---|
346 | 355 | | participate in training conducted by the State Department of |
---|
347 | 356 | | Education or training provided by the school district using |
---|
348 | 357 | | guidelines and materials developed by the State Department of |
---|
349 | 358 | | Education prior to conductin g evaluations. |
---|
350 | 359 | | D. The State Department of Education shall develop and conduct |
---|
351 | 360 | | workshops pursuant to statewide criteria which train individuals in |
---|
352 | 361 | | conducting evaluations. |
---|
353 | 362 | | E. The State Board of Education shall monitor compliance with |
---|
354 | 363 | | the provisions of this section by school districts. |
---|
355 | 364 | | F. The State Board of Education shall study continued |
---|
356 | 365 | | implementation of the TLE to produce a system that promotes |
---|
357 | 366 | | reflection and professional grow th for teachers and leader s. |
