48160 SECTION 1. AMENDATORY 70 O.S. 2021, Section 698.1, is
49161 amended to read as follows:

51162 Section 698.1 A. The Oklahoma State Regents for Higher
52163 Education are authorized to shall establish and maintain an
53164 incentive scholarship program and teacher employment incentive
54165 program, as funding is available, to encourage the preparation of
55166 public school teachers for prekindergarten throu gh twelfth grade,
56167 including minority teachers, in critical shortage areas for the
57-public schools at one or more of the Ok lahoma all state public
58-higher education institutions or private higher education
59-institutions accredited pursuant to Section 4103 of this title and
60-incentivize employment as public teachers for prekindergarten
61-through twelfth grade in the state for at least five (5) years, to
62-be known as the Oklahoma Future Teacher Scholarship and Employ ment
63-Incentive Program. Prospective teachers, whether planning to pursue
64-an undergraduate teacher education program or to become qualified to
65-teach after earning a bachelor's degree in a critical shortage area,
66-at an accredited Oklaho ma teacher preparation program shall be
67-considered if they have graduated from an Oklahoma high school with
68-a grade point average ranking them in the to p fifteen percent (15%)
69-of their graduating class, meet the higher education admission
70-standards, and declare a major in an approved Oklahoma teacher
71-preparation degree program leading to a standard teaching
72-certificate. To the extent that funds are avail able, scholarships
73-of One Thousand Five Hund red Dollars ($1,500.00) per year, renewable
74-for up to three (3) additional years for qualified students meeting
75-satisfactory academic progress standards in completing a teacher
76-preparation degree program leading to a standard teaching
77-certificate, shall be awarded to cover costs of tuition, general
78-enrollment fees, other fees, books, materials, and services provided
79-by the institution, including ro om and board, in the following
80-manner:

198+Future Teacher Scholarship and Employ ment Incentive Program.

86245 2. Two Thousand Five Hundred Dollars ($2,500.00) for the final
87246 academic year for full-time students who have earned ninety (90) or
88-more credit hours.

90-The maximum amount of scholarship funds awarded as provided in this
91-subsection to any qualified student shall not exceed Five Thousand
92-Five Hundred Dollars ($ 5,500.00).

94250 B. It is the intent of the Ok lahoma Legislature that the
95251 Oklahoma State Regents for Higher Education create a committee
96252 composed of educators, teacher educators from the participating
97253 institutions, other professionals from the shortage area fields, and
98254 representatives of the public sc hools and the State Department of
99255 Education to recommend provide recommendations to the State Regents
100256 the following:

102257 1. Further criteria for the selection of participan ts;

104258 2. Procedures for admission;
105-
106259 3. Procedures and instruments for assessing the effectiveness
107260 of the program; and

109261 4. Any other criteria or procedures deemed neces sary by the
110262 State Regents to improve effectiveness of the program .

112263 The committee shall prepare and deliver a report on the program
113264 to the Legislature on or before July 1 of each year.

115265 C. Each scholarship participant, prior to entry into the
116266 program, shall have agreed to teach in the shortage areas in the an
117267 Oklahoma public schools prekindergarten through twelfth grade school
118268 of this state for a minimum of three (3) five (5) consecutive years

119295 upon graduation and licensure as a teacher. Any scholarship
120296 participant failing to maintain a 2 .5 grade point average, changing
121297 to an inappropriate ineligible area of study, failing to meet
122298 satisfactory academic progress standards, withdrawing or otherwise
123299 leaving school, or failing to meet requirements for licensure and
124300 certification to teach as established by law shall be subject to
125301 disqualification from the program.

127302 D. The Oklahoma State Regents for Higher Education are
128303 authorized to make employment incen tive payments pursuant to the
129304 provisions of this section to program participants who are employed
130305 as traditionally certified teachers in Oklahoma public
131306 prekindergarten through twelfth grade schools following graduation .
132307 Incentive payments may be awarded fo llowing each consecutive year of
133308 satisfactory service as documented by the employing school district,
134-up to five (5) years of service for scholarship recip ients as ENR. H. B. NO. 3564 Page 4
309+up to five (5) years of service for scholarship recip ients as
135310 provided in subsection A of this section, upon graduation from an
136311 accredited Oklahoma teacher preparation degree program. The maximum
137312 amount of employment incentive payments for any qualified
138313 participant shall be Four Thousand Dollars ( $4,000.00) per year for
139314 up to five (5) years, not to exceed a total of Twenty Thousand
140315 Dollars ($20,000.00) per participant.

142316 E. The Oklahoma State Regents for Higher Edu cation shall
143317 require the execution of appropriate contracts with eligible program

146346 shall not be eligible for the employment incentive payments provided
147347 for in this section. The Chancellor of the Oklahoma State Regent s
148348 for Higher Education, with the approval of the State Regent s, may
149349 contract with any other appropriate organization or unit of
150350 government for the administration of the provisions of this section.

152351 F. If sufficient funds are not available for employment
153352 incentive payments to qualified participants during any fiscal year,
154353 the Chancellor may make redu ctions in the payments made to qualified
155354 participants.

157355 G. The Oklahoma State Regents for Higher Education may, at the
158356 time an award is mad e on behalf of the Oklahoma Future Teacher
159357 Scholarship and Employment Incentive Program, set aside funds for
160358 the full commitment made to an eligible student.

162359 H. The Oklahoma State Regents for Higher Education may utilize
163360 Oklahoma Future Teacher Scholarship and Employment Incenti ve Program
164361 designated funds for administration of the program.

166362 SECTION 2. This act shall become effective July 1, 2022.

168363 SECTION 3. It being immediately necessary for the preservation
169364 of the public peace, health or safety, an emergency is hereby
170365 declared to exist, by reason whereo f this act shall take effect and
171366 be in full force from and after it s passage and approval.
