3966 SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -122.3, is

101199 4. Either presents a document from an a ccredited public school
102200 district in this state offering employment in the area of
103201 specialization for which certification is sought on condition that
104202 the person enroll in an alternative placement program approved by
105203 the State Board of Education or declares the intention to seek
106204 employment as a teacher at an accredited public school district in
107205 this state. The certificate granted pursuant to this subsection
108206 shall be considered a "valid certificate of qualification " for the
109207 purposes of Sections 6 -107 and 6-108 of this title, and the holder
110208 of the certificate shall be considered an inductee for the purpose s
111209 of Section 6-195 of this title.

113210 B. An alternative placement teaching certificate shall be
114211 renewed for not more than a maximum of three (3) years upon
115212 presentation of a document from an accredited publi c school district
116213 in this state offering renewed emp loyment in the same area of
117214 specialization and a document from a teacher education institution
118215 verifying satisfactory progress in an appropriate alternative
119216 placement program.

121217 C. Persons enrolled in an a lternative placement program shall:

123218 1. Have never been denied admittance to a teacher education
124219 program approved by the Oklahoma State Regents for Higher Education,
125220 the North Central Association of Colleges an d Schools and by the
126221 Oklahoma Commission for T eacher Preparation to offer teacher
127222 education programs, nor have enrolled in and subsequently failed

128250 courses necessary to successfully meet the minimum requirements of
129251 the program, except those persons who hold a certificate;

131252 2. Have on file with the dire ctor of teacher education at an
132253 Oklahoma institution of higher education a plan for meeting standard
133254 certification requirements within three (3) years; and

135255 3. Participate in an induction program as required in Section
136256 6-195 of this title and have the same duties and responsibilities as
137257 other inductees.

139258 D. The State Board of Education may grant an exception to the
140259 requirements for certification and, upon demonstration by an
141260 individual of specific competency in the subject area of
142261 specialization, may grant a certificate to the individual. The
143262 State Board may establish other requirements necessary to grant
144263 exceptions.

146264 E. The State Board of Education, in consultation with the
147265 Commission for Educational Quality an d Accountability, may grant an
148266 exception to the requirement to complete a subject area examination
149267 for initial certification in a field which does not require an
150268 advanced degree pursuant to this section if the candidate has an
151269 advanced degree in a subject that is substantially comparable to the
152270 content assessed on a subject area examination. The degre e shall be
153271 from an institution accredited by a national or regional accrediting
154272 agency which is recognized by the Secretary of the U.S. Department

158302 F. Student teaching and a prestudent teaching field experience
159303 shall not be required of alternative placement program participants
160304 for standard certifica tion.

162305 G. The State Board of Education shall p romulgate rules
163306 authorizing adjunct teachers who sha ll be persons with distinguished
164307 qualifications in their field. Adjunct teachers shall not be
165308 required to meet standard certification. Adjunct teachers shal l be
166309 limited to two hundred seventy (270) cloc k hours of classroom
167310 teaching per semester.

169311 H. Each teacher education institution shall provide the
170312 Oklahoma Commission for Teacher Preparation an annual report of
171313 information as specified by the Commission re garding participation
172314 in the alternative place ment programs offered by the institution.

174315 I. The Oklahoma Commission for Teacher Preparation shall not
175316 accredit, renew the accreditation of, or otherwise approve any
176317 teacher education program of any institutio n of higher education in
177318 this state that has n ot implemented alternative placement programs
178319 in at least four areas of specialization, including mathematics,

192358 during regular semesters if offered.

194359 J. The criteria specified in subsection I of this section can
195360 be met through a cooperative arrangement entered into by two or more
196361 institutions of higher education.

198362 SECTION 2. AMENDATORY 70 O.S. 2021, Section 6 -122.11, is

299554 district. Induction programs work with i nductees to assist in all
300555 matters concerning cl assroom management and professional developmen t
301556 for that teacher. Induction programs may involve a committee of one
302557 or more mentor teachers, the principal or an assistant principal of
303558 the employing school, on e or more administrators designated by the
304559 school district board of education, a teacher educ ator in a college
305560 or school of education of an insti tution of higher education or an
306561 educator in a department or school outside the institution 's teacher
307562 education unit;

309563 8. "Teacher" means a person defined as a teacher in Section 1 -
310564 116 of this title;

312565 9. "Inductee" means any certified teacher who is employ ed in an
313566 accredited school to serve as a teacher and the school district has

315568 teacher or induction committee. Inductees shall include those

321574 alternative placement teaching certificate according to Section 6 -

328607 10. "Certified teacher" means any teacher who has been issued a
329608 certificate by the Board in accordance with the Oklahoma Teach er
330609 Preparation Act and the rules of the Board;

332610 11. "Mentor teacher" means any teacher who has been appointed
333611 to provide guidance, support, coaching and assis tance to an inductee
334612 employed by the school di strict. A mentor teacher shall be a
335613 current or former classroom teacher and have a minimum of two (2)
336614 years of classroom teaching experience as a certified teache r.

338615 When possible, a mentor teacher shall have p articipated in
339616 mentor teacher professional dev elopment and have expertise in the
340617 teaching field of the inductee;

342618 12. "Higher education faculty " means any individual who is
343619 employed in a teaching capacity in a n institution of higher
344620 education, approved or accredited by the Commission for the
345621 preparation of education personnel; and

347622 13. "Competency examination" means the assessment required in
348623 the Oklahoma Teacher Preparation Act for certification as a teacher
349624 and shall consist of tests over general education, professional
350625 education and subject areas as defined by the Commission for
351626 Educational Quality a nd Accountability.

356656 Section 6-187. A. Prior to July 1, 2014, a competency
357657 examination shall be adopted by the Oklahoma Commission for Teacher

365665 prescribed by the State Board of Education.

367666 The Commission, consistent with the purposes of this section,
368667 shall promulgate rules and procedures to guarantee the
369668 confidentiality of examinat ions.

371669 B. No teacher candidate shall be eligible for certification
372670 until successfully completing the competency examination except
373671 those candidates who make application to the State Board and meet
374672 the criteria for the alternative placement program pursuant to
375673 Section 6-122.3 of this title. Certification shall be limited to
376674 areas of approval in which the certified teacher has successfully
377675 completed the examination. Subject to the provisions of subsection
378676 C of this section, testing for certification for sub jects in which a
379677 teacher candidate or teacher is seeking a minor teachi ng assignment
380678 or an endorsement to teach shall be li mited to the specific subject
381679 area test.

383707 A teacher candidate or teacher may take the general education,
384708 professional education or sub ject area portions of the examination
385709 subject to any limit imposed by t he Commission.

387710 C. 1. Except as otherwise provided for in this subsection, a
388711 teacher may be certified in as many areas as the teacher meets the
389712 necessary requirements provided by law a nd has successfully
390713 completed the subject area portion of the examinati on.

392714 2. Except as otherwise provided for in this par agraph,
393715 certification in early childhood, elementary, or special education
394716 shall require completion of an appropriate teacher educati on program
395717 approved by the Commission.

397718 Any teacher who is certified to teach elementary education may
398719 be certified in early childhood education upon meeting the
399720 requirements provided in law and successful completion of the
400721 appropriate subject area portion of the examination. Any teacher
401722 who is certified to teach early childh ood education may be certified
402723 in elementary educati on upon meeting the requirements provided in
403724 law and successful completion of the appropriate subject area

410758 completion of an accredited teacher preparation program or becomes
411759 alternatively certified to teach through the Troops to Teachers
412760 program may be certified in special edu cation upon meeting the
413761 requirements provided in law and successful completion of the
414762 appropriate subject area portion of the examination. Any special
415763 education teacher who has not completed a Commission -approved
416764 teacher education program in elementary ed ucation or early childhood
417765 education but who has successfully completed the subject area
418766 portion of the examination may be certified in elementary education
419767 or early childhood education for the purpose of providing direct
420768 instruction and serving as the tea cher of record for grading
421769 purposes in special education settings only.

423770 D. The Commission shall o ffer the competency examination at
424771 least four times per calendar year on dates to be established by the
425772 Commission.

427773 E. If a teacher candidate or teacher is a non-native-English
428774 speaker, the Commission sh all offer the subject area competency
429775 examination in the native language of the teacher candidate or
430776 teacher only if the teacher candidate or teacher is employed or has
431777 been offered employment by a school distr ict as a teacher in a
432778 foreign language immersi on program offered by the school district.
433779 If a non-native-English speaker who has received certification in a
434780 subject area after taking the subject area competency examination in
435781 the native language of the sp eaker seeks to add a certification area

440813 to any teacher who has completed a subject area c ompetency
441814 examination in the native language of the teacher as provided for in
442815 this subsection restricting the teacher to teaching on ly in a
443816 foreign language immersion program.

445817 F. The State Board of Educ ation, in consultation with the
446818 Commission for Educa tional Quality and Accountability, may grant an
447819 exception to the requirement to complete a subject area examination
448820 for initial certification in a field which does not require an

821+advanced degree if the ca ndidate has an advanced degree in a subject
450822 that is substantially comparable to the content assessed on a
451823 subject area examination. The advanced degree shall be from an
452824 institution accredited by a national or regional accrediting agency

454826 of Education. The Commission shall provide the Board with the
455827 necessary information to determine comparability.

457828 G. 1. Nothing in the Oklahoma Teacher Prepar ation Act shall
458829 restrict the right of the Stat e Board of Education to issue an
459830 emergency or provisional certificate, as needed. Provided, however,
460831 prior to the issuance of an emergency certificate, the distric t
461832 shall document substantial efforts to employ a teacher who holds a

463861 unable to hire an individual meeting this criteria, the district
464862 shall document efforts to employ an individual with a pro visional or
465863 standard certificate in another cu rricular area with academic
466864 preparation in the field of need. Only after these alternatives
467865 have been exhausted shall the district be allowed to employ an
468866 individual meeting minimum standards as esta blished by the State
469867 Board of Education for the issuance of emergency certificates.

471868 2. The State Board of Education may renew the emergency or
472869 provisional certificate of an individual who has been employed by a
473870 school district board of education for at le ast two (2) years if the
474871 following criteria are met:

476872 a. the individual has been granted an emergency o r
477873 provisional certificate pursuant to paragraph 1 of
478874 this subsection for two (2) years,

480875 b. the individual has not successfully completed the
481876 competency examinations required by this section,

483877 c. the individual submits a portfolio of his or her work
484878 to the State Board of Education, which shall include
485879 evidence of progress toward standard certification,

487880 d. the employing school district board of education
488881 agrees to renew the individual 's contract to teach for

502919 SECTION 5. AMENDATORY 70 O.S. 2021, Section 6-189.2, is

506922 school psychologist or school psychometrist shall be exempt from the
507923 requirement to success fully complete the general education and
508924 professional education portions portion of the competency
509925 examination required pursuant to Sections 6 -187 and 6-190 of this

512927 B. Any person certified as a school psychologist or school
513928 psychometrist pursuant t o a substitution or exemption as provided in
514929 this section shall be required to complete all portio ns of the
515930 competency examination as required pursuant to Sections 6 -187 and 6-
