37	65		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

39	66		SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -122.3, is
40	67		amended to read as follows:

42	68		Section 6-122.3 A. The State Board of Education shall grant an
43	69		alternative placement teaching certificate to a person w ho makes
44	70		application to the Board and mee ts the following criteria:

59	110		Education. The Oklahoma State Regents for Higher
60	111		Education shall be consulted to verify other terminal

65	115		Oklahoma State Regents for Higher Education and has
66	116		qualified work experience in a field that corresponds

79	154		2. Declares the intention to earn standard certification by
80	155		means of an alternative placement prog ram in not more than three (3)
81	156		years. The State Board of Education shall determine the subject
82	157		matter and the number of clock or semester hours required for the
83	158		professional education component for each person maki ng application
84	159		for an alternative placeme nt teaching certificate based on the
85	160		criteria of paragrap h 1 of this subsection.

87	161		The State Board of Education shall establish a core minimum of
88	162		six (6) semester hours or ninety (90) clock hours and a maximum of
89	163		eighteen (18) semester hours or two hundred s eventy (270) clock

92	165		The requirements set forth in this subsection shall exclude all
93	166		student teaching requirements pursuant to the provisions of
94	167		subsection E of this sec tion;

96	168		3. Has passed the general education and subject area portions
97	169		portion of the competency exa mination required in Section 6-187 of
98	170		this title in the area of specialization for which certification is

101	199		4. Either presents a document from an a ccredited public school
102	200		district in this state offering employment in the area of
103	201		specialization for which certification is sought on condition that
104	202		the person enroll in an alternative placement program approved by
105	203		the State Board of Education or declares the intention to seek
106	204		employment as a teacher at an accredited public school district in
107	205		this state. The certificate granted pursuant to this subsection
108	206		shall be considered a "valid certificate of qualification " for the
109	207		purposes of Sections 6 -107 and 6-108 of this title, and the holder
110	208		of the certificate shall be considered an inductee for the purpose s
111	209		of Section 6-195 of this title.

113	210		B. An alternative placement teaching certificate shall be
114	211		renewed for not more than a maximum of three (3) years upon
115	212		presentation of a document from an accredited publi c school district
116	213		in this state offering renewed emp loyment in the same area of
117	214		specialization and a document from a teacher education institution
118	215		verifying satisfactory progress in an appropriate alternative
119	216		placement program.

121	217		C. Persons enrolled in an a lternative placement program shall:

123	218		1. Have never been denied admittance to a teacher education
124	219		program approved by the Oklahoma State Regents for Higher Education,
125	220		the North Central Association of Colleges an d Schools and by the
126	221		Oklahoma Commission for T eacher Preparation to offer teacher
127	222		education programs, nor have enrolled in and subsequently failed

129	251		the program, except those persons who hold a certificate;

131	252		2. Have on file with the dire ctor of teacher education at an
132	253		Oklahoma institution of higher education a plan for meeting standard
133	254		certification requirements within three (3) years; and

135	255		3. Participate in an induction program as required in Section
136	256		6-195 of this title and have the same duties and responsibilities as
137	257		other inductees.

139	258		D. The State Board of Education may grant an exception to the
140	259		requirements for certification and, upon demonstration by an
141	260		individual of specific competency in the subject area of
142	261		specialization, may grant a certificate to the individual. The
143	262		State Board may establish other requirements necessary to grant
144	263		exceptions.
145		-
146	264		E. The State Board of Education, in consultation with the
147	265		Commission for Educational Quality an d Accountability, may grant an
148	266		exception to the requirement to complete a subject area examination
149	267		for initial certification in a field which does not require an
150	268		advanced degree pursuant to this section if the candidate has an
151	269		advanced degree in a subject that is substantially comparable to the
152	270		content assessed on a subject area examination. The degre e shall be
153	271		from an institution accredited by a national or regional accrediting
154	272		agency which is recognized by the Secretary of the U.S. Department

158	302		F. Student teaching and a prestudent teaching field experience
159	303		shall not be required of alternative placement program participants
160	304		for standard certifica tion.

162	305		G. The State Board of Education shall p romulgate rules
163	306		authorizing adjunct teachers who sha ll be persons with distinguished
164	307		qualifications in their field. Adjunct teachers shall not be
165	308		required to meet standard certification. Adjunct teachers shal l be
166	309		limited to two hundred seventy (270) cloc k hours of classroom
167	310		teaching per semester.

169	311		H. Each teacher education institution shall provide the
170	312		Oklahoma Commission for Teacher Preparation an annual report of
171	313		information as specified by the Commission re garding participation
172	314		in the alternative place ment programs offered by the institution.
173		-
174	315		I. The Oklahoma Commission for Teacher Preparation shall not
175	316		accredit, renew the accreditation of, or otherwise approve any
176	317		teacher education program of any institutio n of higher education in
177	318		this state that has n ot implemented alternative placement programs
178	319		in at least four areas of specialization, including mathematics,

190	356		person seeking standard certification through an alternative
191	357		placement program shall be permitted to take necessary course s
192	358		during regular semesters if offered.

194	359		J. The criteria specified in subsection I of this section can
195	360		be met through a cooperative arrangement entered into by two or more
196	361		institutions of higher education.

198	362		SECTION 2. AMENDATORY 70 O.S. 2021, Section 6 -122.11, is
199	363		amended to read as follows:

201	364		Section 6-122.11 Notwithstanding any other provision of the
202	365		law, the State Board of Education shall issue a one -year alternative
203	366		teacher certificate, renewable for up to three (3) years, to teach
204	367		early childhood education or elementary educa tion to any qualified
205	368		candidate who:

207	369		1. a. has successfully completed a terminal degree, such as
208	370		a doctorate of philosophy, a doctorate in education,
209	371		professional doctorates, a master of fine arts degree
210	372		or a master of library science degree, from an
211	373		institution accredited by a national or regional

235	421		training on cognitive science of how students learn to
236	422		read and participated in a yearlong mentorship or
237	423		instructional coaching in reading and classroom
238	424		management provided by the emplo ying school district

271	507		SECTION 3. AMENDATORY 70 O.S. 2021, Section 6 -182, is

274	509		Section 6-182. As used in the Oklaho ma Teacher Preparation Act:

276	510		1. "Board" means the State Board of Education;

278	511		2. "Commission" means the Commission for Educational Quality

305	560		or school of education of an insti tution of higher education or an
306	561		educator in a department or school outside the institution 's teacher

309	563		8. "Teacher" means a person defined as a teacher in Section 1 -
310	564		116 of this title;

312	565		9. "Inductee" means any certified teacher who is employ ed in an
313	566		accredited school to serve as a teacher and the school district has

315	568		teacher or induction committee. Inductees shall include those
316	569		individuals having completed the program of the colle ge or school of
317	570		education of the accredited institution of higher education from
318	571		which the person has been grad uated, and shall have successfully
319	572		completed the competency examination in areas of approval in which
320	573		the inductee seeks certification, those ind ividuals eligible for the
321	574		alternative placement teaching certificate according to Section 6 -
322	575		122.3 of this title, and those individuals issued an emergency or
323	576		provisional certificate according to Section 6 -187 of this title.

328	607		10. "Certified teacher" means any teacher who has been issued a
329	608		certificate by the Board in accordance with the Oklahoma Teach er
330	609		Preparation Act and the rules of the Board;

332	610		11. "Mentor teacher" means any teacher who has been appointed
333	611		to provide guidance, support, coaching and assis tance to an inductee
334	612		employed by the school di strict. A mentor teacher shall be a
335	613		current or former classroom teacher and have a minimum of two (2)
336	614		years of classroom teaching experience as a certified teache r.

338	615		When possible, a mentor teacher shall have p articipated in
339	616		mentor teacher professional dev elopment and have expertise in the
340	617		teaching field of the inductee;

342	618		12. "Higher education faculty " means any individual who is
343	619		employed in a teaching capacity in a n institution of higher
344	620		education, approved or accredited by the Commission for the
345	621		preparation of education personnel; and
346		-
347	622		13. "Competency examination" means the assessment required in
348	623		the Oklahoma Teacher Preparation Act for certification as a teacher
349	624		and shall consist of tests over general education, professional
350	625		education and subject areas as defined by the Commission for
351	626		Educational Quality a nd Accountability.

353	627		SECTION 4. AMENDATORY 70 O.S. 2021, Section 6 -187, is

357	657		examination shall be adopted by the Oklahoma Commission for Teacher

363	663		teacher in the subject area the person is seeking certification to
364	664		teach which shall also inc lude certification as an administrator, as
365	665		prescribed by the State Board of Education.

367	666		The Commission, consistent with the purposes of this section,
368	667		shall promulgate rules and procedures to guarantee the
369	668		confidentiality of examinat ions.
370		-
371	669		B. No teacher candidate shall be eligible for certification
372	670		until successfully completing the competency examination except
373	671		those candidates who make application to the State Board and meet
374	672		the criteria for the alternative placement program pursuant to
375	673		Section 6-122.3 of this title. Certification shall be limited to
376	674		areas of approval in which the certified teacher has successfully
377	675		completed the examination. Subject to the provisions of subsection

445	817		F. The State Board of Educ ation, in consultation with the
446	818		Commission for Educa tional Quality and Accountability, may grant an
447	819		exception to the requirement to complete a subject area examination
448	820		for initial certification in a field which does not require an
449		-	advanced degree if the ca ndidate has an advanced ~~degre e~~ in a subject ~~ENR. H. B. NO. 3658 Page 11~~
	821	+	advanced degree if the ca ndidate has an advanced degree in a subject
450	822		that is substantially comparable to the content assessed on a
451	823		subject area examination. The advanced degree shall be from an
452	824		institution accredited by a national or regional accrediting agency
453	825		which is recognized by the Secretary of the United States Department
454	826		of Education. The Commission shall provide the Board with the
455	827		necessary information to determine comparability.

457	828		G. 1. Nothing in the Oklahoma Teacher Prepar ation Act shall
458	829		restrict the right of the Stat e Board of Education to issue an
459	830		emergency or provisional certificate, as needed. Provided, however,
460	831		prior to the issuance of an emergency certificate, the distric t
461	832		shall document substantial efforts to employ a teacher who holds a

471	868		2. The State Board of Education may renew the emergency or
472	869		provisional certificate of an individual who has been employed by a
473	870		school district board of education for at le ast two (2) years if the
474	871		following criteria are met:

476	872		a. the individual has been granted an emergency o r
477	873		provisional certificate pursuant to paragraph 1 of
478	874		this subsection for two (2) years,

480	875		b. the individual has not successfully completed the
481	876		competency examinations required by this section,

483	877		c. the individual submits a portfolio of his or her work
484	878		to the State Board of Education, which shall include
485	879		evidence of progress toward standard certification,
