4040 An Act relating to schools; amending 70 O.S. 2021,
4141 Section 24-140, which relates to development of
4242 leadership skills for administrators and principals;
4343 providing for modifications and professional
4444 development opportunities for administrators and
4545 principals to increase efficiency and effectiveness ;
4646 allowing use of specifi ed professional development
4747 days; authorizing grant writing training if approved
4848 by superintendent; providing an exemption from
4949 certain professional development training

5656 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5757 SECTION 1. AMENDATORY 70 O.S. 2021, Section 24 -140, is
5858 amended to read as follows:
5959 Section 24-140. A. In an effort to provide more time for
6060 school administrators and principals to perform their employment
6161 duties and meet expectations, there shall be modifica tions and
6262 professional development opportu nities provided and funded to allow
6363 administrators and principals to be more efficient and effective in
6464 their roles.

9191 1. An administrator or princi pal may use a maximum of three (3)
9292 professional development days each school year in lieu of the
9393 professional development required by Section 6 -194 of this title;
9494 provided, that they have completed the initial p rofessional
9595 development training. All costs and fees for the three (3) days
9696 shall be incurred by the school district. If approved by the school
9797 district superintendent, o ne of the days identified in this
9898 paragraph may be designated for grant writing training.
9999 2. Administrators and principals shall complete professional
100100 development training required by Section 6-194 of this title
101101 initially, and thereafter shall be exempt from the annual or
102102 recurring professional development training requirements unless
103103 there is a modification or addition to the requirements.
104104 B. The State Board of Education shall study programs designed
105105 to develop leadership skills for school district administrators and
106106 principals which utiliz e expertise and program availability from
107107 private industry. If funds are available, such program shall b e
108108 adopted and implemented beginning with the 1992 -93 school year.
109109 SECTION 2. This act shall become effective November 1, 2022.
