4947 BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLA HOMA:
5048 SECTION 1. AMENDATORY 47 O.S. 2021, Section 11 -1116, is
5149 amended to read as follows:
5250 Section 11-1116. A. The self-propelled or motor-driven and
5351 operated vehicles des cribed in this section shall be pro hibited from
5452 operating or shall be limited in operation on the streets a nd
5553 highways of this sta te.
5654 B. Self-propelled or motor-driven cycles, known and commonly
5755 referred to as "minibikes" and other similar trade names, sh all be
5856 prohibited from operating on the streets and highwa ys of this state,
5957 except:
6058 1. When used in a parade; or
61-2. When registered, as required by subsection E of Section 1151
62-of this title, and operated in this state by food vendor services

85+2. When registered, as required by subsection E of Section 1151
86+of this title, and operated in this state by food vendor services
9087 upon streets having a speed limit of thirty (3 0) miles per hour or
9188 less.
9289 All minibikes offered for sale in this state shall bear the
9390 following notice to the customer: "This machine is not manufactured
9491 or sold for operation on the public st reets or highways. Since it
9592 is not provided with equipment req uired by law for street or highway
9693 use, all persons are cautioned that a ny operation of this vehicle
9794 upon a public street or highwa y will be in violation of the motor
9895 vehicle laws of this state and will subject the violat or to arrest."
9996 C. Golf carts and utility vehicles, as def ined by Section 1102
10097 of this title, shall not be operated on the streets and highways of
10198 this state except:
10299 1. Golf carts or utility vehicles owned by the Oklahoma Touri sm
103100 and Recreation Department , and operated by employees or agen ts of
104101 the Department or employees of independent management companies
105102 working on behalf of the Department, may be operated on the s treets
106103 and highways of this state during daylight hours or und er rules
107104 developed by the Oklahoma Tourism and Recreation Commi ssion, when
108105 the streets and highways are located within the boundaries o f a
109106 state park. The Department shall have warning signs pl aced at the
110107 entrance and other locations at those state parks allowing golf
111108 carts or utility vehicles to be operated on the s treets and highways
112-of this state located within the boundaries of those state parks.
113-The warning signs shall state that golf cart s and utility vehicles

136+The warning signs shall state that golf cart s and utility vehicles
141137 may be operating on streets and highway s and that motor vehicle
142138 operators shall take special precautio ns to be alert for the
143139 presence of golf carts or utility vehicles on the streets and
144140 highways;
145141 2. The municipal governing body has adopted an ordinance
146142 governing the operation of golf carts an d/or utility vehicles on
147143 city streets; provided, such ordinance s shall include necessa ry
148144 vehicle lighting and safety requirements;
149145 3. Golf carts or utility vehicles may operate on state highway s
150146 only if making a perpendicular crossing of a state highway l ocated
151147 within the boundaries of a municipality which has adopte d an
152148 ordinance governing the operation of golf carts and/or utility
153149 vehicles;
154150 4. The board of county commi ssioners of a county has approved
155151 the operation of golf cart and/or utility vehicle tr affic on
156152 roadways within the county, and:
157153 a. the roadway has a posted speed limit of t wenty-five
158154 (25) miles per hour or less,
159155 b. the roadway is located in an unincorporat ed area, and
160156 c. appropriate signage, cautioning motorists of the
161157 possibility of golf c art or utility vehicle traf fic,
162158 is erected by the board of coun ty commissioners; or
163-5. Street-legal utility vehicles that are register ed as a motor
164-vehicle pursuant to s ubsection B of Section 1 1-171.1 of this act

185+5. Street-legal utility vehicles that are register ed as a motor
186+vehicle pursuant to s ubsection B of Section 1 1-171.1 of this act
192187 title may be operated on the streets and highways of this state .
193188 Provided, however, street-legal utility vehicles shall not be
194189 operated on the National System of Interstate an d Defense Highways
195190 or U.S. highways.
196191 D. All-terrain vehicles shall not be operated on the streets
197192 and highways of this s tate, except:
198193 1. On unpaved roads which are located within the boundaries of
199194 any property of the Forest Service of the United States D epartment
200195 of Agriculture;
201196 2. On highways if:
202197 a. the vehicle needs to make a direct crossing of the
203198 highway while the veh icle is traveling upon a
204199 regularly traveled trail and needs to continue travel
205200 from one area of the trail to another and, if the
206201 vehicle comes to a complete stop, yields the right-of-
207202 way to all oncoming traffic that constitutes an
208203 immediate hazard, and cro sses the highway at an angle
209204 of approximately ninety (90) degre es to the direction
210205 of the street or highway . This exception shall not
211206 apply to divided highways or highways with a posted
212207 speed limit of more than thirty -five (35) miles per
213208 hour in the area of the crossing,
214-b. the vehicle needs to travel on a highway in order to
215-cross a railroad track. In that event, the all -

235+b. the vehicle needs to travel on a highway in order to
236+cross a railroad track. In that event, the all -
243237 terrain vehicle may travel for not more than three
244238 hundred (300) feet on a highway to cross a railroad
245239 track,
246240 c. the operator of the al l-terrain vehicle making the
247241 crossing at a highway has a valid driver license, and
248242 d. the operator of the vehicle makes a crossing on a
249243 highway during daylight hours only;
250244 3. On streets and highways within a municipality if the
251245 municipal governing body ha s adopted an ordinance governing the
252246 operation of golf carts, u tility vehicles or all -terrain vehicles on
253247 streets and highways within t he municipality; or
254248 4. On roadways within unincorporated a reas of a county if those
255249 roadways are not part of the state h ighway system or the National
256250 System of Interstate and Defense Highways; provided, how ever, that
257251 the driver is a licensed driver.
258252 E. Mopeds, as defined by Section 1-133.2 of this title, may be
259253 operated on the streets and highways of this state if:
260254 1. The municipal governing body has adopted an ordinance
261255 governing the operation of mopeds o n city streets; provided, such
262256 ordinances shall include necessary vehicle lighting a nd safety
263257 requirements; or
264-2. The board of county commissioners of a county has appro ved
265-the operation of mop eds on roadways within the county, not including
266-roadways within a municipality.
