5347 BE IT ENACTED BY THE PE OPLE OF THE STATE OF OKLA HOMA:
5448 SECTION 1. NEW LAW A n ew section of law not to be
5549 codified in the Oklahoma Statutes reads as follows:
5650 A. Effective July 1, 20 22, all full-time officers and employees
5751 of the state who were employed by the state on the last working day
5852 of June 2022 shall be awarded an annualized salary increase equal to
5953 three percent (3%) for persons whose gross annual salary as of June
6054 30, 2022, was Eighty Thousand Dollars ( $80,000.00) or less.
6155 B. Except for those pers onnel specifically excluded from
6256 eligibility for any increase or advancement in salary pursuant to
6357 this section, the salary increase provided by this section shall be
6458 applicable to:

92-1. Employees of county health departments;
9386 2. Employees of a conservatio n district; and
9487 3. Employees of the George Nigh Rehabilitation Institute.
9588 C. Employees eligible for the increase provided for in
9689 subsection A of this section who are on leave without p ay on July 1,
9790 2022, shall receive an annualized increase, effective up on their
9891 return to work, but shall not receive any increase for a period of
9992 time prior to their return to work.
10093 D. Employees who leave the state service before July 1, 20 22,
10194 and who are reinstated or reemployed in the state service during
10295 July 2022 without a break in service, who are otherwise eligible for
10396 the pay increase provide d for in this section, shall be granted such
10497 raise effective immediately upon such reinstatement or reemploym ent.
10598 As used in this subsection, "break in service" is defined as a
10699 period of time in excess o f thirty (30) calendar days between two
107100 periods of state employment.
108101 E. The following officers and employees shall be ineligible for
109102 a pay increase pursuant to this section and nothing, except as
110103 otherwise provided by Section 840 -2.17 of Title 74 of the O klahoma
111104 Statutes, shall be construed to authorize an y increase or
112105 advancement of the salaries of:
113106 1. Any elected official;
114107 2. Any cabinet secretary whose salar y is governed by Section
115108 10.5 of Title 74 of the Oklahoma Statutes;

143-3. Any agency director;
144136 4. Any Justice or judge whose salary is governed by t he
145137 provisions of Title 85A of the Oklahoma Statutes or whose
146138 compensation is set by the Board on Judicial Com pensation pursuant
147139 to Section 3.4 of Title 20 of the Oklahoma Stat utes;
148140 5. Any district attorney whose salary is governed by Section
149141 215.30 of Title 19 of the Oklahoma Statutes;
150142 6. Officers and employees of institutions under the
151143 administrative authority of the Oklahoma State Regents for Higher
152144 Education, except for officers and employees of the G eorge Nigh
153145 Rehabilitation Institute;
154146 7. Persons employed pursuant to Section 2241 of Title 74 of the
155147 Oklahoma Statutes;
156148 8. Persons employed pursuant to Section 1.6a of Title 53 of the
157149 Oklahoma Statutes;
158150 9. Persons employed or under contract pursuant to subsection B
159151 of Section 1419 of Title 10 of the Okla homa Statutes; and
160152 10. The Adjutant General and Assistant Adjutants General
161153 pursuant to Section 27 of Tit le 44 of the Oklahoma Statutes.
162154 F. No salary increase pursuant to this s ection shall be made
163155 that exceeds a salary limitation provided in an agency 's annual
164156 appropriation bill or salary limits set by statute.
165157 SECTION 2. This act shall become effective July 1, 2022.
158+SECTION 3. It being immediat ely necessary for the preservation
159+of the public peace, health or safety, an emergency is hereby
