4040 An Act relating to the Oklahoma Department of
4141 Veterans Affairs; amending 72 O.S. 2021, Section
4242 63.10, which relates to training for necessary
4343 personnel of the Department; expanding authorized
4444 training to include private schools and entities;
4545 deleting requirement that the program be in state;
4646 authorizing individual and group tra ining; clarifying
4747 training reimbursement provision ; and providing an
4848 effective date.

5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. AMENDATORY 72 O.S. 2021, Section 63.10, is
5656 amended to read as follows:
5757 Section 63.10 A. The Oklahoma Department of Veterans Affai rs
5858 is hereby authorized to establish within said the Department or
5959 within any of the institutions operated by the Depar tment training
6060 programs to train necessary personnel for the Department or its
6161 institutions, or may arrange for programs with any public or private
6262 school, entity, or institution within this state having available
6363 facilities for training. Training may occur indiv idually pursuant
6464 to the Quality Workforce for Oklahoma's Heroes Act or in groups

9191 pursuant to this section. Funds of the Departme nt or its
9292 institutions may be used to pay salaries or tuition and subsistence
9393 for employees or prospective employees in said training programs,
9494 pursuant to the provisions of subsection B of this section.
9595 B. Any employee or prospective employee who, while receiving
9696 such training, is paid a salary, or for whom tuition and subsistence
9797 are furnished shall enter into a contract with the Department prior
9898 to receiving any payment for sa lary, tuition, or subsistence. The
9999 contract shall be in accordance with the r ules and regulations
100100 promulgated by the Oklahoma Veterans Commission and shall include a
101101 stipulation that, unless the employee or prospective employee
102102 continues in the employ of the Department for a period equivalent of
103103 time that is equal to or greater than the length of the training,
104104 the employee or prospect ive employee shall reimburse the Department
105105 or institution for the amount of money paid to or for him or her by
106106 the Department during the training period.
107107 SECTION 2. This act shall beco me effective November 1, 2022.
