40	40	An Act relating to the Oklahoma Department of
41	41	Veterans Affairs; amending 72 O.S. 2021, Section
42	42	63.10, which relates to training for necessary
43	43	personnel of the Department; expanding authorized
44	44	training to include private schools and entities;
45	45	deleting requirement that the program be in state;
46	46	authorizing individual and group tra ining; clarifying
47	47	training reimbursement provision ; and providing an
48	48	effective date.

54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. AMENDATORY 72 O.S. 2021, Section 63.10, is
56	56	amended to read as follows:
57	57	Section 63.10 A. The Oklahoma Department of Veterans Affai rs
58	58	is hereby authorized to establish within said the Department or
59	59	within any of the institutions operated by the Depar tment training
60	60	programs to train necessary personnel for the Department or its
61	61	institutions, or may arrange for programs with any public or private
62	62	school, entity, or institution within this state having available
63	63	facilities for training. Training may occur indiv idually pursuant
64	64	to the Quality Workforce for Oklahoma's Heroes Act or in groups

91	91	pursuant to this section. Funds of the Departme nt or its
92	92	institutions may be used to pay salaries or tuition and subsistence
93	93	for employees or prospective employees in said training programs,
94	94	pursuant to the provisions of subsection B of this section.
95	95	B. Any employee or prospective employee who, while receiving
96	96	such training, is paid a salary, or for whom tuition and subsistence
97	97	are furnished shall enter into a contract with the Department prior
98	98	to receiving any payment for sa lary, tuition, or subsistence. The
99	99	contract shall be in accordance with the r ules and regulations
100	100	promulgated by the Oklahoma Veterans Commission and shall include a
101	101	stipulation that, unless the employee or prospective employee
102	102	continues in the employ of the Department for a period equivalent of
103	103	time that is equal to or greater than the length of the training,
104	104	the employee or prospect ive employee shall reimburse the Department
105	105	or institution for the amount of money paid to or for him or her by
106	106	the Department during the training period.
107	107	SECTION 2. This act shall beco me effective November 1, 2022.
