AS INTRODUCED 
 
An Act relating to the Oklahoma Department of 
Veterans Affairs; amending 72 O.S. 2021, Section 
63.10, which relates to training for necessary 
personnel of the Department; expanding authorized 
training to include private schools and entities; 
deleting requirement that the program be in state; 
authorizing individual and group tra ining; clarifying 
training reimbursement provision ; and providing an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     72 O.S. 2021, Section 63.10, is 
amended to read as follows: 
Section 63.10 A.  The Oklahoma Department of Veterans Affai rs 
is hereby authorized to establish within said the Department or 
within any of the institutions operated by the Depar tment training 
programs to train necessary personnel for the Department or its 
institutions, or may arrange for programs with any public or private 
school, entity, or institution within this state having available 
facilities for training. Training may occur indiv idually pursuant 
to the Quality Workforce for Oklahoma's Heroes Act or in groups

pursuant to this section.  Funds of the Departme nt or its 
institutions may be used to pay salaries or tuition and subsistence 
for employees or prospective employees in said training programs, 
pursuant to the provisions of subsection B of this section. 
B.  Any employee or prospective employee who, while receiving 
such training, is paid a salary, or for whom tuition and subsistence 
are furnished shall enter into a contract with the Department prior 
to receiving any payment for sa lary, tuition, or subsistence. The 
contract shall be in accordance with the r ules and regulations 
promulgated by the Oklahoma Veterans Commission and shall include a 
stipulation that, unless the employee or prospective employee 
continues in the employ of the Department for a period equivalent of 
time that is equal to or greater than the length of the training, 
the employee or prospect ive employee shall reimburse the Department 
or institution for the amount of money paid to or for him or her by 
the Department during the training period. 
SECTION 2.  This act shall beco me effective November 1, 2022.
