5053 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5154 SECTION 1. AMENDATORY 70 O.S. 2021, Section 628.13, is
5255 amended to read as follows:
5356 Section 628.13 A. 1. The Oklahoma State Regents for Higher
5457 Education, in cooperation with the State Board of Education, shall

56-university courses of eligible high school studen ts in grades nine
57-through twelve who have been approved for concurrent enrollment by
58-their parent or legal guardian and school counselor, or their parent

88-2. The State Regents and State Board shall establish concurrent

9393 B. The State Board of Education in cooperation with the

9999 C. No institution of The Oklahoma State System of Higher
100100 Education shall deny enrollment in any course to any otherwise
101101 eligible high school student, or student of at least thirteen (13)
102102 years of age who is receiving hig h-school-level instruction at home,
103103 who meets the requirements of concurren t enrollment, nor shall any
104104 independent school district prohibit any student who meets the
105105 requirements of concurrent enrollment from participating.
106106 D. 1. Each high school senior who meets the eligibility
107107 requirements for concurrent enrollment shall be e ntitled to receive
108108 a tuition waiver equivalent to the amount of resident tuition for a
109109 maximum of eighteen (18) credit hours in their senior year.
110110 2. Subject to the high school sen ior concurrent enrollment
111111 program being fully funded, each high school juni or who meets the
112+eligibility requirements for concurrent enrollment shall be entitled
113+to receive a tuition waiver equivalent to the amount of resident

138-eligibility requirements for concurrent enrollment shall be entitled
139-to receive a tuition waiver equivalent to the amount of resident
140141 tuition for a maximum of nine (9) credit hours in their junior year,
141142 subject to the availability of funds .
142143 3. Subject to the high school senior concurrent enroll ment
143144 program and the high school junior concurrent enrollment program
144145 being fully funded, each high school freshman and sophomore who
145146 meets the eligibility requiremen ts for concurrent enrollment shal l
146147 be entitled to receive a tuition waiver equivalent to the amount of
147148 resident tuition for a maximum of six (6) credit hours in their
148149 freshman year and a maximum of six (6) credit hours in their
149150 sophomore year, subject to the availability of funds.
150151 4. Tuition waivers provided pursuant to this section shall be
151152 granted without any limitation on the number of waivers granted in
152153 any year other than the amount of funds available for the program
153154 and the number of eligible applican ts.
154155 E. When a student earns co llege credit through concurrent
155156 enrollment, school districts shall provide academic credit for any
156157 concurrently enrolled higher education courses that are correlated
157158 with the academic credit awarded by the institution of high er
158159 education. Academic credit shall only be transcripted as elective
159160 credit if there is no correlation between the concurrent enrollment
160161 higher education course and a course provided by the school
161162 district.
163+F. On or before December 1 of each year, the Ok lahoma State
164+Regents for Higher Education shall issue an annual report on the

188-F. On or before December 1 of each year, the Oklahoma State
189-Regents for Higher Education shall issue an annual report on the
190192 concurrent enrollment program implemented pursuant to this section.
191193 The annual report shall include but not be limited to the following
192194 information:
193195 1. The number of students p articipating in concurrent
194196 enrollment;
195197 2. The number of students participating in concurrent
196198 enrollment who received tuition waivers pursuant to subsection D of
197199 this section;
198200 3. The high school graduati on rate of students described in
199201 paragraphs 1 and 2 of this subsection; and
200202 4. The number of students described in paragraphs 1 and 2 of
201203 this subsection who earned an associate 's degree or a bachelor 's
202204 degree at an institution of higher education.
203205 The annual report shall be posted on the websites of the
204206 Oklahoma State Regents for Higher Education and the State Department
205207 of Education.
206208 SECTION 2. This act shall become effective November 1, 2022.
