HOUSE BILL 4322 	By: Stearman 
 
 
 
 
 
AS INTRODUCED 
 
An Act relating to COVID-19 vaccine advertising; 
defining terms; prohibiting governmental advertising 
for COVID-19 vaccinations; providing penalties; 
providing for codification; and declaring an 
emergency. 
 
 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1-112.1 of Title 63, unless 
there is created a duplication in numbering, reads as follows: 
A.  As used in this act: 
1.  "Advertisement" means any written, printed, digital, or 
animated production used with the intent to a dvertise, promote, 
coerce, or entice individuals to receive the COVID -19 vaccination; 
and 
2.  "COVID-19 vaccine" means any vaccination, booster, or any 
other delivery method created with the intent of preventing the 
COVID-19 disease or limiting the effects o f the COVID-19 disease.

B.  On the effective date of this act, the State Department of 
Health shall not create, produce, publish, aid in the production of, 
or otherwise disseminate any form of advertisement f or the COVID-19 
vaccination. 
C.  Any violation of this section shall result in the State 
Department of Health receiving ten-percent reduction in funding that 
must be taken from the Commissioner, Deputy Commissioner , and 
executive salaries.  This reduction must be removed from mon ies 
appropriated internally for the Commissioner, Deputy Co mmissioner, 
and executive salaries, not to exceed more than one hundred percent 
(100%) of their annual salaries , including bonuses. 
SECTION 2.  It being immediately necessary for the preser vation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage an d approval.
