36172 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

38173 SECTION 1. NEW LAW A new section of law t o be codified
39174 in the Oklahoma Statutes as Section 5060.44 of Title 74, unless
40175 there is created a duplication in numbering, reads as follows:

44203 1. "Applicant organization " means an Oklahoma-based entity that
45204 is a nonprofit research foundation or private enterprise of special

48206 2. "Eligible student" means an individual currently enrolled in
49207 an undergraduate or graduate program at an institution of higher
50208 education who is majoring in a science, technology, engineering, and
51209 mathematics (STEM) based discipline including, but not limited to,
52210 natural sciences, computer science, materials science, engineering,
53211 biomedical, biotechnical, data analytics, finance, math ematics, or a
54-support area related to building successful Oklahoma high-tech
212+support area related t o building successful Oklahoma high tech

57214 B. There is hereby created the Oklahoma Center for the
58215 Advancement of Science and Technology Intern Partnership for STEM
59216 Workforce Pipeline Program to be administered by the Oklahoma Center
60217 for the Advancement of Science and Technology under the governance
61218 of the Oklahoma Science and Technology Research and Development
62219 Board.

64-C. The Oklahoma Center for the Advancement of Science and
65-Technology may award competitive internship funds, th rough
66-professional service contracts , to applicant organizations to hire
67-qualified student interns to participate in innovative industry
68-projects.

220+C. Contingent upon the availab ility of funds, the Oklahoma
221+Center for the Advancement of Science and Technology may award

73253 1. Documentation verifyin g that not less than fifty percent
74254 (50%) of the total direct cost of the proposed project will be
75255 provided by sources other than the Oklahoma Center for the
76256 Advancement of Science and Technolog y and other state-appropriated
77257 money. Such sources may be in th e form of salary, cash, nonstate
78258 grant funds, and other sources of funding as defined by the Oklahoma
79259 Center for the Advancement of Science and Technology ;

81260 2. A description of the potential c ommercial application of and
82261 the industrial sectors that will li kely benefit from the project and
83262 the potential to enhance employme nt opportunities in Oklahoma;

85263 3. An itemized research budget, time line, and research
86264 methodology; and

88265 4. Any other informat ion that may be required by the B oard.

90266 E. The Board shall award professional service contracts after

101274 opportunities within Oklahoma;

104276 provide a positive impact to the applicant organization ; and

106303 5. Does not involve market surveys or research activities that
107304 create fundamental or basic information which lack the potential for
108305 reasonably short-term commercialization .

110306 F. Based upon the information su bmitted by the applicant
111307 organization, external peer review, and such additional
112308 investigation as the staff of the Center shall make, t he Board may
113309 approve such professional service contracts after the Board finds
114310 that:

116311 1. The proposed project is research that leads to innovation,
117312 new knowledge, or technology and is not training or technical
118313 assistance for business firms;

120314 2. The project has a reasonable probability to enhance
121315 employment opportunities within the state; and

123316 3. The project is technically so und and will produce a
124317 measurable result.

126318 G. The Oklahoma Center for the Advancement of Science and
127319 Technology shall promulgate rules necessary to implement and
128320 administer the Program authorized in this section.

130321 SECTION 2. This act shall become effective July 1, 2022.

133323 of the public peace, health or safety, an emergency is hereby
