99 | 99 | | 3. All students shall gain literacy at the elementary and |

100 | 100 | | secondary levels. Studen ts shall develop skills in reading, |
---|
101 | 101 | | writing, speaking, computing and critical thinking. For purposes o f |
---|
102 | 102 | | this section, critical thinking means a manner of analytical |
---|
103 | 103 | | thinking which is logical and uses linear factual analysis to reach |
---|
104 | 104 | | a conclusion. They al so shall learn about cultures and environments |
---|
105 | 105 | | - their own and those of others with whom they share the earth. |
---|
106 | 106 | | Students, therefore, shall study social studies, literature, |
---|
107 | 107 | | languages, the arts, mathematics and science. Such curricula shall |
---|
108 | 108 | | provide for the teaching of a hands-on career exploration progr am in |
---|
109 | 109 | | cooperation with technology center schools. |
---|
110 | 110 | | 4. The subject matter standar ds shall be designed to teach the |
---|
111 | 111 | | competencies for which students shall be tested as provided in |
---|
112 | 112 | | Section 1210.508 of this title, and shall be designed to prepare all |
---|
113 | 113 | | students for active citizenship, employment and/or successful |
---|
114 | 114 | | completion of postsecondary education without the need for remedial |
---|
115 | 115 | | coursework at the postsecondary level. |
---|
145 | 144 | | 6. The subject matter standard s for English Language Ar ts shall |
---|
146 | 145 | | give Classic Literature and nonfiction literatu re equal |
---|
147 | 146 | | consideration to other literature. In addition, emphasis shall be |

154 | 153 | | 8. The subject matter standar ds for history, social st udies and |

156 | 155 | | documents, including the United States Constitution, Declaration of |
---|
157 | 156 | | Independence, Emancipation Pr oclamation, Federalist Pa pers and other |
---|

159 | 158 | | States, and the content of the Uni ted States naturalization test, |
---|

310 | 306 | | ready curriculum as provided for in subsection B of this section. |

311 | 307 | | D. For those students subject to the requirements of subsecti on |

312 | 308 | | C of this section, in order to graduate from a public high school |
---|
313 | 309 | | accredited by the State Board of Education with a standard diploma, |
---|

570 | 561 | | students shall complete the requirements for a personal financial |
---|
603 | 593 | | foreign world languages and two units or sets of competencies of |

604 | 594 | | physical and health education. |
---|
605 | 595 | | 2. No student shall receive credit for high school graduation |
---|
606 | 596 | | more than once for completion o f the same unit or set of |
---|
607 | 597 | | competencies to satisfy the curriculum requi rements of this section. |
---|
608 | 598 | | 3. A school district shall not be required to offer every |
---|
609 | 599 | | course listed in subsections B and D of this section , but shall |
---|
610 | 600 | | offer sufficient courses to allow a st udent to meet the graduation |
---|
611 | 601 | | requirements during the secondary grade y ears of the student. |
---|
612 | 602 | | F. 1. In addition t o the curriculum requirements of eit her |
---|
613 | 603 | | subsection B or D of this section, beginning with nint h graders in |
---|
614 | 604 | | the 2021-22 school year, in order to graduate from a public high |
---|
615 | 605 | | school accredited by the State Board of Ed ucation, students shall |
---|
616 | 606 | | pass the United States naturalization test pursuant to the |
---|
617 | 607 | | provisions of this subsection. |
---|
618 | 608 | | 2. School districts s hall offer the United States |
---|
619 | 609 | | naturalization test to students at least once per school year, |
---|
620 | 610 | | beginning as early as eighth grade at the discretion of the school |
---|
621 | 611 | | district; provided, any student may ret ake the exam upon request, |
---|
654 | 643 | | law, indicates that the student is to be assessed with alternate |
---|
655 | 644 | | achievement standards through the Oklahoma Alternate Assessment |
---|
656 | 645 | | Program (OAAP). |
---|
657 | 646 | | G. For purposes of this section: |
---|
658 | 647 | | 1. "Contextual methodology" means academic content and skills |
---|
659 | 648 | | taught by utilizing real -world problems and projects in a way that |
---|
660 | 649 | | helps students understand the application of that knowledge; |
---|
661 | 650 | | 2. "Qualified agricultural education courses" means courses |
---|
662 | 651 | | that have been determined by the State Bo ard of Education to offer |
---|
663 | 652 | | the sets of competencies for one or more science content areas and |
---|
664 | 653 | | which correspond to academic science courses. Qualified |
---|
665 | 654 | | agricultural education cours es shall include, but are not limited |
---|
666 | 655 | | to, Horticulture, Plant and Soil Science , Natural Resources and |
---|
667 | 656 | | Environmental Science, and Animal Science. The courses shall be |
---|
668 | 657 | | taught by teachers certified in agricultural education and comply |
---|
669 | 658 | | with all rules of the O klahoma Department of Career and Technolog y |
---|
670 | 659 | | Education; |
---|
671 | 660 | | 3. "Rigor" means a level of difficulty that is thorough, |
---|
672 | 661 | | exhaustive and accurate and is appropriate for the grade level; |
---|
705 | 693 | | 5. "Unit" means a Carnegie Unit as defined by the North C entral |
---|
706 | 694 | | Association's Commission on Schools . |
---|
707 | 695 | | H. 1. The State Board of Educati on shall adopt a plan to |
---|
708 | 696 | | ensure that rigor is maintained i n the content, teaching |
---|
709 | 697 | | methodology, level of expectations for student achievement, and |
---|
710 | 698 | | application of learning in all t he courses taught to meet the |
---|
711 | 699 | | graduation requirements as specified in this sec tion. |
---|
712 | 700 | | 2. The State Board of Education shall allow as much flexibility |
---|
713 | 701 | | at the district level as is possible without diminishing the rigor |
---|
714 | 702 | | or undermining the intent of providing t hese courses. To accomplish |
---|
715 | 703 | | this purpose, the State Department of Education s hall work with |
---|
716 | 704 | | school districts in reviewing and approving courses taught by |
---|
717 | 705 | | districts that are not specifically listed in subsections B and D of |
---|
718 | 706 | | this section. Options may inclu de, but shall not be limited to, |
---|
719 | 707 | | courses taken by concurrent enrollment, advan ced placement, or |
---|
720 | 708 | | correspondence, or courses bearing diffe rent titles. |
---|
721 | 709 | | 3. The State Board of Education shall approve an advanced |
---|
722 | 710 | | placement computer science course to meet the re quirements of course |
---|
723 | 711 | | competencies listed i n paragraph 2 of subsection B of thi s section |
---|
756 | 743 | | the State Board of Education and the independent district board of |
---|
757 | 744 | | education. Students in th e tenth grade may be allowed to attend |
---|
758 | 745 | | these programs for up to one-half (1/2) of a school day and credit |
---|
759 | 746 | | for the units or sets of compe tencies required in paragraphs 2, 3 |
---|
760 | 747 | | and 6 of subsection B or D of this section shall be given if the |
---|
761 | 748 | | courses are taught by a teacher certified in the secondary su bject |
---|
762 | 749 | | area; provided, credit for uni ts or sets of competencies pursuant to |
---|
763 | 750 | | subsection B of this section shall be approved for college admission |
---|
764 | 751 | | requirements. |
---|
765 | 752 | | 5. If a student enrolls in a concurrent course, the sch ool |
---|
766 | 753 | | district shall not be responsible for any costs incurred for that |
---|
767 | 754 | | course, unless the school district does not offer enough course |
---|
768 | 755 | | selection during the student's secondary grade years to allow the |
---|
769 | 756 | | student to receive the courses needed to meet the gradua tion |
---|
770 | 757 | | requirements of this section. If the school district does not offer |
---|
771 | 758 | | the necessary course selection during the student 's secondary grade |
---|
772 | 759 | | years, it shall be responsible for the cost of resident tuition at |
---|
773 | 760 | | an institution in The Oklahoma State System of Higher Education, |
---|
807 | 793 | | the concurrent enrollment course and enrollment procedures for that |
---|
808 | 794 | | student. It is further t he intent of the Legislature that fees for |
---|
809 | 795 | | student activities and student serv ice facilities, including the |
---|
810 | 796 | | student health care and cult ural and recreational service fees, not |
---|
811 | 797 | | be charged to such students. |
---|
812 | 798 | | 6. Credit for the units or sets of competencies re quired in |
---|
813 | 799 | | subsection B or D of this sectio n shall be given when such units or |
---|
814 | 800 | | sets of competencies are taken prior to ninth grade if the teachers |
---|
815 | 801 | | are certified or authorized to teach the subjects for high school |
---|
816 | 802 | | credit and the required rigor is maintained. |
---|
817 | 803 | | 7. The three units or sets of competenci es in mathematics |
---|
818 | 804 | | required in subsection B or D of this section shall be completed in |
---|
819 | 805 | | the ninth through twelfth grades. If a student completes any |
---|
820 | 806 | | required courses or sets of competencies in mathematics prior to |
---|
821 | 807 | | ninth grade, the student may take any other mathematics courses or |
---|
822 | 808 | | sets of competencies to fulfill the requirement to complete three |
---|
823 | 809 | | units or sets of competencies in grades nine through twelve after |
---|
858 | 843 | | scheduling or other scheduling structure that all ows for instruction |
---|
859 | 844 | | in sets of competencies, of rigorous academic and/or rigorous |
---|
860 | 845 | | vocational courses each day, which may include arts, vocal and |
---|
861 | 846 | | instrumental music, speech classes, and physical educ ation classes. |
---|
862 | 847 | | J. 1. Academic and vocational -technical courses designed to |
---|
863 | 848 | | offer sets of competencies integrated or embedded within the courses |
---|
864 | 849 | | that provide for the teaching an d learning of the appropriate skills |
---|
865 | 850 | | and knowledge in the subject matter stand ards, as adopted by the |
---|
866 | 851 | | State Board of Education, may, upo n approval of the Board, in |
---|
867 | 852 | | consultation with the Oklahoma Department of Career and Technology |
---|
868 | 853 | | Education if the courses are offered at a technology center school |
---|
869 | 854 | | district, be counted for academic cr edit and toward meeting the |
---|
870 | 855 | | graduation requirements of thi s section. |
---|
871 | 856 | | 2. Internet-based courses offered by a technology center school |
---|
872 | 857 | | that are taught by a certified teacher and p rovide for the teaching |
---|
873 | 858 | | and learning of the appropriate skills and knowledge i n the subject |
---|
874 | 859 | | matter standards may, upon approval of the S tate Board of Education |
---|
909 | 893 | | of Career and Technology Education if the courses are offered at a |
---|
910 | 894 | | technology center school district, if such courses incorporate |
---|
911 | 895 | | standards of nationally recognized professional organizations and |
---|
912 | 896 | | are taught by certified teachers. |

913 | 897 | | 4. Courses offered by a supplemental education or ganization |
---|
914 | 898 | | that is accredited by a national accrediting bo dy and that are |
---|
915 | 899 | | taught by a certified teacher and provide for the teaching and |
---|
916 | 900 | | learning of the appropriate skills and kn owledge in the subject |
---|
917 | 901 | | matter standards may, upon approval of the State Board of Education |
---|
918 | 902 | | and the school district board of education, b e counted for academic |
---|
919 | 903 | | credit and toward meeting the graduation requirements of this |
---|
920 | 904 | | section. |
---|
921 | 905 | | K. The State Board of Edu cation shall provide an option for |
---|
922 | 906 | | high school graduation based upon attainmen t of the desired levels |
---|
923 | 907 | | of competencies as required in tes ts pursuant to the provisions of |
---|
924 | 908 | | Section 1210.508 of this title. Such option shall be in lieu of the |
---|
925 | 909 | | amount of course credits earned. |
---|
960 | 943 | | education program for that student shall be awarded a standard |

1069 | 1050 | | Oklahoma Academic Standards for Computer S cience. Instruction may |

1071 | 1052 | | integration in other courses. |

1072 | 1053 | | D. Each course or offering required by subsection C of this |

1074 | 1055 | | 1. Be aligned to the Oklahoma Academic Standards for C omputer |

1075 | 1056 | | Science and current research-based instructional practices; |

1076 | 1057 | | 2. Be of high quality, as defined by the State Board of |

1111 | 1091 | | and district during the previous school yea r. The report shall |

1117 | 1097 | | and technology educati on, virtual school, and other variations or |

1119 | 1099 | | 3. Educator qualifications including, but not limited to, area |

1120 | 1100 | | of certification, micro -credential, endorsement, highest academic |
---|
1121 | 1101 | | degree, and National Board certification ; and |

1122 | 1102 | | 4. Aggregate data on the following: |

1123 | 1103 | | a. the number and percentage of students wh o enrolled in |
---|
1124 | 1104 | | each computer science course, disaggregated by |
---|
1125 | 1105 | | demographics including, but not limited to, special |
---|
1126 | 1106 | | education status, English language learne r status, |
---|
1127 | 1107 | | eligibility for free and reduced-price meals, race, |
---|
1128 | 1108 | | and ethnicity, and |
