5960 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6061 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11-103.6, is
6162 amended to read as follows:
6263 Section 11-103.6 A. 1. The State Boa rd of Education shall
6364 adopt subject matter standards for instruction of students in the
6465 public schools of this state that are ne cessary to ensure there is
6566 attainment of desired levels of competencies in a variety of areas

9595 2. School districts shall develop and implement curriculum,
9696 courses and instruction in order to ensure that students meet the
9797 skills and competencies as set forth in this section and in t he
9898 subject matter standar ds adopted by the State Board of Education.
9999 3. All students shall gain literacy at the elementary and
100100 secondary levels. Studen ts shall develop skills in reading,
101101 writing, speaking, computing and critical thinking. For purposes o f
102102 this section, critical thinking means a manner of analytical
103103 thinking which is logical and uses linear factual analysis to reach
104104 a conclusion. They al so shall learn about cultures and environments
105105 - their own and those of others with whom they share the earth.
106106 Students, therefore, shall study social studies, literature,
107107 languages, the arts, mathematics and science. Such curricula shall
108108 provide for the teaching of a hands-on career exploration progr am in
109109 cooperation with technology center schools.
110110 4. The subject matter standar ds shall be designed to teach the
111111 competencies for which students shall be tested as provided in
112112 Section 1210.508 of this title, and shall be designed to prepare all
113113 students for active citizenship, employment and/or successful
114114 completion of postsecondary education without the need for remedial
115115 coursework at the postsecondary level.

142+5. The subject matter standards shall be designe d with rigor as

145144 6. The subject matter standard s for English Language Ar ts shall
146145 give Classic Literature and nonfiction literatu re equal
147146 consideration to other literature. In addition, emphasis shall be
148147 given to the study of complete works of lite rature.
149148 7. At a minimum, the subject matter standards for mathematics
150149 shall require mastery of the standard algorithms in mathematics,
151150 which is the most logical, efficient way of solving a problem that
152151 consistently works, and for students to attain fluenc y in Euclidian
153152 geometry.
154153 8. The subject matter standar ds for history, social st udies and
155154 United States Government shall include study o f important historical
156155 documents, including the United States Constitution, Declaration of
157156 Independence, Emancipation Pr oclamation, Federalist Pa pers and other
158157 documents with significant history and h eritage of the United
159158 States, and the content of the Uni ted States naturalization test,
160159 with an emphasis on the specific content of the test and the ideas
161160 and concepts it refer ences. Beginning with th e 2022-2023 school
162161 year, the United States naturalizati on test shall be administered in
163162 accordance with subsect ion F of this section.
164163 9. The subject matter standards for United States Government
165164 shall include an emphasis on civics , the structure and relat ionship
166165 between the national, state, county and local g overnments and
167-simulations of the democratic process. For the purposes of this
168-section, "civics" means the study of the rights and duties of

198196 10. The subject matter standards for compu ter science shall

202200 B. Subject to the provisions of subsection C of this section,
203201 in order to graduate from a publi c high school accredited by the
204202 State Board of Education with a standard diploma, students shall
205203 complete the following college preparatory/work rea dy curriculum
206204 units or sets of competencies at the secondary level:
207205 1. Four units or sets of competencies o f English to include
208206 Grammar, Composition, Literature, o r any English course approved for
209207 college admission requirements;
210208 2. Three units or sets of competencies of mathematics , limited
211209 to Algebra I, Algebra II, Geometry, Tri gonometry, Math Analysis,

297293 7. One unit or set of competencies of fine arts, such as music,
298294 art, or drama, or one unit or set of competencies of speech.
299295 C. In lieu of the requirements of subsection B of this sect ion
300296 which requires a coll ege preparatory/work ready curriculum, a
301297 student may enroll in the core curriculum as provided in subsection
302298 D of this section upon written approval of th e parent or legal
303299 guardian of the student. For students under the age of eighte en
304300 (18) school districts shall require a parent or legal guardian of
305301 the student to meet with a designee of the school prior to
306302 enrollment in the core curriculum. The State De partment of
307303 Education shall develop and distribute to s chool districts a form
308304 suitable for this purpose, which shall include information on the
309305 benefits to students of completing the college preparatory/work
310306 ready curriculum as provided for in subsection B of this section.
311307 D. For those students subject to the requirements of subsecti on
312308 C of this section, in order to graduate from a public high school
313309 accredited by the State Board of Education with a standard diploma,
314310 students shall complete the following c ore curriculum units or sets
315311 of competencies at the sec ondary level:
316312 1. Language Arts – Four units or sets of competencies, to
317313 consist of one unit or set of competencies of grammar and
318-composition, and three units or sets of competencies which may
319-include, but are not limited to, the following courses:

391+promulgate rules to define the provisions of this act
392+related to the accepted industry -valued credentials
399393 which are industry-endorsed or industry-aligned. The
400394 list of accepted industry-valued credentials shall be
401395 reviewed annually and updated at least every three (3)
402396 years by the Board,
403397 h. (1) contextual mathematics courses which enhance
404398 technology preparation, or
405399 (2) a science, technology, en gineering and math
406400 (STEM) block course meeting the requirements for
407401 course competencies listed in paragraph 2 of
408402 subsection B of this section, whether taught at
409403 a:
410404 (a) comprehensive high school, or
411405 (b) technology center school when taken in the
412406 tenth, eleventh or twelfth grade, ta ught by
413407 a certified teacher, and approved by the
414408 State Board of Education and the independent
415409 district board of education,
416410 i. mathematics courses taught at a technology center
417411 school by a teacher certified in the secondary subject

567558 E. 1. In addition to the curriculum requirements of either
568559 subsection B or D of this section, in order to gr aduate from a
569560 public high school accredite d by the State Board of Education
570561 students shall complete the requirements for a personal financial
571-literacy passport as set forth in the Passport to Financial Literacy
572-Act and any additional course requirements or recommended elective
573-courses as may be es tablished by the State Board of Education and
574-the district school board. School districts shall stron gly

605595 2. No student shall receive credit for high school graduation
606596 more than once for completion o f the same unit or set of
607597 competencies to satisfy the curriculum requi rements of this section.
608598 3. A school district shall not be required to offer every
609599 course listed in subsections B and D of this section , but shall
610600 offer sufficient courses to allow a st udent to meet the graduation
611601 requirements during the secondary grade y ears of the student.
612602 F. 1. In addition t o the curriculum requirements of eit her
613603 subsection B or D of this section, beginning with nint h graders in
614604 the 2021-22 school year, in order to graduate from a public high
615605 school accredited by the State Board of Ed ucation, students shall
616606 pass the United States naturalization test pursuant to the
617607 provisions of this subsection.
618608 2. School districts s hall offer the United States
619609 naturalization test to students at least once per school year,
620610 beginning as early as eighth grade at the discretion of the school
621611 district; provided, any student may ret ake the exam upon request,
622-and as often as desired, until earning a passing score. For
623-purposes of this subsection, a passing score shall be 60 out of 100
624-questions.
625-3. School districts shall exempt students with disab ilities
626-whose individualized educati on program (IEP), consistent with state

641+3. School districts shall exempt students with disab ilities
642+whose individualized educati on program (IEP), consistent with state
654643 law, indicates that the student is to be assessed with alternate
655644 achievement standards through the Oklahoma Alternate Assessment
656645 Program (OAAP).
657646 G. For purposes of this section:
658647 1. "Contextual methodology" means academic content and skills
659648 taught by utilizing real -world problems and projects in a way that
660649 helps students understand the application of that knowledge;
661650 2. "Qualified agricultural education courses" means courses
662651 that have been determined by the State Bo ard of Education to offer
663652 the sets of competencies for one or more science content areas and
664653 which correspond to academic science courses. Qualified
665654 agricultural education cours es shall include, but are not limited
666655 to, Horticulture, Plant and Soil Science , Natural Resources and
667656 Environmental Science, and Animal Science. The courses shall be
668657 taught by teachers certified in agricultural education and comply
669658 with all rules of the O klahoma Department of Career and Technolog y
670659 Education;
671660 3. "Rigor" means a level of difficulty that is thorough,
672661 exhaustive and accurate and is appropriate for the grade level;
673-4. "Sets of competencies " means instruction in those skills and
674-competencies that are specified in the subject matter st andards
675-adopted by the State Board o f Education and other skills and
676-competencies adopted by the Board, without regard to specified
677-instructional time; and

688+4. "Sets of competencies " means instruction in those skills and
689+competencies that are specified in the subject matter st andards
690+adopted by the State Board o f Education and other skills and
691+competencies adopted by t he Board, without regard to specified
692+instructional time; and
705693 5. "Unit" means a Carnegie Unit as defined by the North C entral
706694 Association's Commission on Schools .
707695 H. 1. The State Board of Educati on shall adopt a plan to
708696 ensure that rigor is maintained i n the content, teaching
709697 methodology, level of expectations for student achievement, and
710698 application of learning in all t he courses taught to meet the
711699 graduation requirements as specified in this sec tion.
712700 2. The State Board of Education shall allow as much flexibility
713701 at the district level as is possible without diminishing the rigor
714702 or undermining the intent of providing t hese courses. To accomplish
715703 this purpose, the State Department of Education s hall work with
716704 school districts in reviewing and approving courses taught by
717705 districts that are not specifically listed in subsections B and D of
718706 this section. Options may inclu de, but shall not be limited to,
719707 courses taken by concurrent enrollment, advan ced placement, or
720708 correspondence, or courses bearing diffe rent titles.
721709 3. The State Board of Education shall approve an advanced
722710 placement computer science course to meet the re quirements of course
723711 competencies listed i n paragraph 2 of subsection B of thi s section
724-if the course is taken in a student's senior year and the student is

762749 area; provided, credit for uni ts or sets of competencies pursuant to
763750 subsection B of this section shall be approved for college admission

765752 5. If a student enrolls in a concurrent course, the sch ool
766753 district shall not be responsible for any costs incurred for that
767754 course, unless the school district does not offer enough course
768755 selection during the student's secondary grade years to allow the
769756 student to receive the courses needed to meet the gradua tion
770757 requirements of this section. If the school district does not offer
771758 the necessary course selection during the student 's secondary grade
772759 years, it shall be responsible for the cost of resident tuition at
773760 an institution in The Oklahoma State System of Higher Education,
774-fees, and books for the concurrent enrollment course, and pr oviding
775-for transportation to and from the institution to the school site.

818804 required in subsection B or D of this section shall be completed in
819805 the ninth through twelfth grades. If a student completes any
820806 required courses or sets of competencies in mathematics prior to
821807 ninth grade, the student may take any other mathematics courses or
822808 sets of competencies to fulfill the requirement to complete three
823809 units or sets of competencies in grades nine through twelve after
824-the student has satisfied the requirements of subsection B or D of
825-this section.

917901 matter standards may, upon approval of the State Board of Education
918902 and the school district board of education, b e counted for academic
919903 credit and toward meeting the graduation requirements of this
920904 section.
921905 K. The State Board of Edu cation shall provide an option for
922906 high school graduation based upon attainmen t of the desired levels
923907 of competencies as required in tes ts pursuant to the provisions of
924908 Section 1210.508 of this title. Such option shall be in lieu of the
925909 amount of course credits earned.
926-L. The State Board of Educ ation shall prescribe, adopt and

970953 P. Any student who successfully completes an advanced
971954 mathematics or science course offered pursuant to Section 1210.404
972955 of this title shall be g ranted academic credit toward meetin g the
973956 graduation requirements pursuant to paragraph 2 or 3 , as
974957 appropriate, of subsection B or D of this section.
975958 Q. For purposes of this section, the courses approved for
976959 college admission requirements shall be courses which are approved
977-by the Oklahoma State Regents for Higher Education for admission to
978-an institution within The Oklahoma State System of Higher Education.
979-R. Students who have been denied a standard diploma by t he
980-school district in which the student is or was enrolled for failing
981-to meet the requirements of this section may re-enroll in the school
982-district that denied the student a standard diploma following the

10181000 S. The State Department of Education shall collect and report
10191001 data by school site and distr ict on the number of students who
10201002 enroll in the core curriculum as provided in subsection D of this
10211003 section.
10221004 SECTION 2. AMENDATORY 70 O.S. 2021, Section 11 -103.6m,
10231005 is amended to read as follows:
10241006 Section 11-103.6m A. The State Department of Education shall
10251007 develop by December 31, 2019, a rubric for compute r science programs
10261008 in elementary, middle and high schools to serve as a guide to
10271009 schools for implementing quality computer science programs.
1028-B. The rubric shall include but not be limited to the following

10711052 integration in other courses.
10721053 D. Each course or offering required by subsection C of this
10731054 section shall:
10741055 1. Be aligned to the Oklahoma Academic Standards for C omputer
10751056 Science and current research-based instructional practices;
10761057 2. Be of high quality, as defined by the State Board of
10771058 Education; and
1078-3. Be offered in an in-person setting or as a virtual or
