4342 An Act relating to teachers; amending 70 O.S. 2021,

5758 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKL AHOMA:
5859 SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -204.1, is
5960 amended to read as follows:
6061 Section 6-204.1 For purposes of the Education Leadership
6162 Oklahoma Act:
6263 1. "Salary bonus" means additional monies granted to eligible
6364 teachers as provided for in subsection I of Sect ion 6-204.2 of this
6465 title maintaining National Board certification;
65-2. "Salary increment" means the National Board certification
66-salary category as set forth in Section 3 18-114.14 of this act

92+2. "Salary increment" means the National Board certification
93+salary category as set forth in Section 3 18-114.14 of this act

105105 7. "Teacher" means a classroom teacher, counselor, or librarian
106106 employed by a public school district on a full-time basis;
107107 8. "Digital badge" means a web-based artifact that contains
108108 metadata which documents a teacher's completion of a specific skill
109109 or set of skills and can be shared and verified electronically;
110110 9. "Endorsement" means a certification earned by a certified
111111 teacher who completes a micro-credential stack which, where
112112 applicable, may be used in lieu of the subject area competency
113113 examination required by Section 6-187 of this title for subject
114114 areas that are substantially equal to the content covered in a
115115 stack;
116-10. "Micro-credential" means a postsecondary credential to

142+10. "Micro-credential" means a postsecondary credential to
143+support teacher instruction comprised of a coherent set of
145144 measurable activities or pr ojects that provide specific career
146145 critical skills, competencies, and knowledge that ca n be readily
147146 implemented in a school setting. Micro-credentials may be used to
148147 meet the professional development program requirements established
149148 in Section 6-194 of this title; and
150149 11. "Micro-credential stack" or "stack" means a series of
151150 micro-credentials that collectively address a broad range of
152151 content-area knowledge or skills and which may be completed to earn
153152 an endorsement.
154153 SECTION 2. AMENDATORY 70 O.S. 2021, Section 6-212, is
155154 amended to read as follows:
156155 Section 6-212. A. The State Department of Education in
157156 coordination with the Commission for Educational Quality and
158157 Accountability shall establish a micro -credential program within one
159158 hundred twenty (120) days after the effective date of this act for
160159 the purpose of permitting any teacher candidate or certified teacher
161160 who holds a certificate to teach to complete additional coursew ork
162161 and earn micro-credentials in science, technology, engineeri ng and
163162 mathematics (STEM) endorsement areas including computer science.
164163 The micro-credential program shall include, but is not limited to:
165164 1. Micro-credential stacks supporting science, technology,
166165 engineering, and mathematics ( STEM) integration, provided any

192+endorsements earned upon completion sh all not substitute for the
195193 subject area competency examinations in science, technology ,
196194 engineering, and mathematics;
197195 2. Endorsements for Elementary Computer Science and Secondary
198196 Computer Science; and
199197 3. A micro-credential for the purpose of permitting any teacher
200198 to complete additional cours ework to earn a micro -credential in
201199 dyslexia.
202200 B. The State Department of Educatio n and, in consultation with
203201 the Commission for Educational Q uality and Accountability and the
204202 Oklahoma State Regents for Higher Education, shall convene a working
205203 group including pertinent education stakeholders to determine how if
206204 any micro-credential awarded pursuant to a ny micro-credential
207205 program established pursuant to subsection A of this section will
208206 may be used and such uses shall include:
209207 1. To award add-on endorsements to teachers in STEM endorsement
210208 areas including computer science;
211209 2. In in lieu of the subject area co mpetency examination
212210 required by Section 6-187 of Title 70 of the Oklahoma Statutes this
213211 title; and
214212 3. To meet the professional development program requirements
215213 established in Section 6 -194 of Title 70 of the Oklahoma Statutes .
216214 C. Any course offered thro ugh a micro-credential program
217215 established pursuant to subsection A of this section may be offered

247244 D. The State Board of Education , in consultation with the
248245 Commission for Educa tional Quality and Accountability and the
249246 Oklahoma State Regents for Higher Education, shall promulgate rules
250247 as necessary to implement the micro-credential program and ensure
251248 that rigor and content adequately prepares teachers to provide
252249 quality instruction.
253250 SECTION 3. This act shall become effective N ovember 1, 2022.
