46	45		70 O.S. 2021, Section 6 -212, which relates to a
47	46		micro-credential program for teachers ; restricting
48	47		program eligibility to certif ied teachers; including
49	48		certain micro-credential stacks, endorsements, and
50	49		micro-credentials in program; modifying how awarded
51	50		micro-credentials may be used; authorizing rule
52	51		promulgation to implement program ; and providing an

57	58		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKL AHOMA:
58	59		SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -204.1, is
59	60		amended to read as follows:
60	61		Section 6-204.1 For purposes of the Education Leadership
61	62		Oklahoma Act:
62	63		1. "Salary bonus" means additional monies granted to eligible
63	64		teachers as provided for in subsection I of Sect ion 6-204.2 of this
64	65		title maintaining National Board certification;
65		-	2. "Salary increment" means the National Board certification
66		-	salary category as set forth in Section 3 18-114.14 of this act

	92	+	2. "Salary increment" means the National Board certification
	93	+	salary category as set forth in Section 3 18-114.14 of this act
94	94		title which is granted to eligible teachers as provided for in
95	95		subsection I of Section 6-204.2 of this title maintaining National
96	96		Board certification;
97	97		3. "Certification" means National Board certification;
98	98		4. "Commission" means the Oklahoma Commission for Teacher
99	99		Preparation;
100	100		5. "National Board" means the National Board for Professional
101	101		Teaching Standards;
102	102		6. "National Board certification " means National Board
103	103		certification as provided by the National Board for Professional
104	104		Teaching Standards; and
105	105		7. "Teacher" means a classroom teacher, counselor, or librarian
106	106		employed by a public school district on a full-time basis;
107	107		8. "Digital badge" means a web-based artifact that contains
108	108		metadata which documents a teacher's completion of a specific skill
109	109		or set of skills and can be shared and verified electronically;
110	110		9. "Endorsement" means a certification earned by a certified
111	111		teacher who completes a micro-credential stack which, where
112	112		applicable, may be used in lieu of the subject area competency
113	113		examination required by Section 6-187 of this title for subject
114	114		areas that are substantially equal to the content covered in a
115	115		stack;
116		-	10. "Micro-credential" means a postsecondary credential to

	142	+	10. "Micro-credential" means a postsecondary credential to
	143	+	support teacher instruction comprised of a coherent set of
145	144		measurable activities or pr ojects that provide specific career
146	145		critical skills, competencies, and knowledge that ca n be readily
147	146		implemented in a school setting. Micro-credentials may be used to
148	147		meet the professional development program requirements established
149	148		in Section 6-194 of this title; and
150	149		11. "Micro-credential stack" or "stack" means a series of
151	150		micro-credentials that collectively address a broad range of
152	151		content-area knowledge or skills and which may be completed to earn
153	152		an endorsement.
154	153		SECTION 2. AMENDATORY 70 O.S. 2021, Section 6-212, is
155	154		amended to read as follows:
156	155		Section 6-212. A. The State Department of Education in
157	156		coordination with the Commission for Educational Quality and
158	157		Accountability shall establish a micro -credential program within one
159	158		hundred twenty (120) days after the effective date of this act for
160	159		the purpose of permitting any teacher candidate or certified teacher
161	160		who holds a certificate to teach to complete additional coursew ork
162	161		and earn micro-credentials in science, technology, engineeri ng and
163	162		mathematics (STEM) endorsement areas including computer science.
164	163		The micro-credential program shall include, but is not limited to:
165	164		1. Micro-credential stacks supporting science, technology,
166	165		engineering, and mathematics ( STEM) integration, provided any

196	194		engineering, and mathematics;
197	195		2. Endorsements for Elementary Computer Science and Secondary
198	196		Computer Science; and
199	197		3. A micro-credential for the purpose of permitting any teacher
200	198		to complete additional cours ework to earn a micro -credential in
201	199		dyslexia.
202	200		B. The State Department of Educatio n and, in consultation with
203	201		the Commission for Educational Q uality and Accountability and the
204	202		Oklahoma State Regents for Higher Education, shall convene a working
205	203		group including pertinent education stakeholders to determine how if
206	204		any micro-credential awarded pursuant to a ny micro-credential
207	205		program established pursuant to subsection A of this section will
208	206		may be used and such uses shall include:
209	207		1. To award add-on endorsements to teachers in STEM endorsement
210	208		areas including computer science;
211	209		2. In in lieu of the subject area co mpetency examination
212	210		required by Section 6-187 of Title 70 of the Oklahoma Statutes this
213	211		title; and
214	212		3. To meet the professional development program requirements
215	213		established in Section 6 -194 of Title 70 of the Oklahoma Statutes .
216	214		C. Any course offered thro ugh a micro-credential program
217	215		established pursuant to subsection A of this section may be offered

247	244		D. The State Board of Education , in consultation with the
248	245		Commission for Educa tional Quality and Accountability and the
249	246		Oklahoma State Regents for Higher Education, shall promulgate rules
250	247		as necessary to implement the micro-credential program and ensure
251	248		that rigor and content adequately prepares teachers to provide
252	249		quality instruction.
253	250		SECTION 3. This act shall become effective N ovember 1, 2022.
