75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OK LAHOMA:
76	76	SECTION 1. NEW LAW A new section of law to be codified
77	77	in the Oklahoma Statutes as Section 34.204 of Title 62, unless there
78	78	is created a duplication in numbering, reads as follows:
79	79	A. As used in this section:
80	80	1. "State agencies that provide, contract for, or otherwise
81	81	fund mental health services" includes:
82	82	a. the Department of Mental Health and Substance Abuse
83	83	Services,
84	84	b. the State Department of Health ,
85	85	c. the Oklahoma Health Care Authority,
86	86	d. the Department of Human Services,
87	87	e. the Oklahoma Department of Veterans Affair s,

145	145	k. the Office of Juvenile Affairs ; and
146	146	2. "Mental health services" means programs or services directly
147	147	or indirectly related to the research, prevention or detection of
148	148	mental health and substance use pr oblems, and all services necessary
149	149	to treat, care for, control, supervise and rehabilitate persons with
150	150	mental illness and substance use disorders .
151	151	B. On or before September 30, 2021, all state agencies that
152	152	provide, contract for, or otherwise fund mental health services
153	153	shall report to the Office of Management and Enterprise Services
154	154	(OMES):
155	155	1. All mental health services provided by the agency. The
156	156	name, purpose and primary funding source or sources of each service
157	157	shall be included;
158	158	2. A financial summary of spending amounts by meth od of finance
159	159	associated with each program. The financial summary shall include
160	160	annual spending on each se rvice in each of the last five (5) state
161	161	fiscal years; and

213	213	3. Outcome summaries for mental health services. Summaries
214	214	shall include target population or populations, numbers served and
215	215	relevant metrics associated with the performance of the program.
216	216	C. On or before November 30, 2021, OMES shall compile agency
217	217	reports and submit a unified report to the President Pro Tempore of
218	218	the Senate, the Speaker of t he House of Representatives, the
219	219	Legislative Office of Fiscal Transparency and the Governor, and make
220	220	the report available to the public. The unified report shall
221	221	coherently organize and display agency informati on and provide a
222	222	summary of statewide spendi ng by agency and type of service.
223	223	D. The Department of Mental Health and Substance Abuse Services
224	224	shall provide technical assistance to the agencies and OMES as
225	225	necessary for the compilation of this report.
226	226	SECTION 2. This act shall becom e effective July 1, 2021.
227	227	SECTION 3. It being immediately necessary for the preservat ion
228	228	of the public peace, health or safety, an emergency is hereb y
229	229	declared to exist, by reason whereof this ac t shall take effect and
230	230	be in full force fro m and after its passage and approval.
